PERFORMANCE WORK STATEMENT

FOR

PERIODIC AND UNSCHEDULED MAINTENANCE,

F-16 HYDRAZINE NEUTRALIZATION SYSTEM

AT

SPANGDAHLEM AIR BASE,

GERMANY

1.0 SCOPE

1.1 This requirement is for the periodic and unscheduled maintenance/repair of the F-16

Hydrazine Neutralization System (Mfg. Enviro DTS, System #25296) located in Building 630 at Spangdahlem AB, Germany. Service consists of performing operational tests, inspections, cleaning and preventative maintenance on the direct digital control system and the mechanical parts such as piping, valves, pumps, pH-metering system, analyzers and chemical tanks.

1.1.1 The Contractor shall perform required preventative maintenance on a semi-annual basis (every 6 months).

1.1.2 The Contractor shall be responsible for replacing the various Gas Warning

Sensors (N2H4, O2, and Methane LCIR) on an annual basis (every 12 months).

1.1.3 The Contractor shall replace the Ammonium Electrode in the Ammonium Analyzer on an annual basis (every 12 months).

1.1.4 The Contractor shall perform unscheduled maintenance/repairs; as needed.

2.0 BACKGROUND

2.1 A blend of 70 percent hydrazine and 30 percent water, known as H-70 fuel (MIL- PRF-87930A), is used to operate the F-16 emergency power unit (EPU). The F-16 H- 70 tank carries 56 pounds (25kg) of fuel and requires servicing after the fuel has been used, such as during in-flight emergencies. The H-70 tanks are removed from the aircraft when the fuel is depleted below a level specified by the using activity. The tanks are delivered to the servicing facility where they are emptied and the hydrazine is neutralized with chemicals. This by-product is then drained into a collection facility (Mfg. Enviro DTS, System #25296) where it is further neutralized of any chemicals and deposited in a holding tank for later transportation/disposal. H-70 is a flammable, reactive, corrosive and toxic chemical that must be handled in accordance with specific procedures to avoid workplace exposure.

3.0 APPLICABLE REQUIREMENTS

3.1 The Contractor shall identify and comply with all applicable federal, state and local statutes; DoD/Air Force instructions, manuals, handbooks, regulations, guidance and policy letters including but not limited to: VDMA along with applicable German and European regulations such as VDI, DIN and EDIN; whichever is most stringent.

Also, the most current version of Article 20 of the State Water Act for Rhineland- Pfalz will be adhered to.

3.2 It is the Contractor’s responsibility to identify and comply with all applicable requirements.

4.0 GOVERNMENT-FURNISHED INFORMATION, EQUIPMENT, MATERIAL,

PROPERTY (GFI, GFE, GFM, GFP) AND UTILITIES

4.1 Government Furnished Information (GFI)- The Government will provide access to the work area-specific written harzardous communication (HAZCOM) program to ensure the contractor is fully aware of the hazardous chemicals he/she may come in contact with. The Government will also provide the follwing technical guidance to ensure safety and fire protection requirements are met:

4.1.4 AFI 91-203, Air Force Consolidated Occupational Safety Instruction

National Employees in Germany

4.1.6 UFC 3-600-01, Fire Protection Engineering for Facilities

4.2 Government Furnished Equipment (GFE)- GFE will not be provided.

4.3 Government-Furnished Material (GFM)- GFM will not be provided.

4.4 Government-Furnished Property (GFP)- GFP will not be provided.

4.5 Utilities Provided- Electricity and water will be available in the facility as needed.

5.0 QUALITY ASSURANCE

5.1 The Government will evaluate the Contractor’s performance by conducting inspections for each surveillance period. The Contracting Officer Representative (COR) may inspect the Contractor’s services by any number of methods to include:

accompanying the Contractor’s foreman on the inspection, conducting an inspection of the area and comparing results with the foreman, or conducting an inspection after the foreman has completed his/her inspection and comparing results. Any defects discovered will be recorded, documented and provided by the COR to the Contracting Officer (CO).

6.0 MANAGEMENT, PLANNING, AND REPORTING REQUIREMENTS

6.1 Schedule and Planning Requirements- The Contractor shall submit a service maintenance plan for approval through the COR and CO translated into English, if applicable.

6.2 Contractor Documentation-

6.2.1 Maintenance/Service Reports- The Contractor shall prepare and maintain a detailed log of all maintenance/service performed noting discrepancies, system impairments, and recommendations within three (3) calendar days after inspection. The log will be maintained in the facility as well as electronically. After any annotations are made to the log, an electronic copy shall be submitted to the COR and CO translated into English, if applicable. * Please note, a template will be provided by the Government for use throughout performance of this contract for continuity purposes.

6.2.2 Unscheduled Repairs- After discovery of any discrepancies/system impairments on the installed system, the Contractor shall provide a detailed offer bearing the Contractor’s company logo/insignia with the costs of the needed repairs and submit in writing, within two (2) calendar days, to the CO and COR translated into English, if applicable. The CO shall provide a written approval before any repairs are authorized to be performed by the Contractor.

6.2.2.1 All unscheduled repairs authorized by CO will be completed as soon as practicable after approval is received.

6.3 Notification Requirements- The Contractor is required to notify the CO and COR of critical issues that may affect the Contractor’s performance and/or human health and the environment. The types of issues that require notification include, but are not limited to: any health risks, spills, changes in critical personnel, etc. Upon discovery of any of these issues, the Contractor will be required to immediately stop work, report the discovery to the COR and CO, and implement the appropriate safety precautions. Performance would not be able to continue until clearance is received from the CO. All issues will be reported immediately by verbal methods and will be followed up in writing as soon as practicable. All reports/documentation will be required to be provided in English.

6.4 Training/Qualifications/Certifications- The Contractor shall be responsible for obtaining/conducting all applicable training for his/her employees in the performance of this contract. Any and all certifications, licenses, permits and associated documentation to perform all services shall be obtained/maintained by the Contractor throughout performance.

6.5 Communication- The designated foreman shall be able to clearly speak and understand English for performance under this contract.

6.6 Safety Requirements- The Contractor shall be responsible for protecting the lives and health of employees and other persons in the general vicinity, preventing damage to property, materials, supplies and equipment, avoiding mission interruptions and complying with any safety requirements identified in regulations cited in paragraph 3.1.

6.6.1 The Contractor shall perform all operations in a prudent, conscientious, safe and professional manner for all activities related to the accomplishment of the work.

6.6.2 All trash, food products, and surplus waste shall be removed and hauled off to a public sanitary landfill outside the installation on a daily basis by the contractor. No trash generated by contractor personnel or by work under this PWS shall be housed on the installation for any period of time.

7.0 PLANS, REPORTS AND DELIVERABLES

7.1 Quality Control Plan (QCP)- The Contractor shall develop and maintain a quality program to ensure services listed in paragraphs 6.2 and 6.3 are performed in accordance with German commercial standards, laws and regulations and any others identified by the Contractor under paragraph 3.1 of this PWS. A copy of the QCP shall be provided to the CO and COR concurrently with the work schedule in paragraph 6.1 and prior to commencement of services translated into English, if applicable.

7.2 Reports- The Contractor shall provide all reports as identified in paragraphs 6.1, 6.2,

7.1 and when applicable, 6.3. All reports shall be provided in the frequency and by the timelines identified in the applicable paragraphs. The Contractor’s completion of any reports required will be measured/evaluated in accordance with the Service Summary (SS) in paragraph 7.3.

8.0 SECURITY REQUIREMENTS

8.1 All personnel employed by the Contractor in performance of this Performance Work Statement (PWS) and any representative of the Contractor entering the government installation in the performance of this contract, shall abide by all security regulations of the installation. The Contractor shall be escorted at all times by/will notify the 52d Fighter Wing Fuels Section at +49-6565-61-5513 to coordinate a meeting time. A section representative will meet the Contractor at the gate to sign them onto the base and escort them to and from the maintenance facility. At the conclusion of performance, the Contractor will then be escorted off the installation.

9.0 WARRANTIES/LICENSE & PERMITS/WORKMANSHIP

9.1 Warranties- All parts/labor provided for/performed under this requirement shall be consistent with standard commercial procedures for systems/work of a same/similar nature. All standard commercial warranties shall apply to parts and labor provided for in performance of work.

9.2 Licenses & Permits- The Contractor shall, without additional expense to the Government, be responsible for obtaining any and all necessary licenses and permits applicable to the performance of work and ensure they remain current and valid throughout the life of the contract. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor’s fault or negligence.

9.3 Workmanship- All equipment, material, and articles incorporated into the work performed to meet the requirements of this PWS shall be new and of the most suitable grade for the purpose intended. All work under this contract shall be performed in a skillful and workmanlike manner. The Contracting Officer may require, in writing, that the Contractor remove from the work an employee the Contracting Officer deems incompetent, careless, or otherwise objectionable.

10.0 POINT-OF-CONTACT(S) (POCs)

10.1 Contracting Officer- The CO may change throughout performance of this contract.

As such, notification will be made to the Contractor throughout to provide most current information. However, at any time the CO cannot be reached, the Contractor may call the Contracting Office at +49-6565-61-9232 for assistance.

10.2 Contracting Officer Representative- The COR may change throughout performance of this contract. As such, notification will be made to the Contractor throughout to provide most current information. However, at any time the COR cannot be reached, the Contractor may call the Fuels Section Chief at +49-6565-61-6310 for assistance.

10.3 Escort (Fuels Section) - The Contractor may contact +49-6565-61-5513 to arrange a time as performance is required.

11.0 HOLIDAYS/DOWN DAYS

11.1 Hours of Operation- Services under this contract shall be performed between 0700 - 1600 hours, Monday through Friday, except on American and German holidays (German holidays observed in the State of Rhineland Palatinate).

11.2 The following is a list of American and German holidays applicable for this contract:
