Additionally, there needs to be communications ports for two telephones. The wiring for all equipment

(two ETVSs, two speakers, two volume/brightness control panels, one GRC radio, one WS radar display/keyboard/ball, and two headset jack boxes will need to be transferred from the current WS and

SOF locations to the platform. All position equipment will need to be transferred to the new console over a weekend and be operational for wing flying on the next scheduled duty day.

2.4.2. Construct a platform at least 6” tall centered inside tower approximately 6’ from the stairwell wall.

Platform should be between 9 ½’ and 10 ½’ wide. Platform should house accommodate HVAC systems as required (vent currently in the middle of the tower). Desk should be carpeted and trimmed to match the rest of the tower and should have a cautionary border piece around the edge. All outlets/communications connections should be flush with the top of the platform.

2.4.3. Install a desk on top of the platform that is between 30” and 32” tall (measured from top of platform), 30” to 32” deep, and the same width as the platform. Install six swing arms for computer monitors.

The desk should house two ETVSs with associated controls and speakers. The SOF’s side of the desk should house a GRC radio. A jack box should be installed underneath to desk’s upper surface in each position. All equipment needs (including computers) needs to be transferred to new location.

2.4.4. Replace all overhead ceiling tiles with new matte black ones. Two overhead lights of the same style as existing lights should be wired/installed into the ceiling above the SOF/WS platform and be connected to an existing dimmer knob/switch. A new dimmer knob/switch should be installed if this isn’t possible. The two non-functioning lights currently in the ceiling towards the middle of the room should be removed.

2.6.1. Consoles should be removed, reinstalled, and all equipment brought back online before beginning work on the next position. The first console to be removed should be the current WS consoles to the right of the GRC radio. Storage/filing cabinets matching the consoles being installed should be placed in this location. Wiring should be rearranged/removed to accommodate this change. A hole (approximately

21 ½” wide) should be left to house fridge. An electrical outlet (120 Volt) should be installed for the fridge.

**The following process shall occur for each position.**

2.6.2. Remove old console.

2.6.3. Install new console. Consoles should be 40” to 44” from wall (including HVAC vents), 25” to 30” tall at the front, include a nine to 10” writing surface with plexiglass on top, and consoles should angle up to the HVAC vents (angled section should begin after writing surface). Consoles need to house five

(Enhanced Terminal Voice Switch) ETVSs, five strip bays (two strip bays in Local Control (LC), two in Flight Data (FD), and one in Ground Control (GC); approximate dimensions of the bays should be:

7” to 8” wide and 18” to 20” tall), a headset jack box in each position underneath the writing surface, speakers in each position, volume/brightness controls in each position, two lighting panels, light gun wiring port for two light guns, four computer monitors on swing arms (one in LC, one in GC, and two in FD) and RCP panel. A flat section (without the upward angle) needs to be left between

LC/Coordinator (CT) to house radar keyboard and ball. All existing wiring needs to be redone/replaced underneath new consoles. Consoles should be hollow with open/close (swinging) doors underneath the writing surface with latches. A strip storage shelf shall be installed into the face of the console that is at least to 8” wide and at least 2” tall. Install lighting under consoles. A flexible light will be wired/installed into each console above the strip bay(s) (lights are for illuminating work surfaces so controllers can view reference material/can see to write on the plexiglass; lights should be of good quality in order to be able to withstand daily bending). HVAC should be incorporated into consoles and should be decorated to match. The order of position replacement should be GC, FD, LC, CT, and WS. All position equipment will need to be transferred to the new console over a weekend and be operational for wing flying on the next scheduled duty day.

Environmentally friendly paints are those which do not contain metals such as lead, chromium, cadmium, barium, arsenic, mercury, selenium, or silver and ones that do not contain hazardous/flammable solvents such as methyl ethyl ketone, xylene, or toluene. Paints that contain metals or flammable solvents will generate hazardous waste. Brushes, rollers, and other painting materials that come in contact with a paint that has hazardous characteristics will also become hazardous waste. Mineral spirit, turpentine, and oil-based paints are acceptable; however, the resulting thinners/solvents might be flammable and may result in hazardous waste

(HW). In most cases, latex or water-based paints are non-hazardous and are the preferred type of paint. The selection of paint for a given application should still consider performance as a major factor but should strike a balance between the environmental impact and the performance of the paint. The decision to use an environmentally friendly paint should not result in a poorly applied paint or an unacceptably short life of the painted surface.

9.2. Environmental, Health, And Safety. The contractor shall ensure all employees receive the necessary environmental, health, and safety training to ensure compliance with all Occupational Safety and Health

Acts (OSHA), federal or local laws such as United Kingdom safety and health management. The more restrictive guidance will apply. The contractor shall protect the health and safety of employees and the community, minimizing the risk of environmental pollution.

Prevention Act of 1990, 42 U.S.C. §§ 13101-13109. Contractor's obligation under this section is limited to identifying pollution prevention opportunities and shall not be construed to require the contractor to conduct activities not otherwise required by the program.

9.4. Hazardous Materials/Chemical Management. All hazardous material use requires prior authorization before bringing the hazardous material on base. "Hazardous material" includes many materials for which there is a manufacturer SDS, such as cleaning supplies, paints, solvents, sealants, lead acid batteries, fuels, herbicides, etc. Additionally, one of the control tower’s Facility Managers will be notified prior to any use hazardous material within the facility.
