PERFORMANCE WORK STATEMENT (PWS)
FOR
INSPECTION / MAINTENANCE / REPAIR / TESTING / RECHARGING
PORTABLE AND WHEELED FIRE EXTINGUISHERS
Aviano Air Base, Italy
1. DESCRIPTION OF SERVICES.
The Contractor shall provide all personnel, equipment, tools, materials, facilities, transportation and labor necessary to perform inspection, repair, testing, maintenance, and recharge portable and wheeled Fire Extinguishers as defined in this PWS, except as specified in Exhibit 1 of this PWS as Government furnished property & supplies. The Contractor shall conform to all federal, state, local rules and regulations, Occupational Safety and Health Administration (OSHA) and most current applicable version of the respective Manufacturer’s servicing and maintenance recommendations/manual, as required in the PWS. Work must be performed in accordance with (IAW) T.O 13F4-4-121 Technical Manual for 150 lbs wheeled liquefied gas fire extinguishers and the current 2013 National Fire Protection Association (NFPA) 10 standards, Portable Fire Extinguishers, Chapter 7.
1.2 SERVICES REQUIRED / SPECIFIC TASKS.
1.2.1 Hand Portables Type Extinguishers: Estimated Number to be serviced annually.

1.2.1.1 When requires servicing or repair, base customer, will drop the fire extinguisher for inspection and maintenance/repair to the base point of pick-up/drop off, Building 1434, Fire Station #1 between 0900 – 1200 hours on Tuesday and Thursday every week, except during holidays listed at paragraph 3 of this PWS. Contractor will collect the fire extinguisher and provide a serviced extinguisher, if available at the bench stock, of same type class and size of the dropped one, to the customer. Contractor will record for each extinguisher collected and issued:
the customer name, squadron and facility number along with each extinguisher class, size, unit, serial number, and respective inspection date. The contractor will bring the fire extinguishers to his shop, perform corrective maintenance to restore them to full operating capacity IAW the requirements of this PWS, and return fire extinguisher to Bldg 1434 within next pick up/drop off office day, to keep the Bench Stock as stated in technical Exhibit 1 of this PWS, and be ready for the next one to one swap, as needed.
Contractor will not swap any extinguisher deemed unserviceable by contractor, due to age, corrosion, negligence, etc... Contractor is responsible to provide to Fire Prevention Officer a list of all unserviceable extinguishers by class, size, unit and serial number. Any extinguisher deemed unserviceable, will be refused by contractor and returned to the customer for disposal through the DRMO (Defence Reutilization and Marketing Office).
If any extinguishers appear to have been tampered with, the Contractor shall immediately notify the Fire Prevention Office (FPO) @ 043-430-7440.
1.2.1.2 The 2-year, 3-year and 6-year maintenance. The Contractor shall perform overall maintenance IAW the manufacturer’s requirements for each type of extinguisher. Each 2-year, 3-year and 6-year maintenance shall be recorded on a record sticker, tag, or plate, which shall be affixed on the exterior of the extinguisher shell. Each tag must show at a minimum: name of company, who performed the inspection, date of inspection, and any repairs that were required.
Company labels will be affixed to each extinguisher but advertisements will not be permitted on the extinguisher.
Maintenance, shall include, but is not limited to the replacement of parts (i.e. service collars, O-rings, valve stems, inspection tags, etc.).
The recharge agent quantity will be verified by weighing each cylinder. The recharge gross weight shall be the same as the gross weight that is marked on the extinguisher label. Agent 1211 is classified as an Ozone Depleting Chemical. This contract does not authorize the purchase of this substance. Extinguishers shall be emptied and the dry chemical may be reused provided a closed system is used and the agent is stored in a sealed container to prevent contamination, once Air Force 3952-“Chemical/Hazardous Material Request Authorization” form has been approved by the Government as described in Section IV, Paragraph 4.2.2 of this SOW.
1.2.2 Annual 150lbs, wheeled type fire extinguisher(s) maintenance.

1.2.2.1 The Contractor will be escorted to Area-F (flight line) Controlled Movement Area (CMA) by an authorized Restricted Area Badge (RAB) holder to conduct annual servicing maintenance outlined in the T.O 13F4-4-121. These actions will be scheduled with the COR and take place Monday through Friday, between 0800-17:00 hours, but outside the regular assigned hours specified in paragraph 1.2.1.1 The COR will coordinate with the Restricted Area Badge (RAB) holder to ensure that the required escort is provided.
The contractor is not responsible for replacement of any extinguisher deemed unserviceable by contractor, due to age, corrosion, and negligence etc.. . Any extinguisher deemed unserviceable, will be reported to the 31 Fire Prevention Section for a determination of unserviceability. All cases wherein a member of Fire Prevention does not agree with the contractor will be reported to contracting. As described before all extinguishers deemed unserviceable will be returned to the customer for disposal through the DRMO or any other required action. Contractor is responsible to provide the Fire Prevention Officer a list of all unserviceable extinguishers by customer name, squadron, facility, class, size, unit and serial number.
The Contractor shall immediately notify the Fire Prevention Office (FPO) @ 043-430-7440 if any extinguishers appear to have been tampered with.
1.3 Records/Reports: Upon completion of work, a copy of the report and all other appropriate documents will be provided to the Fire Prevention Office (electronically and/or hard copy) for signature and filing. Contractor is responsible for providing and maintaining adequate records (a computer-generated report) - listed by facility showing each extinguisher class, size, unit, serial number, and respective inspection date. This listing will also include the due date of the next 2-year, 3-year and 6-year maintenance of all extinguishers. These records will be made available to the COR (electronically and/or hard copy), within five (5) working days of end of each month, and maintained by the contractor for two years following the maintenance service performed.
2. SERVICE SUMMARY.
The Service Summary is a list of performance objectives and performance thresholds that represents the minimum acceptable level of performance. The performance objectives and thresholds will be regularly verified by the COR. Each performance objective represents a significant task as identified by the Government at the time of contract award. These performance objectives and performance thresholds represent only the significant task of this contract and do not excuse the Contractor from performance of other responsibilities identified in this statement of work and its technical exhibits (TE). Additionally, performance objectives may be added and/or deleted and performance thresholds raised and/or lowered during the course of the contract.

3. NORMAL WORKING HOURS.
The Normal Working Hours of the Aviano AB are Monday through Friday, from 8:00 to 17:00 P.M., except American and Italian holidays. To limit the impact to normal building operations the Contractor will not be required to work outside these hours. Unless coordinated and approved by the COR and FPO, the Contractor will not provide services on the following American and Italian holidays:

NOTE: American holidays falling on a Saturday are normally observed on the previous Friday.

4. GOVERNMENT-FURNISHED PROPERTY AND SERVICES.
In addition to the items listed in the Exhibit 1, the Government will allow the Contractor to use an area/room (subject to change or relocation) in Building 1434, Fire Station.
The room will have utility services at existing outlets for use or as required for work to be performed under this contract: electricity, fresh water, use of bathrooms. The Government will not alter existing utility systems to specially supply the Contractor for their utility needs. If utilities are not available, the Contractor must provide the required utilities to perform the required service. No alterations to the facilities shall be made. The contractor shall return the facilities to the Government in the same condition as received. Facilities shall be used only for the performance under this contract. A key to the room will be supplied to the contractor if available and no custodial services will be offered.
5. GENERAL INFORMATION.
5.1 CONTRACTOR PERSONNEL. All work under this contract must be performed in a skillful manner. Contractor employees must conduct themselves in a proper, efficient, courteous, and businesslike manner. The Government reserves the right to require removal from the job site of any employee who endangers persons or property, whose continued employment is inconsistent with the interests of military security, or whose presence deters the accomplishment of work.
5.2 CONTRACTOR COMMUNICATIONS. To facilitate communication between Government and Contractor, Contractor must designate and maintain an email account(s) and contact telephone number(s) for the life of the contract.
5.3 CONTRACT MANAGER (CM). The contractor must provide the Government the name of the contract manager (CM) and alternate representative responsible supervisory person, authorized to act for the contractor. CM and alternate names and related telephone number and e-mail address, must be provided to the CO and the COR within 10 working days after contract award. The Contractor’s CM, Call Reception Personnel, must have a good command of the English Language in order to properly and independently coordinate services with United States Government Personnel. Names of manager and name of alternate representative shall be provided in writing to the Fire Emergency Services (FES) Fire Chief.
5.4 The contract manager or alternate must have full authority to act on behalf of the Contractor on all contract matters relating to daily operation of this contract.
5.5 The CM and alternate must be available during Normal Working Hours, and within 24 hours of notification, be able to meet at Aviano AB with the CO and or the COR to discuss problematic areas.
5.6 Contractor Employees. The Contractor shall not employ persons to work under this contract if such employee is identified to the Contractor, by the Contracting Officer, as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. Upon the Contracting Officer's determination, the Contractor shall remove employees from performing under this contract in the event an employee’s behavior in any way prejudice the safety, security or general wellbeing of the contract.
5.7 Contractor Qualification/Experience. All work shall be accomplished by an appropriately licensed/certified, experienced person(s) regularly engaged in the inspection, maintenance, and testing of all portable and wheeled “Fire Extinguishers” and contractor shall provide certificate(s) upon Government request. The certified person(s) shall have available the appropriate manufacture’s service manual(s), the proper types of tools, recharge materials, lubricants, and manufacturer’s recommended replacement parts or parts specifically listed to be used on “Fire Extinguisher,” and IAW 2013 version of NFPA 10.
5.8 Employee Training. The Contractor is responsible to train his employees. Personnel employed by the Contractor shall be qualified according local rules and regulations required for maintenance, inspection, repair, and recharging of all portable and wheeled “Fire Extinguishers” at Aviano AB.
5.9 Security Requirements for Aviano AB. Contractor and all employees will comply with all Aviano AB security requirements imposed by the installation commander at all times while on the premises to include the responsibilities for safeguarding all government property provided for contractor use. The Contractor will need a badge(s) to access Aviano AB, Area F, and comply with the installation’s vehicle registration/driving policies. Upon completion or termination of the contract or termination of a contractor employee, identification badge(s) shall be returned to their contract manager who in-turn will return the badge(s) to security forces the following workday.
5.10 Facility Controlled Areas. (150 lbs fire extinguishers) The Contractor shall be granted access into controlled areas at Aviano AB for the sole purpose of accessing Portable/Wheeled- Type “Fire Extinguishers.” Contractor must adhere to the Installation Security process/protocols.
5.11 Contractor personnel shall wear identification badges provided by the Contractor while on duty. The badge will contain: a personal picture, name of employee, and Contractor's name.
Badges shall be worn in a uniform on the outer garment in full view. Badges may be attached to the outer shirt/jacket pocket by a button or clip or worn around the neck secured by an appropriate identification card chain.
5.12 STANDARDS OF APPEARANCE - Appearance will be neat and well groomed and present a professional image. Unauthorized insignia or accouterments will not be worn with or on work clothing. Uniform work clothing will be clean.
5.13 ALCOHOL AND DRUGS - The consumption of alcohol or drugs while on duty is strictly prohibited. Contractor personnel shall not consume alcohol or drugs within eight (8) hours prior to reporting to duty. Contract personnel found under the influence of alcohol or drugs during duty will be immediately removed from duty. The Contractor will be notified and will provide a replacement immediately. Any Contractor personnel removed from duty for alcohol or drug use will be prohibited from accessing the Base under this or any other contract.
5.14 LIABILITIES AND RESPONSIBILITIES. Contractor is responsible for all damages to persons or property that occurs during the performance of this contract because of the Contractor’s fault or negligence. The Contractor is also responsible for all work performed until completion and acceptance of the entire work. Contractor shall safeguard all building occupants while performing the service under this contract.
5.15 GOVERNMENT QUALITY ASSURANCE. Government will appoint a COR to assess the contractor to ensure services are received. The COR will assess the contractor’s performance through intermittent on-site inspection. The Government may inspect each task as completed or increase the number of quality assurance inspections if deemed appropriate. The Government will also receive and investigate complaints from various customer located on the installation. If the COR determines that the complaint is invalid, the COR will document the findings and notify the Customer. If the COR determine the complaint is valid, it will inform the Contract Manager (CM), and the CM must initiate corrective actions. However, in cases of disagreement the CO will be informed and will make a final determination of action to be taken.
5.16 SAFETY AND HEALTH PROGRAM. Contractor must develop and maintain a Safety and Occupational Health plan, which meets all applicable Aviano Air Base and Italian Standards to include, but not limited to, requirements outlined in the Air Force Consolidated Occupational Safety Instruction, AFI 91-203, and D.Lgs. 81/2008. The Contractor must furnish and personnel must use Proper Protective Equipment (PPE) and clothing to safely perform duties. The Contractor must immediately notify the COR and CO of any adverse safety and occupational health conditions pertaining to its employees, Government personnel, and Government property while performing contractual services. A written report detailing the occurrence must be given to COR within 2 working days after incident occurrence. If injuries are life threatening, the Contractor shall immediately contact emergency services. On base Emergency Service contact and phone number info will be provided after contract award.
5.17 ENVIRONMENTAL PROTECTION. The Contractor must ensure the purchase, use, handling, storage, and disposal of all toxic, hazardous materials, special materials, and wastes are in accordance with all applicable environmental protection standards. Contractor is required to pay any fines for which it is determined to be responsible, and complete the appropriate paperwork to be submitted to the proper authorities with copies provided to the 31 Civil Engineer Squadron (CES) Environmental Element, COR, and CO. No chemical or hazardous products shall be brought onto Government property without the approval of the 31 CES Environmental Flight.
5.18 MATERIAL SAFETY DATA SHEET (MSDS). Prior to bringing any hazardous material onto the Aviano and Ghedi Air Bases, the Contractor must have a 31 CES Environmental Element approved MSDS for the hazardous material. The Contractor must submit all MSDS’s to the COR at least 10 working days prior to the intended use of the hazardous material. The COR will coordinate with the 31 CES Environmental Flight to obtain approval. All approved MSDS’s must be kept updated with the latest manufacture information and be consolidated in a binder. At a minimum, the Contractor must keep a binder at its office location, Service Call Reception location, and on site where service work is being performed that day.
5.19 ENVIRONMENTAL SPILLS. If the Contractor spills or releases any substance listed in 40 CFR 302 into the environment, it must immediately report the incident to the Government Representative. All spills, leaks, and inadvertent release of hazardous materials shall immediately be reported to the Fire Department at 043-430-5381.
5.20 HAZARDOUS WASTE. At no time the Contractor will release or dispose of any Hazardous Waste into the environment or sanitary sewer system. All hazardous waste generated from contract activities will be disposed of according to applicable federal and local regulations.
The Contractor is responsible for all coordination and approvals from all appropriate agencies prior to any disposal of agents. All approvals must be in writing and kept in the contract record.
Contractor is responsible for the complete removal and disposal of Hazardous Waste through legal and approved methods. The Contractor must also provide the 31 CES Environmental Element and COR with copies of all documentation for shipment, handling, storage, and disposal of Hazardous Waste from the Aviano AB. The Contractor is responsible for making correct waste determinations for each waste stream. The Contractor is responsible for waste packing, labeling, manifesting, and transportation from accumulation site to ultimate disposal. The Contractor will ensure the waste goes to a properly permitted treatment/disposal facility and that all manifests and any other required documentation are available to the Aviano AB proper agency. The Contractor will pay all costs associated with hazardous waste management and disposal. The Contractor will pay all fines/penalties assessed by local or federal agencies for hazardous waste laws violated by the Contractor.
5.21 Hazardous Materials. While performing the required service, the contractor shall use non-flammable, environmentally friendly, biodegradable products, and comply with applicable Hazardous Materials Management Process (HMMP) requirements IAW AFI 32-7001 and AFI 32-7086, Section V-TE-2. The contractor shall submit AF Form 3952; “Chemical/ Hazardous Material Request Authorization” and the manufacturer’s “Safety Data Sheet (SDS)”, to the base HAZMART, Building 1032, for all chemicals used within two (2) weeks of contract award and within two (2) weeks after any new chemicals are purchased for use under this contract. No chemicals will be used on Aviano AB prior to obtaining this approval. No chemicals/Refills will be stored on Aviano AB. The Contractor is responsible for containing, handling, and cleanup of all spills that occurred during this operation. Cost to dispose spilled material and any other waste items resulting from spills is the Contractor’s responsibility.
5.22 BASE ENTRY PASS: All personnel will provide the Contracting Officer with required documents to receive official base entry passes.
6. CONTRACTOR FULL-TIME EQUIVALENT REPORTING.
6.1 The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October each calendar year. Contractors may direct questions to the CMRA help desk.
6.2 USES AND SAFEGUARDING OF INFORMATION: Information form the secure web site is considered proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
6.3 USER MANUALS: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

7. MANDATORY STANDARDS
7.1 Mandatory Standards: All inspection, maintenance, servicing, and repairs will comply with and be performed in accordance with the following documents. Should there be any conflicts between documents the Air Force Technical Order shall take precedence with National Fire Protection Association (NFPA) Standard 10, any subsequent updates and the Manufacturer’s Recommendations following in this order.
7.1.1 United States Air Force Technical Order (TO) 13F4-4-121, Fire Extinguisher, Wheeled Liquefied Gas, 150 lbs capacity.
7.1.2 The most current edition of NFPA Standard 10, Standard for Portable Fire Extinguishers.
7.1.3 The most current version of the respective Manufacturer’s servicing and Maintenance Recommendations/Manual.
7.2 Work Requirements. The following is an overview of work required for 150 lbs Flight line Agent Extinguishers. These are minimum requirements and may not include all tasks required by the Mandatory Standards listed previously. Specific requirements will be provided by the COR (Contracting Officer Representative) when each extinguisher is turned over to the contractor.
7.2.1 Maintenance. The contractor will perform all requirements for annual maintenance on all extinguishers turned over for inspection and unscheduled servicing. Contractor will weigh and record the extinguishers “full” weight.
7.2.2. Servicing. Fire extinguishers will be serviced as required. The government will provide the agent required to recharge. The contractor will attach a sticker/plate, complying with NFPA 10 requirements. The quantity (lbs) of Agent used in the servicing will be provided to the COR for official tracking/reporting of Agent use.
7.2.3. Corrosion Control, Refurbishment and Marking.
7.2.3.1. Fire extinguishers designated by the COR will be stripped to bare metal and painted to its original manufacture color or color directed by Fire Prevention Officer. Stickers, labels, and other required information will be replaced if the original labeling/markings are damaged or missing, to include serial and identification numbers.
7.2.3.2. All “Fire Extinguishers” will be affixed with a 4” reflective band of red, blue, yellow, green, orange, yellow/black, or red/silver tape (to be specified at the time of respective “Fire Extinguisher” turn-over). These bands will be placed so as they encircle the 150lbs tank along the top or the lower tank weld.
7.2.3.3. Designated “Fire Extinguishers” will have appropriate markings (weather resistant paint), for accountability purposes, established by Fire Prevention Officer on the tank metal, grounded on the top of the lower band, oriented and centered to the rear of the extinguisher as required and if possible shall be performed in conjunction with maintenance service.
7.2.3.4. Company labels will be affixed to each extinguisher but advertisements will not be permitted on the extinguisher.
7.2.5. Repairs. The contractor will perform all repairs as directed by the government. Estimated repair requirements and quantities are listed paragraph 1.2.1 and 1.2.2 and exhibit 1 of this PWS.
7.3. Parts and Materials:
7.3.1 The Contractor will be responsible for supplying replacement parts. All parts will be new, unused, and meet the manufacture’s recommendations for use on each respective unit. The government will supply replacement Agent.
7.3.2 Disposable materials, i.e., extinguisher parts, except Agent, shall become the property of the contractor and shall be disposed of to the off base authorized site disposal, at the contractor’s expense in accordance with local Italian laws. Unused and recovered Agent will be returned to the government.
7.3.3 The contractor will maintain accountability and inventory of all Agents under contractor control. Appropriate measures will be taken to prevent release of Agent into the atmosphere.
Should an accidental release of Agent occur the contractor will provide, within 48 hours, written documentation to the COR, the release shall include:
- Date and time of release
- Events leading up to the release
- Circumstances causing the release
- Quantity of Agent released
- Name(s) of person(s) involved with the release
- Number of months or years experienced individual(s) involved with the release have in inspecting, testing, and servicing Agent “Fire Extinguishers.”
