1. The Addendum to 52.212-2(3)-(b) states that Technical Capabilities will be evaluated and that some sort of information must be submitted, but it was not clear to us from the Instructions to Quoters what is expected. What information should quoters submit to speak to that evaluation criterion?
Quoters shall submit a package that thoroughly describes their ability to adapt to the 57 RQS mission and their capabilities to identify, recruit, and retain top talent in the field in accordance with the PWS.
2. Can the Government please advise on the current delays for processing personnel to relocate? Is there an associated time period envisioned by the government?
We don’t intend to have boots on ground in June. Our timeline will be in flux as we adapt to the COVID situation and we will work together with the selected contractor to develop a realistic timeline for personnel placement once restrictions are lifted.
3. How does the Govt want mobilization cost both to and from contract start to close to be factored?
The government is not dictating how mobilization will be factored in the quoters package. Mobilization is conducted during the base year of the contract and the last option year, assuming no personnel change or termination occurs. With that in mind, it is the vendor’s responsibility to factor the cost of their personnel’s transportation needs and the possibility of personnel changes or termination in their quote and price each CLIN accordingly.
4. The DoD also allows allowance for schooling overseas. Is there no consideration for that family cost?
While DODDS support is authorized under logistical support, the cost associated with tuition is not covered separately. It is recommended that the contractor account for any additional cost it may encounter while supporting its proposed individuals and their family needs with DODDS tuition. If the contractor will cover these costs for their employees, they must include it into their total price. A separate invoice for tuition reimbursement will not be accepted.
5. What type of facility and equipment will be available for the strength coach?
State-of the art training equipment. Primarily Rogue equipment along with a variety of cardio/crossfit equipment. The training facility is comparable to a D1 collegiate training facility dedicated to the training of our operators. There is an appetite, should it be needed to make additional purchases as required for training programs in discussion with the human performance team leadership. Additionally, sports medicine supported evaluation equipment is available including technology such as HR monitors, VO2Max testing capabilities, gait analysis, fit-light training systems, a variety of recovery modalities (Game ready, Hyperice, hypervolts, Novothor, Float spa, hot/cold tubs etc.). The 57th is one of the best equipped SOF units in the world when it comes to human performance.
6. What other professions will the strength coach be working with on this requirement? What is the leadership structure?
The CSCS will be part of a 6 person human performance team. He (She) will report directly to a board-certified primary care sports medicine physician and the unit flight medicine physician. Additionally, the team has a full time doctor of physical therapy, Certified athletic trainer and performance psychologist.
7. What type of nutritional barriers are there within the Unit? Is there a post training fueling program in place? (i.e., do the soldiers get post workout shakes to enhance performance / help reduce injury rates due to fatigue, lack of macronutrients)?
Unfortunately due to government regulations about the use of funds we are unable to give food to the members at the unit expense. We do not have organic nutritional capabilities within the unit however do use a performance nutrition platform called 'Inside Tracker' which has been utilized by many SOF units to evaluate the nutritional status of our members. To date we have not had a guided 'fueling' program in place but would like to see one developed under the guidance of a qualified CSCS.
8. Is there an incumbent or is this a new effort? If there is an incumbent, will the Government provide the current contract number or previous solicitation number?
This is a recompete of the previous contract, FA568218P0085.
9. Are there any software or applications that are currently being used for the purposes of training and/or operator performance tracking?
We use the TrainHeroic platform for programming from the S&C standpoint. Additionally, that feeds into a broader tracking platform called Smartabase which collects multiple sources of input
– nutrition, sleep, medical data for a broader HPO picture
10. Referencing PWS Section 5.1.5- How often is the routine performance testing on all 57th RQS members performed (weekly, monthly, or quarterly)?
Operator testing – PT test is required to be done annually. We choose to administer the functional movement and 3RM testing twice annually.
11. Will the government submit this contract to DOCPER?
Yes this will be submitted to DOCPER after award.
