Section B: Description of the Supplies/Services Required

The fire departments at Moron AB (Spain) and Chievres AB (Belgium) each require diesel filtration systems and subsequent installation and training for the following vehicles: P-23 (2), P19 (1), TI3000, P22 (2), and P30.

Section C: Justification for Soliciting from a Single Source or Brand Name

All newer fire vehicles automatically come with an exhaust system that captures hazardous fumes. This requested installation is for older fire vehicles that release hazardous fumes into the vehicle bays, which is harmful to human health. The parts Ward Diesel will be installing will prevent and capture hazardous vehicle emissions from being released into vehicle bays.

Ward Diesel is the only company that produces, sells and installs the NO SMOKE exhaust systems.

Emergency vehicles must remain running on scene to provide water to hand lines, which constantly exposes fire fighters to Diesel Matter Particulates as they equip themselves with the necessary tools to mitigate the emergency. Fire truck exhaust systems are typically side or stack mounted. Hand tools, ladders, pike poles, etc. are traditionally kept in compartments, side mounted, or located on top vehicles. The Ward Diesel NO SMOKE filter is the only one of its kind to provide exhaust protection to responders while working at an emergency incident.

Ward Diesel Filter is the sole manufacturer and distributor of the "Patented" NO SMOKE diesel filtration system granted by the United States Government pursuant to Patent Number 4,803,838. No other company or individual has been licensed to manufacture or market an identical or similar system.

The ward NO SMOKE Filter is the only system on the market that is attached to the apparatus. Other systems use a five (5) inch vent hose on a track that connects and disconnects to the trucks. This requires regular maintenance for the track system, since there is so much tension on the hoses and pulleys.

Section D: Efforts to Obtain Competition

Multiple vendors such as Thermal Fisher, The Fire Store, LN Curtis, E. Darley and Ward Diesel were contacted and there are no other products on the market similar to the NO SMOKE filtration system that travels with the apparatus and provides protection both inside the fire station and on scene.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Future requirements will be thoroughly researched to see if any companies have entered the market for this type of filtration system.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
