SUMMARY OF CHANGES

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

L-01. PROPOSAL PREPARATION INSTRUCTIONS

A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein.

Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors.

Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate parts; Factor 1 - Technical Proposal, Factor 2 - Price Proposal, and Contractor Responsibility.

B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.

C. Specific Instructions:

FACTOR 1 – TECHNICAL

The purpose of the technical proposal is to provide the Government the ability to evaluate the technical capability of the offeror to perform the requirements of this solicitation. To facilitate evaluation, the information contained in

Factor 1 should be specific, detailed, and clearly demonstrate that the offeror has a thorough understanding of the requirement for the accomplishment of this effort. All requirements specified in the solicitation are mandatory. By submitting a proposal, offerors are representing that their firm will perform all the requirements specified in the solicitation.

1. Experience. Offerors shall submit two (2) attachments: Experience Overview Sheet, Attachment 5 and

Experience Information Sheet, Attachment 6, detailing previous work experience (projects) meeting the requirements of this solicitation. Information for completing Attachment 5 and 6 are is as follows:

a. Offerors shall complete an Experience Overview Sheet, Attachment 5, with a total listing of at least two

(2), but not-to-exceed five (5) projects performed within the last five (5) years or currently being performed and at least 50% complete, that best represent the Offeror’s work experience required on this solicitation. If more than five (5) projects are submitted, only the first five (5) projects will be evaluated.

b. Offerors shall provide an Experience Information Sheet, Attachment 6, for each project listed on

Experience Overview Sheet, Attachment 5. All Experience Overview and Information Sheets must be filled out completely. The information provided in the Experience Information Sheets will be used to evaluate the relevancy of each Offeror’s experience to this requirement. Offerors are responsible for providing project descriptions in sufficient detail to demonstrate performance of efforts involving requirements that are similar or greater in scope, magnitude and complexity as the effort described in this solicitation. Projects completed under Indefinite Delivery Indefinite Quantity (IDIQ) contracts, such as JOC, MATOC, or https://cs.eis.af.mil/airforcecontracting/knowledge_center/Documents/AFFARS_Library/5315/templates/AppData/Local/Microsoft/Windows/Temporary%20Internet%20Files/Content.Outlook/far/FAR15.DOC#b154062

SABER, are acceptable but holding an IDIQ contract in and of itself is not acceptable. Offerors are to provide relevant individual project examples.

c. An English speaking point of contact must be provided for each project submitted. Please include the name, email, phone number(s) and fax number(s) for each point of contact. The Government may contact point(s) of contact to verify project information on the Experience Information Sheets, Attachment 6.

1.1. Projects provided for experience should demonstrate experience in performance in Italy or the EU, be greater than $500,000 in value, and be of similar complexity/scope of the project in this solicitation. Offerors may submit larger scope contracts if there is a scope of work within the larger project that is relevant to this procurement with a separately measurable performance period and measureable monetary value. Offerors shall clearly describe the project and how it related to the overall contract.

2. Management Approach. The Offeror shall submit a graphical description (an organization chart) of its planned organization structure for successful execution of the contract. There is a limit of ten (10) single spaced typed digital pages (A4 or letter size), using at a minimum a 12 pitch font (front and back equal two pages). If more than 10 digital pages are submitted, only the first 10 will be reviewed and evaluated. The organization chart, resumes (if provided), and letters of commitment are not considered part of the 10 pages. The Management Approach shall include the following:

a. An organization chart that shows the lines of authority and communication for the execution of the contract and clearly shows the lines of authority of the Offeror’s Project Manager, Quality Control, and

Safety Organization, key positions, (including all Joint Venture (JV) Partners and Key Subcontractors, when applicable). All positions shall be identified on the organization chart by title and organization. The

Project Manager (PM), or the on-site person that communicates with the U.S. Government if the PM is not on-site, and any other personnel authorized to communicate directly with the U.S. Government shall be clearly identified.

b. A narrative description of the organization structure including roles, major responsibilities, and authorities of all key personnel (and JV Partners, Key Subcontractors if applicable) shall be described. The position titles used in the narrative must match those used in the organization chart. The key personnel position descriptions shall also include years of experience in current position and how many projects each key person will be managing concurrently during performance of this requirement.

c. The Offeror’s plan for management of this project including mobilization to the site to meet the minimum standards of the contract and in general, work that will be done by the prime and that to be accomplished by Subcontractors. This plan must fully address and reflect a clear understanding of all required work elements as well as adequately demonstrate the capability to successfully execute and complete the project in accordance with Statement of Work.

d. An explanation of the Offeror’s ability to adapt to changing work conditions and or performance schedules, as necessary, in case of a change in Aviano mission requirements (i.e. accelerated performance, changes in scope and/or site conditions). If the offeror will be, or anticipates to be managing other projects during performance of this requirement, the offeror must also include a plan to mitigate performance risk to the Government while managing multiple projects simultaneously.

e. A list of all other projects (if applicable) that will be managed concurrently with this project to include a description of the work, period of performance, and dollar value of each project.

3. Proposed Contract Duration and Summary Schedule.

a. The Offeror shall propose a contract duration in the appropriate location on the Pricing Schedule not to exceed the maximum contract duration specified in Section I entitled COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK. The proposed duration shall become the required contract duration.

b. Submit a summary level schedule for construction including any construction phasing. Schedules or diagrams may be provided separately in a size that is easily read, but shall be submitted in electronic format. The summary schedule shall be task oriented, indicating the number of calendar days, after notice to proceed, by which milestones are to be achieved. Offeror may use a critical path or other method of his choice; however, schedules shall be graphically represented. The proposed summary schedule shall reflect the proposed duration. Give attention to the following features:

(1) Show the overall construction phase for major item(s), for the site work, and for utilities (if applicable).

(2) Show turnover of the project. Identify any proposed phased turnovers (if applicable). The time to complete the project and turnover to the Government must consider the requirement for completion inspection and the subsequent joint Contractor-Government turnover inspection.

(3) Show as-built submissions.

(4) Constraints: Offeror must demonstrate the capability and flexibility to plan and schedule the complete project to meet the proposed contract completion period. Clearly identify any constraints on the schedules presented (e.g., labor or material availability, permits, weather, etc.). Indicate the anticipated overall critical path on the schedule.

c. The Offerors shall provide a narrative explanation to include the following:

(1) Proposed Phasing Plan

(2) Crew Assembly and Work Schedule(s)

(3) Safety Plan

The intent is to provide enough detail to demonstrate the Offeror’s understanding of the project.

FACTOR 2 – PRICE

1. Proposed Price: The offeror shall provide a price breakdown for the project in accordance with the Construction

Cost Estimate Breakdown form sample provided. Proposed amounts shall be limited to 2 digits after the decimal.

All prices shall be submitted in EURO currency. Offers not submitted in EURO currency will not be considered for award. Offers shall be complete, accurate, and sufficiently detailed to demonstrate their price reasonableness, reflect a clear understanding of the requirement, and be consistent with the offeror’s technical proposal. The burden of proof for credibility of proposed pricing rests with the offeror.

1.1. Contract Documents. In addition, the offeror’s proposal shall include the following sections from the solicitation in the Price Factor:

a. Complete blocks 14, 15, 16, 19 (only if amendments are issued) and 20A through 20C of the RFP

Section A, SF1442 In doing so, the offeror accedes to the contract terms and conditions as written in the

RFP Sections A thru K. These sections constitute the model contract.

c. Complete the necessary fill-ins and certifications in Sections I through K, including Section J, Attachment 4, "Additional Requirements”.
