Statement of Work (SOW) 48th FW Giant Voice Expansion

05 Mar 2020

1. DESCRIPTION OF SERVICES

1.1. General. This SOW defines the requirements for the Contractor to engineer, furnish, install, test (EFI&T) and place into service an expansion to the Giant Voice Mass Notification System for the Protected Aircraft Shelter (PAS) units, Solar panels to current install poles and indoor C2 coverage at RAF Lakenheath, UK and RAF Feltwell, UK.

1.1.1 The system, including equipment, features/functions, shall comply with commercial practices and standards, and shall Interoperability with our current Federal system SS2000 system with Commander Software.

2. GENERAL INFORMATION

2.1. General Requirements. The Contractor shall provide all materials, transportation, labor, management, and other incidentals necessary to meet the requirements as stated in this SOW. All materials provided shall be new and not refurbished.

2.2. Base Support Requirements. The Contractor shall identify in their proposal any base support requirements (for example, laydown and storage areas) necessary to complete this project.

2.3. Restoration. The Contractor shall restore all disturbed grounds to the “as found” condition or better after installation. The Contractor shall comply with base grounds restoration requirements.

2.4. Project Residue. The Contractor shall dispose all residues from this project off base and IAW Federal, State, local, and base environmental laws and regulations.

3. CONTRACTOR REQUIREMENTS

3.1. System Requirements. For the requirements listed below the Contractor shall Engineer and Furnish all materials, make all software upgrades, provide required equipment licenses, make all system software changes, install fiber from communications entry point to contractor provide switch, or other contractor provided equipment and perform all work required to complete requirements as specified in this SOW.

3.2. Expansion Requirements. The Contractor shall EFI&T an expansion to our Giant Voice system in three areas (CLINS). New expansion areas will encompass the following areas, two base items and an additional option that can be funded on the contract:

Base. Internal coverage of 58 Protective Area Shelters (PAS), coverage must be over normal day to day ambience noise.

o Speaker to be mounted inside the PAS unit and contractor shall install power and all connections from base demark locations. Contractor shall configure all devices with unique IP addresses, to ensure they are interoperable with current Giant Voice system.

o Contractor shall install and configure the current network with a network timing source that will provide timing for all control units and end equipment. Perform preventative maintenance on our current Giant Voice system and 4 controllers ensuring the latest server software, equipment/hardware and firmware is loaded and system is running at optimal level. Add Wi-Fi card to controller in building 1090 for remote access troubleshooting.

o Contractor shall install and configure a single wall/roof mount speaker system to gate 1 at Feltwell, enabling guards at gate to hear Giant Voice when activated.

Base- Solar power – Install and mount solar power on 9 currently installed galvanize steel poles on RAF Lakenheath (7) and RAF Feltwell (2). Power feed from solar panels will add a further layer of redundancy and provide enough power to charge installed battery if mains power is lost.

Option 1 – C2 Facilities - Internal coverage to 24 facilities C2 locations throughout RAF Lakenheath and Feltwell, and contract shall connect through current PA systems with in the facilities. If no current PA system is installed contractor shall install a system that connects to our Giant Voice system.

C2 facilities to have Engineering, Furnish, Install & Test (EFI&T) connected to RAFL current Federal Signal Giant Voice System. Connect current PA where available and install new where no PA exists over the current Giant Voice standalone network. FOC will be used to support this effort.

Extend the existing Giant Voice to the interior of C2 facilities on RAF Lakenheath/RAF Feltwell. in the following buildings:

3.2.1. The Contractor can use any of these facilities to place access points to get required coverage.

In conjunction with the installation of the wireless hardware the installer shall provide frequency and operational test results to the 48 CS /SCXP.

3.3. Installation Requirements. Upon completion of the project the contractor shall have in place a notification system capable of sounding indoor. Government will provide 2 strands of fiber from our Network distributions facilities, to the end buildings.

The Contractor shall:

a. Install speakers, individual enclosures in PAS units that meet the ATEX directive and conform to PAS protective zones requirement (Attachment 3) conform to PAS Zone 2 explosive classification

b. Install fiber from facility demark point to contractor supplied switch and to end equipment i.e. speakers and media converter.

c. Current GV system is IP based, fiber from PAS units go back to two different server rooms, and Contractor must install switches in these facilities and use two stands of fiber from each location back to main controller in 1087. Current GV system is IP based, fiber from PAS units go back to two different server rooms. Contractor must install switches at each ITB and use two stands of fiber from each location back to main controller in 1087.

d. Install, connect and configure all equipment ensuring it is operational.

e. Add new equipment into the current Federal Signal Commander software and configure IP address etc.

f. Add, configure switches and media convertors into the IP network and ensure they are synced with

Contractor provided Giant voice network/server timing source in B1087.

g. Install solar panels and connect to 9 poles

h. Internal coverage to 24 facilities C2 locations throughout RAF Lakenheath and Feltwell, and contract shall connect through current PA systems with in the facilities. If no current PA system is installed contractor shall install a system that connects to our Giant Voice system.

i. Contractor will provided all licenses for the extra devices and equipment.

3.4. General Network Requirements. The Contractor shall provide all materials, software upgrades, software changes and re-configurations, cross-connect jumper running and re-terminations, re-configuration of equipment and users, installations and relocation of equipment as specified in this SOW. The Contractor shall coordinate work schedules, service interruptions, and installation/cutover of hardware and software with the Communications Systems Officer (CSO) to ensure minimal service disruption.

3.5. Speaker. The Contractor shall determine optimal placement, mounting hardware and type of speakers to complete the required coverage areas. No outside antenna can be at a higher elevation than the existing lights or lightning protection. The maximum output, including antenna gain, shall not exceed 100 m-Watt IAW FCC regulations.

3.6. Switch. The network switch shall be configured by the contractor and all assigned a unique IP address within the network.

3.7. Connectivity to Network Equipment. The Contractor shall provide and install patch cables to connect from demark to the new equipment.

3.8. Current system. The base has a Giant Voice System. The expansion must be interoperable and controlled from the current Commander software on our four controllers.

3.9. Grounding and Bonding. The Contractor shall ensure the enclosure and equipment is grounded and bonded, to include lighting protection.

3.10. Power Connections. The Contractor will provide all electrical work required to provide electricity to insure power connections are provided at locations where there is no power source to support the proposed equipment installation. The 48 Communications Squadron Project Officer will coordinate a Civil Engineer Work Request (Form 332) and a Defense Infrastructure Organization/Engie Checklist of Tasks (Form 29) with Base Civil Engineering to ensure appropriate Government oversight of the Contractor’s installation.

3.12. Coordination. The contractor shall coordinate with the Base CE to ensure the appropriate voltage and current are available to the data center/TCF. The contractor shall need to be electrical skilled person qualified.

3.12.1 The contractor must possess the critical electrical qualifications, skills and ability to proficiently perform the tasks, operations, and functions.

3.12.2. The contractor MUST contact Engie on RAF Lakenheath (number/POC info will be provided on award of contract) and register as a skilled person RAF Lakenheath, before any work can be completed per JSP375 Safety rules and procedures. Furthermore Contractor must adhere to JSP375 Safety rules and procedures. Contractor shall ensure all electrical work is carried out to the relevant Air Force standards and regulations and must comply with MoD JSP 375 part 2, Vol 3, Chapter 3 and with the latest edition and amendment of BS7671.

3.12.3. The Contractor shall complete local DIO Form 29, in order to work on base, these forms shall be submitted within 30 days of design approval. Contractor shall be responsible for any costs incurred by DIO/Engie

3.12.4. Contractor will be escorted inside some of the C2 locations.

3.12.5. Contractor will provide a detailed schedule of work for this install and they will coordinate with 48 CS/SCXP for access into all restricted areas.

3.12.6 Contractor shall obtain a permit to work (PTO) from the Wing Weapons Safety office for working/transiting inside the Explosive Safety Quantity Distance arcs. Liaise with them PRIOR to any works being commissioned.

3.12.7 Contractor shall ensure that all Risk Assessments/Method Statements (RAMS) are provided to 48 CS/SCXP before work can be commissioned

3.13. TURN-KEY OPERATIONS AND TESTING. The Contractor shall submit industry standard and site specific test and acceptance procedures for Government review and approval. The contractor shall perform approved service test prior to system acceptance. The contractor shall complete all installation and testing activities within 120 calendar days after contract start date (CDRL A0004).

3.13.1 Telecommunications Systems Installation Plan (TSIP). The contractor shall provide the TSIP package to reflect final “as built” status of the accepted system. The TSIP package includes:

a. Inventory of any newly installed equipment

b. Overview of materials with points of contact

c. Detailed information concerning each installed location

d. Component configurations

e. Electrical

f. Speaker mounting

g. Controller locations and connections

j. For each building, a floor plan shall be provided from Contractor showing speaker and controller placement, location of rack/cabinet, installed cable and EMT runs, and any other necessary items

k. The contractor shall capture digital photographs of the completed installation. Photography in restricted areas must be coordinated through 48th Fighter Wing Public Affairs (PA)

3.14. CUTOVER PLAN. The Contractor shall provide a detailed cutover plan IAW CDRL A006 to delineate how the transition will be implemented. This plan shall outline how the system will be placed into service and clearly specify how the newly installed systems will connect to the existing base systems IAW CDRL A006.

3.15. ACCEPTANCE TEST PLAN. The Contractor shall provide a detailed acceptance test plan of the installation covering all aspects of the installation and demonstrate the acceptability of the work on meeting the Government requirement. The Contractor shall perform all tests and document results of tests with Government witnesses overseeing the Acceptance testing IAW CDRLs A005 and A006.

3.16. AS-BUILT DRAWINGS. The Contractor shall provide as-built drawings and heat maps for the installed equipment to include where and how they connect/interface with each other and existing base systems IAW

CDRL A001.

3.17. HARDWARE AND SOFTWARE. The Contractor shall provide all hardware, software and test equipment necessary to support this requirement. All hardware/software provided shall be new and include a twelve month (one-year) warranty.

4. QUALITY ASSURANCE

4.1. The Contractor shall provide a complete milestone schedule that denotes major activities to include time-phased start and completion dates for this project and sub-projects associated with the installation of the components and systems.

4.2. The Contractor shall provide a full time, on-site Project Manager (PM) to oversee all facets of the project.

The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC within 3 days after base access has been coordinated. The Site POC or alternate(s) shall be on site during duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

4.3. The Contract shall be responsible for holding the meeting and provide a telephone bridge. Furthermore the contractor will hold a kick off meeting, weekly meetings, weekly install reports, stating what work has been accomplished, any issues they have accoutered etc. The Contractor will take meeting minutes and distribute to all stakeholders electronically within 4 working days.

4.4. Training. User/operator training on system and technical troubleshooting

5. CONTRACT INFORMATION

5.1. DELIVERABLES. The contractor shall submit all deliverables as specified in this SOW, refer to the SOW paragraph outlines in Table 1.0 below.

5.1.1. All deliverables are subject to Government approval and acceptance. All deliverables shall meet professional standards and the requirements set forth in this SOW.

5.1.2. All deliverables shall be produced using recommended software tools/versions as accepted by the Government.

5.1.3. The Government will approve extensions to the delivery timeline based on magnitude and complexity of the document topic.

6. WARRANTY.

6.1. The Contractor shall provide in writing that the work shall be free of faults or defects, in accordance with the requirements in this SOW for a period one year after project completion; materials and products used in the project shall have manufacturer’s warranties respective of the item used. The Contractor shall provide as part of the warranty telephone technical support, software upgrades, parts repair/replacement, and field engineer support as required.

6.2. Upon completion of installation, and testing activities, the contractor shall provide continual Operations and Maintenance (O&M) support of the wireless network for the one year warranty period.

As a part of O&M support, the Contractor shall provide help desk support and information associated with that support to include phone numbers, effective times for support, etc.

6.3. The Contractor shall provide quality assurance support for the entire life of the project to include the warranty period. This support shall assist the Government representative in performing random spot checks and system acceptance tests. Contractor QA shall be responsible for identifying system and outside plant deficiencies and/or discrepancies. A weekly report (soft copy) will be submitted indicating project progress/statuses and listings any deficiencies/discrepancies found and actions to correct them if necessary.

7. SECURITY/BASE PASS/CONTRACTOR BADGE.

7.1. The Contractor must coordinate with appropriate base personnel and comply with all required security measures for gaining entry and working in all buildings. The Contractor may require Government escorts with proper building entry authorization and identification while in all buildings.

Some areas in those buildings may require prior coordination through base personnel in specified work areas before entering and work can be accomplished.

7.2. The Contractor shall acquire all necessary base passes for Contractor personnel. Subsequently, the Contractor shall provide a list of all employees working under this contract, along with all required documentation upon receipt of contract award, and no later than 120 days prior to the projected need for any new installation access pass requirements. The Contractor is required to provide identification badges to their employees. All Contractor personnel shall wear these badges while on duty on the Government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as Contractor. Any security ID’s issued for the purpose of this task shall be returned to 48 CS/SCXP upon acceptance of the project.

7.3 Permits. The Contractor shall be responsible for coordination with Base Civil Engineers (CE) (POC shall be submitted on award). The Contractor must complete the Defense Infrastructure Organization (DIO) Form 29 (example below) to work on base.

7.4 Pictures. The Contractor must coordinate through 48 CS for access to the flight line and any permission required for photography inside the shelters. Camera use is restricted only to document the equipment installation as directed.

7.5. Flightline driving. The contractor(s) shall ensure an appropriate number of personnel and/ or sub-contractors are in possession of flight-line driver’s licenses and Contractor Vehicle passes for use on the flight-line. Contractor personnel and/or sub-contractors shall be responsible for escorting their staff on the flight-line area when needed. The respective USAF site Airfield Office will provide applicable on-site training and certify contractor staff as flight-line qualified. Contractor staff shall comply with all airfield signs, markings and Control Tower Signals as instructed. Contractor staff will not drive on the flight-line until trained and certified as qualified by the USAF site Airfield Office. Contractors shall coordinate training via the applicable site COR.

8. INDUSTRY STANDARDS.

8.1. The Contractor shall comply with all base installation standards and commercial codes and standards where applicable in the performance of this contract. It is the Contractor's responsibility to identify and obtain applicable standards and best commercial practice documentation. Should a conflict arise between this SOO and any commercial standard referenced, the Contractor shall make the Government aware of the conflict. The Government shall determine which standard applies. (See list in Attachment 1)

8.2. The Contractor shall provide or obtain appropriate skilled person’s certification prior to working in areas identified in A, B and D of section 3.2. of this SOW. Certifications and/or training will be coordinated with the Defense Infrastructure Organization/Engie prior to work. If skilled person’s certifications are not obtained for the workers then a site lead with appropriate certifications can supervise work being conducted. Work in these areas will expose the contractor to explosive ordinances. Training is required and will be provided for contractor personnel working in explosive areas. The contractor will provide number of personnel and amount of man hours to be worked for approval to operate within explosive areas. Anything over 10 persons or 400 man hours can dramatically extend the approval process by months/years. Additionally, Base Civil Engineering will have to approve design/plan prior to work commencing in order to ensure the facilities ability to contain a blast are not affected.

8.3. a. The contractor shall protect existing ceiling tiles and wall finishes. Any damage to existing surfaces or interior components resulting from contractor’s activities shall be repaired by the contractor.

b. The Contractor shall provide signage warning occupants of construction areas and shall not shut down of block aisle ways without prior coordination with 48 CS/SCXP.

c. Extreme care must be utilized to ensure noise and dust is minimized during core drilling or wall penetrations.

9. MANUALS AND PRACTICES. The Contractor shall provide at least one paper copy and one soft copy of the latest version of operation, installation, and maintenance manuals and practices/users guide for each system installed.
