1.0 DESCRIPTION OF SERVICES:
1.1 Background: Spangdahlem AB has a collection point of construction debris which has been collecting for numerous years. For environmental reasons and appearance, the Government now has a requirement to clean up the collection points.
1.1.1 Objective: Construction debris that is sorted and crushed will be re-used at Spangdahlem
AB for roads and grounds. Work shall be completed 50 days after award.
1.2 SCOPE OF WORK:
1.2.1 The contractor shall provide all management, tools, supplies, equipment, labor and applicable certifications, licenses, permits and associated documentation necessary to sort and crush debris. Construction debris management deals with debris loading, transportation, crushing, and storage for installation re-use.
1.2.1.1 The contractor shall perform work in a manner that prevents unnecessary dust and noise for on and off base population. At the completion of work, the contractor is responsible for the neat and clean appearance of the work site.
1.2.2 The work site is at the former coal yard located next to Bldg 764 and the RRR-Pad adjacent to Bldg 740. Construction debris to be sorted and crushed consists of concrete from demolition sites as well as asphalt from demolished roads. The contractor shall sort consolidation piles and remove all material that is not concrete or asphalt.
1.2.2.1 Debris piles can include reinforced Stelcon Plates 2.0 X 2.0 X 0.15m which also must be crushed. Sorted material includes but is not limited to wood and steel. Contractor shall store sorted material other than the steel in a separate and neat pile at that location.
1.2.2.2 The steel sorted from the debris will be recycled by the contractor at the completion of work and prior to invoicing the Government. The contractor shall credit back to the
Government at current market value and in accordance with Europäischer Wirtschaftsdienst monies received from the recycled steel on their invoice.
1.2.2.3 A designated Government point of contact (see para 4.1.2) will either validate the weight of the steel prior to removal from Spangdahlem AB or accompany the contractor to the recycle plant to validate the weight of the steel.
1.2.2.4 The contractor shall crush concrete and asphalt down to 0/56mm. Crushed concrete and asphalt will be stored in separate piles at each location with no mixing.

2.2. Deliverables: Contractor shall provide Government with original receipt for recycled steel in accordance with 1.2.2.2 prior to invoicing for payment.
3.0 GENERAL INFORMATION:
3.1 Employees: The contractor shall employ professional, qualified personnel who possess the necessary experience and knowledge to perform the tasks outlined herein.
3.2 Invoicing: The contractor shall prepare one combined invoice and receiving report via Wide
Area Work Flow (WAWF). The invoice shall be broken out according to Contract Line Item
Numbers (CLIN) indicating the applicable line of accounting.
3.3 Government Provided Services. The Government will provide the following services to be utilized by the contractor for performance at Spangdahlem AB only under the terms of this contract. Any additional equipment determined necessary will be justified through the channels prescribed for the item in questions.
3.3.1 The Government will furnish utilities-related services required for the performance of the work described herein. These utilities include: water, electricity and sewage as necessary.
3.4 Hours of Work: The contractor shall conduct the work described in this statement of work during normal work hours (0700-1700). Saturdays and Sundays as well as German and US holidays are not considered working days.
4.0 SECURITY
4.1 Employee Access: All employees of the contractor shall obtain host-base access privileges as required. For each employee assigned to perform work under this contract that do not have base access, the contractor must submit to the base a pass submittal package upon issuance of the award.
4.1.1 Base pass submittal packages will include the items listed below and submitted to 52d
Contracting Squadron, Bldg 128, Room 306, Spangdahlem AB. The following completed items are required:
Police certificate of conduct (no more than 3 months old)
Copy of identification card
Security questionnaire (6 pages)
Form 79 – Request for Base Entry Identification
Form 19 – Air Forces in Europe
Form 2583 – Request for Personnel Security Action
4.1.2 Persons not entitled to access to Spangdahlem AB via passes must be escorted by authorized persons. Government point of contract will be Herr Wolfgang Winkler, 52

4.2 Traffic Laws: The contractor and its employees shall comply with base traffic regulations.
4.3 Transportation: The contractor will be responsible for providing their own transporation in the conduct of their contracted duties.
