STATEMENT OF OBJECTIVE

52 Maintenance Group

Aircraft Maintenance Squadron

Spangdahlem Air Base, Germany

Building 83 Rolling Storage Shelving System

03 June 2019

1. DESCRIPTION OF WORK:

1.1 Work to be done: The work to be performed under this contract and in accordance with these contract documents shall consist of furnishing all necessary labor and materials, and constructing, installing and performing all work shown and described in the contract documents,

1.2 Character of Work and Mechanics: The work shall be executed in the best and most workmanlike manner by qualified installers.

1.3 Location: Building 83, Spangdahlem Air Base Germany

2.0 PRINCIPAL FEATURES:

2.1 The contractor shall provide a period of performance as it relates to the time required to complete the installation of the rolling storage system.

2.2 Objectives: The contractor will provide everything necessary to install a rolling storage system for aircraft parts and equipment. They will use a material 14 gauge, powder coated steel and with easy to configure doors, drawers and dividers. The carriage and rail system will be installed on top of the existing flooring with the cabinets/shelving mounted onto the rail system.

The contractor will provide a design plan based upon their site visit which will include the dimensions and specifications of the product they are offering. The design plan will be reviewed to determine if it meets requested storage needs. The Contractor and his personnel will transport material to the work area, install all components of the mobile storage system, and remove any trash relevant to the installation. Upon completion of installation, system will be tested to ensure it is fully operational and compliant with all system specifications. All parts or components of the storage system furnished and installed by the contractor shall be covered by a “standard” warranty. It is the contractor’s responsibility under this warranty to repair or replace any part or component that proves defective in material and/or workmanship during the lifetime of this warranty.

3.0 UTILITY OUTAGE AND SPECIAL CONDITIONS:

3.1 Utility Outage: When an extended utility outage is necessary to perform the contract work in an occupied facility, regardless of whether the work area is occupied, the outage shall be performed by the contractor during nonduty hours (1600 to 0730 Monday-Friday) at no additional cost to the government, unless otherwise approved by the Contracting Officer.

3.2 Electrical Outages: Should the contractor require electrical outages in order to accomplish his work, the contractor shall notify contracting office of outage requirements to include building affected length of outage and reasons for the outage.

3.3 SECURITY REQUIREMENTS:

3.3.1 Secure Areas: The contractor shall ensure all employees comply with all security requirements imposed by the installation commander at all times, and shall follow all instructions of the organizational commander having jurisdiction over the area being serviced in all matters pertaining to security. The contractor and his personnel will require escort by cleared government personnel throughout the installation. The contractor and his personnel shall be required to coordinate and schedule all work with the Contracting Officer or Administrator prior to entering these areas.

3.4 Digging Permits: (Not Used)

3.5 Special Conditions: (Not Used)

4. BASE FIRE REGULATIONS: The contractor shall comply with Base Fire Regulations as set forth in AFMAN 91-203, Chapter 6 Fire Prevention and Protection.

ENVIRONMENTAL REQUIREMENTS:

5.1 Compliance with Laws: The contractor shall comply, and ensure that all subcontractors comply, with all applicable federal, state, and local German laws, regulations, ordinances and standards related to environmental matters. The contractor shall also comply, and ensure that all subcontractors comply with all specific instructions or directions contained herein regarding environmental matters.

5.2 Hazardous and Special Wastes Generated by the Contractor: The contractor shall identify, containerize hazardous wastes in strict accordance 52d Fighter Wing Hazardous Waste Management Plan.

5.3 Asbestos: To the best of the government's knowledge, no asbestos-containing material (ACM) is in the facility. Should the contractor encounter previously unidentified or suspected ACM which must be disturbed to comply with the contract documents, the contractor shall cease that work which would disturb the suspect material and shall immediately notify the Contracting Officer. The government will take steps, as appropriate, to ascertain the material's composition and determine any remedial actions necessary.

5.4 Hazardous Materials: The contractor shall provide the contracting office a list of all hazardous materials that the contractor will bring onto government property and shall further provide a Material Safety Data Sheet (MSDS) for each Hazardous Chemical listed in OSHA Hazard Communication Standard 29 CFR 1910.1200. In addition, the contractor shall observe proper storage practices for hazardous materials stored on base.

5.5 Nuisance and Polluting Activity Prohibited: Polluting, dumping, or discharging of any harmful, nuisance, or regulated materials (such as vehicle maintenance fluids, solid waste and hazardous substances) into building drains, site drains, streams, waterways, holding ponds or to the ground surface shall not be permitted and the contractor shall be held responsible for any and all damages which may result. Further, the contractor shall conduct his activities in such a fashion which avoids creating any legal nuisance, including but not limited to, suppression of noise and dust, control of erosion, and implementation of other measures as necessary to minimize off-site impacts of work activities.

5.6 INSTRUCTIONS FOR HAZARDOUS/SOLID WASTE DISPOSAL:

5.6.l Collect For Hazardous Waste Disposal: Paints, solvents, thinners, rags contaminated with any hazardous constituents, aerosol cans that are not empty, batteries (other than lead acid --mercury, nickel cadmium [NICADS], lithium), and all items identified as hazardous materials.

5.6.2 Ensure the following procedures are followed:

5 .6.2.1 Mark all containers with contents or have original label (if product).

5.6.2.2 Keep all containers closed/lids in place/no open containers.

5.6.2.3 Keep material safety data sheets on file at the job site to satisfy worker hazard communication requirements.

5.6.2.4 Do not transport hazardous waste off base or accept hazardous waste from off base.

5.6.2.5 Ensure proper storage of incompatible materials (such as acids/bases).

5.6.2.6 Do not dispose of any chemical down drains, in dumpsters or on the ground.

5.6.2.7 Practice general good housekeeping.

5.6.2.8 Do not collect any waste in any other container that previously contained any hazardous material.

5.6.2.9 Site specific spill plans must be in place and should be included in the workplan for work area.

6. SITE MAINTENANCE AND CLEANUP:

6.1 Site Maintenance: The contractor shall protect adjacent property, buildings, and their contents from dust, dirt, or other materials. Work areas shall be maintained in a neat, clean, and safe condition and shall, at a minimum, be cleaned at the end of each shift.

6.2 Cleanup: The contractor shall collect all trash, debris, refuse, garbage, etc., which he generates and place it in appropriate containers with lids or approved covers on a daily basis. The aforementioned materials shall be hauled from the site by appropriate means on a daily basis, unless otherwise approved by the Contracting Officer. Disposal shall be outside the limits of government property at sanitary landfill or other by approved methods and shall conform to all local, state, and federal regulations. Disposal of items is not available on government property.

7. ENERGY CONSERVATION:

7.l The contractor shall use good judgment in the conservation of government utilities. Prevailing energy conservation practices shall be adhered to and enforced by the contractor.

7.2 Conservation of Utilities: The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions, which preclude the waste of utilities, which shall include:

7.2.1 Lights shall be used only in areas where and when work is actually being performed.

7 .2.2 Water faucets or valves shall be turned off after the required usage has been accomplished.

7.2.3 The contractor shall not abuse the use of base telephones. Telephones shall be used for contract related issues only.

8. RESPONSIBILITY: The above 1 through 7 summaries do not in any way limit the responsibility of the contractor to perform all work and furnish all labor and materials required by the contract documents referenced herein.

9. GUIDANCE FOR INSTALLATION ACCESS:

9.1 Installation access is restricted to only authorized persons and their vehicles. Authorization to enter will be granted following a process of identity proofing and vetting, for each unescorted visitor to determine fitness of the individual. Prior to allowing access to, a minimum of a National Crime Information Center (NCIC) will be completed on all contract employees requesting unescorted access to validate the visitors’ fitness. The contractor and DoD ID card holding sponsor shall ensure a Defense Bio-Metric Identification System (DBIDS) identification card or pass is obtained for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract.

9.2 The contractor shall submit a written Base Access List (BAL) request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, days of the week entry/access is required, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer/sponsoring agency (52 CONS), will endorse the request and forward it to the Security Forces Pass and Registration office for processing. When reporting to the registration office to obtain a pass, the contract employee will provide a valid driver's license, current vehicle registration, valid vehicle insurance certificate, and valid passport. Contract employees will report to Pass and Registration within 30 days from the date of the BAL to receive the access card/pass. After 30 days, the contractor and sponsoring agency must renew the BAL. Contract worker access passes provided by Security Forces will not exceed 180 days. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.

9.3 Authorization to enter will be immediately denied in instances revealing the following:

felony conviction within 10 years, any violence within 7 years, indecent acts with minors, violence with a weapon, terrorist threats, repetitive history of criminal activity or any other misconduct the commander determines may have a negative effect on good order and discipline or installation security. All information is subject to review and recommendation by the Defense Force Commander. Personnel denied entry will be provided instructions on how to appeal the decision.

9.4 The contractor and base sponsoring agency will ensure all employees are instructed on installation entry access, vehicle processing procedures and traffic enforcement, and shall retrieve all base pass identification media from employees departing for any reason before the contract expires (e.g., terminated for cause, retirement). The retrieved entry passes will be turned in to the contracting officer or the installation Pass & Registration office. Government personnel will maintain escort through the entire process.

10. STORAGE AND PARKING:

10.1 Contractor parking shall be in the vicinity of the job site as designated by the Contracting Officer.

10.2 All other areas shall be kept free of debris, leaks, stains, or splashes and kept in a neat, clean, and safe condition. Any contamination of the area by a hazardous substance shall be immediately remedied by the contractor at no additional expense to the government. All hazardous materials shall be stored in a contractor-supplied trailer, which shall be secured when not in use.
