HEADQUARTERS 100TH AIR REFUELING WING (USAFE)

ROYAL AIR FORCE MILDENHALL, ENGLAND

STATEMENT OF WORK

RAF Mildenhall, United Kingdom Unify, Atos Collaboration Solutions

1. SCOPE

The 100th Air Refueling Wing Command Post (100 ARW/CP) currently uses a Siemens Advanced Digital Telecommunications System (ADTS) console for command post telephone and radio communications. The current configuration has a total of six controller positions (four located in the primary command post and two in the alternate command post.) All controller positions connect to the HiPath 4000 host server located in the CP switch room in Building 591.

Pursuant to this Statement of Work (SOW), the offeror will provide the removal and disposal of current Siemens console in addition to labor, parts, installation, maintenance, and technical support to the upgraded OpenScape Voice V9 platform in Building 591 and Building 809 at RAF Mildenhall. The maintenance covered is for the upgraded OpenScape Voice V9 communications system. This system is will be fully integrated on the premise of the 100 ARW/CP, RAF Mildenhall, UK.

The communication system comprises the following salient characteristics that the offeror will service and maintain:

2. MAINTENANCE AND SUPPORT

2.1 Maintenance Support: The Offeror will provide a maintenance and support contract for the 100 ARW/CP from 20 Sep 2019 - 19 Sep 2020. Only personnel assigned to the 100 ARW/CP are authorized to notify the Offeror. The maintenance support will consist of emergency technical assistance, including 24/7 remote dial-in, and on-site responses, as appropriate, for system failures. Maintenance will be provided for all hardware/software, materials, and workmanship for the Unify Console. All business hours are based on UK local time, not the Offeror’s business hours.

2.2 System Failures

2.2.1 Level I: A Level I failure is the loss of the ability to initiate or answer calls on 25 percent or more of the circuits.

2.2.1.1 If a Level I failure occurs, the Offeror will respond with a remote dial-in within two (2) hours of the Offeror’s receipt of the notification of the failure and immediately commence efforts to diagnose and repair the problem. The Offeror will continue to work on the problem or conduct on-site responses, if necessary, until full system capabilities are restored.

2.2.2 Level II: A Level II failure is the loss of supervision, conference ability, voice capability, or ability to initiate or answer calls on 10 to 24 percent of the circuits.

2.2.2.1 If a Level II failure occurs, the Offeror will respond with a remote dial-in within three (3) hours of the Offeror’s receipt of the notification. The Offeror’s personnel will use all efforts to begin diagnosis and repair efforts within forty-eight (48) business hours of the Offeror’s initial notification or will conduct on-site responses if necessary, until full system capabilities are restored.

2.2.3 Level III: A Level III failure is any hardware malfunctions or software error that degrades service to less than the desired performance, but which does not constitute a Level I or Level II failure.

2.2.3.1 If a Level III failure occurs and the customer notifies the Offeror, the Offeror will begin repair efforts starting with a remote dial-in within three (3) business days after the customer’s receipt of notification of the minor failure.
