Performance Work Statement (PWS)

For

The Rental/Hire of Two chillers at Royal Air Force (RAF) Mildenhall

PART 1

GENERAL INFORMATION

1.1 Description of Services/Introduction: The contractor/vendor shall provide all personnel, equipment, tools, materials, supervision, crane, lifting plan, other items and non-personal services necessary to provide, install and commission two (2) temporary chillers, one (1) at bldg 591, 100 ARW Command Post and one (1) at bldg 523, 488th Intel Squadron for a period of twenty six (26) weeks.

1.2 Background: The chillers currently installed at the above mentioned buildings are inoperable due to the unwillingness of the base main contractor to perform proper maintenance. This has led to cooling equipment failures and system degradation. Failure to provide temporary chillers would potentially cause irreparable damage to over ten (10) million dollars of computer services and associated equipment vital to allow RAF Mildenhall to execute its mission.

1.3 Objective: The contractor shall supply/install two (2) chillers into predetermined locations at RAF Mildenhall. This service shall include a crane to lift the chillers into place.

1.4 Scope: The proposed solution shall provide the following capabilities and be installed at RAF Mildenhall:

The awarded contractor shall install one (1) temporary chiller (Carrier CRS262/200-Kilowatt) for bldg 591 to include delivery, crane, associated electrical (5 meters in length complete with a 125-amp/5-pin/400-volt/three(3) phase commando socket) and water connections and installation into existing system via Bauer®-type adaptors complete with gate valves. Contractor shall lift out existing chiller and set aside for environmental disposal. Contractor shall lift temporary chiller into position into the secured enclosure at bldg 591 and in-line with the existing chillers.

The awarded contractor shall install one (1) temporary chiller (Carrier CRS200, 120-Kilowatt), for bldg 523 to include delivery, crane, associated electrical (40 meters in length complete with a 125-amp/5 pin/400-volt/three(3) phase commando socket) and water connections (80 meters) and installation into existing system via Bauer®-type adaptors complete with gate valves. Contractor shall set the temporary chiller on the southeast end of the building. Contractor shall install flexible chilled water hoses from the ground floor to the existing chilled water connections on the roof. All connections, piping and electrical, shall be secured in placed via scaffolding.

The awarded contractor/vendor shall provide two (2) temporary chillers and associated equipment and materials as describe in part two (2) of PWS for a period of twenty six (26) weeks.

The awarded contractor shall validate all components of the system performance after installation. The contractor/vendor shall provide written risk assessments, method statements and lifting plan prior to arrival onsite.

The awarded contractor/vendor shall provide a 24/7 call out (inclusive of US/UK recognized holidays) response team to include all service, maintenance and parts.

PART 3

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3.1 General: The government shall provide, the facilities, equipment, materials, and/or services listed below.

3.1.1 Equipment: The government shall provide electrical connection via 5 pin/125-amp/400-volt/three (3) phase commando socket. The government will provide scaffolding to secure piping and electrics from the ground to roof area of bldg.523.

3.1.2 Services: The government shall escort the contractor to the equipment locations and secure locations as needed.

3.1.3 Utilities. The government shall ensure all utilities in the facility will be readily available for the contractor's use in performance of duties outlined in this PWS. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4.1 General: Except for those items specifically stated to be government furnished in Part 3, the contractor shall furnish everything required to fully execute the requirements listed in this PWS.

4.2 Secret Facility Clearance: N/A - no secret security clearance required for the locations requiring access.

PART 5

SPECIFIC TASKS

5.1 Basic Services: The contractor shall supply, install and test the equipment as stated in this PWS.
