1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. Quotations are due in this office by 16:00 hrs Central European Time (CET) on 14 September 2015. Quotations may be hand delivered (no receipt released), e-mailed or faxed. It is important that you cite the RFQ number in your correspondence. Any offer must be exclusive of taxes. Our payment term is net 30 days from the acceptance of the service rendered and or submission of related invoice.

This solicitation will be using FAR 13.5 for Certain Commercial Items

The Federal Acquisition Regulation Provisions below are current to FAC 2005-83:

(viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The following addenda are made to the provision. Paragraph (b) Submission of offers is added to read: Quotations shall contain at a minimum the following information: Company name, POC name, phone, and e-mail, product part number, product description, quantity, unit of measure, unit price, shipping costs (if applicable), total price, discount terms, delivery terms.

(ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. There are two specific evaluation criteria included in paragraph (a). The first one is (i) technical capability of the item quoted to meet the requirement of that provision. The last one is (ii) price. The Lowest Price Technically Acceptable Source Selection Process will be used in this acquisition.

(x) The provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. The quotation must include a complete copy of this provision. See https://www.acquisition.gov.

(xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The following addenda are made to this clause. Paragraph (a) Inspection/Acceptance is added to read: The contractor shall use the Wide Area Workflow web page at https://wawf.eb.mil/index.html to submit invoices for acceptance. Paragraph (o) Warranty is added to read: The contractor shall provide all standard commercial (including manufacturer) warranties to the United States Government. The Government reserves the right to award on a CLIN by CLIN basis. All, some, or none of the CLINs may be awarded depending on AVAILABLITY OF FUNDS.

(xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (DEVIATION), applies to this acquisition

(xiii) This is a planning requirement and funding is not currently and may not become available. The government retains the right to award or not award based on this RFQ.

Equipment Request Information Requirements

Rotating Beacon (Line Item 1): Rotating Beacon must be designed for operation as identification and location markers for military airports. It must include a belt-drive system that eliminates the lubrication required by conventional gear-drive beacons. Also a liquid-filled lamp connector that eliminates the slip rings and brushes found on conventional beacons. It must Include two 33,000 lumen, 320 watt pulse-start metal-halide lamps. It must include pulse-start lamps that are fully bright in 3-5 minutes with 20,000+ hour typical lamp life (4-5 years). Also, one white dual beam lens, one aviation green lens and require low maintenance except lamp replacement. All moving parts must be permanently lubricated by a protected motor, eliminating burnouts. Lamps must preset 5° above horizontal, and adjust 2-10° including 6 RPM rotation, with 18 flashes per minute. It must be contained in a weatherproof steel cabinet, powder-coated international orange with a photocell and/or tell-tale relay. Also the beacon must be mountable on a Hali-Brite tip down Pole with electrical power and beacon operating on 120 VAC, 60 Hz or 220-240 VAC, 50/60 Hz. The power consumption must meet Class I: 793 W; Class II: 1193 W also have the height between 40”-42” in height and 22”-24” in width.

Constant current Regulators (Line Items 2-6): Regulators must include high efficient components, and have a near unity power factor for AC 150/5345-10 test conditions, to meet Federal Aviation Administration (FAA) for power factor and efficiency. Advanced architecture must have efficient input power factor and produce efficiently at all intensity steps and lower loads. They must not exceed the conducted power line emission limits given with testing as specified in the Code of Federal Regulations (CFR) Title 47, Subpart B, Section 15.107b. Does not exceed the radiated emission limits given with testing as specified in the Code of Federal Regulations (CFR) Title 47, Subpart B, Section 15.109b. It also must have an integrated unit that provides remote control monitoring capability. It must have a mode that allows output current and voltage, VA, watts, lamps out, and series circuit insulation resistance value to be alternately displayed. The regulators must have a visual indication for monitored notifications, including open circuit, overcurrent, loss of input power, loss of input voltage, low VA (drop in load VA of 10%), Remote/Local status, and incorrect output current. If input power loss occurs, operation will resume with in five seconds after restoration of input power. Number of Brightness Steps must be able to be changed in the field (between 3 and 5 Steps). Also an Input lightning protection & output lightning protection included. All constant current regulators must not weigh over 1360lbs and have the width of less than 32”
