Replace or Refinish Flooring WR# 70119, 70120, 70121, 70122, 70123 Bldgs. 50 & 51
1. Project Overview: Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and all other items and services for the replacement and refurbishment of flooring in Bldgs 50 & 51 on RAF Lakenheath, IP27 9PN. The Contractor shall conform to all requirements as listed in this statement of work.
2. Project Scope
2.1. Building 51:
2.1.1. Sports Hall Flooring -
Sand wood floor surfaces with a machine using coarse, medium, and fine grades of sandpaper; the edges must be sanded to a smooth edge; the finished surface must be smooth and level, free from scratches. A final disc sanding shall be provided.
After final sanding or buffing, vacuum floors until clean. Do not walk on floors thereafter until finish has been applied and is dry.
Within one day after the final sanding, buffing, and sweeping have been completed, use a tacky rag to clean flooring with a low VOC solvent recommended by the manufacturer of the floor finish material. Follow cleaning with a coating of sealer;
when thoroughly dry, burnish with No. 2 steel wool, using a power machine. After final burnishing and prior to application of final finish coat(s), layout and mark game lines; after game lines are thoroughly dry, apply final finish coat.
Lines to be reinstated like for like, excluding the hopscotch and adding number squares. Location to be confirmed by the customer. Logo to be painted in the center of the Sports Hall. Logo size to be 8’x8’ (Attached document Eagle Logo).
2.1.2. Cafeteria Flooring –
Cafeteria Pulastic Floor to be refurbished to provide a flat seamless finish. Logo to be painted in the center of the Cafeteria Floor. Logo size to be 8’x8’ (Attached document Eagle Logo).
2.1.3. Vinyl Flooring -
Contractor shall remove all existing flooring (Vinyl, Carpet & Tile) and base boards.
Contractor shall dispose of through appropriate methods and in compliance with local regulations. All floor areas shall be “made good” by the Contractor, including, but not limited to, filling holes, levelling uneven surfaces, removing adhesives/dirt/debris. Contractor shall supply and install replacement laminate and underlay for all areas as specified in the highlighted floor plan attached.
2.1.3.1. Contractor shall ensure Vinyl Flooring is high density durable vinyl type floor system, such as VM 30 ALTRO non-slip flooring or USAFE approved equivalent and suitable for heavy traffic.
2.1.3.2. Contractor shall ensure Vinyl Flooring is the correct pile height for the application to ensure doors passes freely.
2.1.3.3. Contractor shall ensure that suitable door threshold joining strips are used.
2.1.3.4. Contractor shall ensure new stair nosing is highly durable and suitable for the facility
2.1.3.5. Contractor shall ensure all existing adhesive, dirt, debris etc. is removed prior to installing the Vinyl Flooring.
2.1.3.6. Contractor shall ensure Classrooms have a 1 meter Vinyl border around each room. (Colors to be approved by Facility manager)

2.1.3.7. Contractor shall ensure that Vinyl colour options are made available to the Government prior to installation. Contractor shall provide colour samples when requested. Colour shall be determined by the Government after being provided with options. Materials shall be approved with an AF3000 and Material specifications will be provided with Material submittal.
2.1.3.8. Contractor shall remove all Skirting boards/baseboards where necessary.
All boards should be reinstalled and painted to provide a seamless finish.
2.2. Building 50:
2.2.1. Vinyl Flooring -

2.2.1.6. Contractor shall ensure Classrooms have a 1 meter Vinyl border around each room. (Colors to be approved by Facility manager)

2.3. Gymnasium Floor and Cafeteria Floor are the first priority. All yellow highlighted area on the floor plan (Classrooms/Offices) are the second priority. All blue highlighted areas on the attached floor plan (Common Areas & Stairways) are the third priority.
2.4. Contractor shall employ the work shift methodology best suited to complete all Contract work suitable for use NO LATER THAN (NLT) the Construction Complete Date (CCD).
It is the Contractor’s responsibility to manage their work practices in a manner that will allow them to meet the CCD including but not limited to multiple work shifts. If multiple shifts are necessary to complete all Construction works, the Contractor will ensure that their Site Supervision, Site Safety and Health Officer (SSHO), and Contractor Quality Control Specialist or Manager (CQC Specialist or Manager) roles are fully represented during 100% of their site construction time.

3. Furniture/Equipment Removal/Replacement: Contractor shall be required to remove all furniture/equipment/fixtures from the work area and place it in a designated area to be determined prior to start date. Contractor shall be responsible for dismantling furniture where required. Once the refurbishment works have been completed, contractor shall be responsible for placing all furniture/equipment back, in the same location/condition as they were when removed. Contractor shall re-assemble furniture as required. Contractor shall ensure all necessary precautions are taken to avoid causing damage to the furniture/equipment
4. Installation Requirements
4.1. Buildings 50 and 51 are school facilities the customer has highlighted that the works must be completed during Summer Recess. The Summer Recess dates are 11th June 2020 to 17th August 2020.
5. Project Deliverables
5.1. Contractor shall provide a separate Risk Assessment and Methods Statement (RAMS) within 15 days after contract award
5.2. Contractor shall provide documentation of all materials and equipment to be utilized on this project for Government review using AF3000
5.2.1. 48 CES must review all submittals
5.2.2. Contracting Officer approval must be granted before commencing work
5.2.3. Initial submittals must be received by the Government within 15 days after date of contract award
5.3. Contractor shall provide a completed asset change form upon project completion, but prior to project closeout (template to be provided by the Customer)
5.3.1. Asset change shall be in the form of UNIFORMAT II (example to be provided by the Customer)
5.4. Contractor shall provide at least 2 disks of O&Ms prior to project closeout
5.5. Contractor shall provide all warranty information
6. Project Completion
6.1. Pre-Final Inspection: A pre-inspection will be conducted in which the government will create a “snag list” of any deviations found. The Contractor shall be required to complete those items prior to a final inspection.
6.2. Final Inspection: Upon completion of the snag list, a final inspection will be completed.
6.3. Contractor shall request an inspection in writing to the Contracting Officer at least 5 days in advance
6.4. Project will be documented on a project evaluation form.
7. Hours of Operation
7.1. The Contractor shall perform all works under this contract during the following dates
11th June 2020 – 17th August 2020. Normal base hours 7:00 to 17:00. Weekend work and extended work hours are approved if required.
7.2. The Contractor shall understand that escort flight is ONLY available normal weekdays 7:00-17:00. The Contractor shall provide all internal escorts for any works deemed necessary to be completed outside these hours.

7.3. Escort Flight need a min of 2 weeks’ notice (ideally 3)
7.4. The Contractor may find it necessary to deviate from these hours to ensure timely completion of the work at no additional cost to the Government. If it is deemed necessary, the Contractor shall inform the Construction Inspector and Contracting Officer at least two days prior.
7.5. Holidays: If schedule works falls on an observed U.K. or U.S holiday, prior approval is required from the Construction Inspector and Contracting Officer at least two days prior.
8. Terminology
8.1. Contracting Officer: The Contracting Officer refers to a person with authority to enter into, administer, change and/or terminate contracts, and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority.
8.2. Maintenance Management: The contractor is responsible for inspecting surfaces to be worked on to determine condition and material quantities needed. The contractor is also responsible for scheduling resources to accomplish all requirements.
8.3. Government Quality Assurance: The Government will rely on the contractor’s quality control program and the performance management approach to assess performance whenever possible. However, the Government reserves the right to perform additional inspections as necessary, utilizing the inspection/acceptance provisions in the clauses FAR 52.213-4 Terms and Conditions—Simplified Acquisitions (Other than Commercial Items) and FAR 52.246-12 Inspection of Construction.
9. General Information
9.1. Project Manager/Site Superintendent: The Contractor is responsible for providing a fully qualified Project Manager or designated individual (telephone number and email address) who shall be physically present during contract performance. The designated individual must possess equal or higher skills comparable to the qualified Project Manager. Project Manager or designated individual shall be responsible for management and coordination of the contract and shall be the point of contact with Government representatives. The Contractor shall provide names of the Project Manager or designated individual to the CO in writing before contract performance begins. The Project Manager or designated individual must possess good command of the English language in both reading and writing and must be able to speak fluently and coherently. The Project Manager or designated individual shall be available to respond to inquiries issued from the CO during any period when work operations are being performed on RAF Lakenheath/Mildenhall/Feltwell and associated Geographically Separated Units (GSU). The project manager/alternate shall have full authority to act for the contractor on matters relating to the daily operation of the contract. Project manager and alternate must have complete knowledge and basic skills of the SOW and all facets of works. The alternate project manager shall have full supervisory authority during the absences of the project manager.
9.2. Roster: Contractor shall provide a complete roster of all personnel working on these requirements prior to commencing work. Roster must include names, trade specialty, date of birth, phone number, and official identification number. The contractor shall notify the Contracting Officer and Construction Inspector of any changes to the list in writing. All new personnel must possess and demonstrate the qualifications that are equal or above the qualifications of the personnel being replaced.

10. Task Order Performance
10.1. Performance Evaluation Meetings: The Contracting Officer, Construction Inspector and other government personnel as deemed appropriate will meet periodically with the Contractor to review the contractor’s performance. The CO will apprise the contractor of the government’s views of the project performance. The contractor will apprise the government of any problems being experienced. Appropriate actions shall be taken to resolve any outstanding issues. The contractor may also request a meeting at any time during contract period.
10.2. The COR/PM will visit the job site at an appropriate interval to inspect the project. If desired, the COR will document performance, weather conditions, personnel on site, and level of effort. If documentation is made, the Contractor shall be allowed to view the documentation to validate and dispute any information.
11. Environmental and Utility Concerns
11.1. Selections of Materials: Environmentally friendly materials are preferred when possible. Environmentally friendly paints are those which do not contain metals such as lead, chromium, cadmium, barium, arsenic, mercury, selenium, or silver. They will also not contain hazardous/flammable solvents such as methyl ethyl ketone, xylene, or toluene. Latex or water-based paints are the preferred type of paint. The decision to use an environmentally friendly paint should not result in an unacceptably short life of painted surface or should it be applied in a poor manner.
11.2. Environmental, Health, and Safety: the Contractor shall ensure all employees receive the necessary environmental, health, and safety training to ensure compliance with all Occupational Safety and Health Acts (OSHA) and federal and local laws of the United Kingdom. The more restrictive of the guidance’s will apply. The contractor shall protect the health and safety of the employees and the community.
11.3. Pollution Prevention: “Pollution Prevention” and “Source Reduction” are defined in the Pollution Prevention Act of 1990, 42 U.S.C 13101-13109. This is to identify pollution prevention opportunities and shall not be construed to require the contractor to conduct actives not otherwise required by the program.
11.4. Hazardous Materials/Chemical Management: All hazardous material use requires authorization prior to bringing the material on base. “Hazardous Material” includes many materials for which is there a manufacturer SDS, such as and not limited to:
cleaning supplies, paints, solvents, sealants, lead acid batteries, fuels, and herbicides.
