Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 48 CONS

Project/Program Name: Air Transport Magazine Kit

Purchase Request/Identification Number: F3BTS49142AW01

Estimated Contract Cost (including Options): $38,383.00

Section B: Description of the Supplies/Services Required

The 752nd Special Operations Aircraft Maintenance Squadron (752 SOAMXS) based at Royal Air Force Mildenhall (RAFM) are looking to acquire one (1) Air Transport Magazine to be used for transportation and storage of munitions, without the need of host nation support whilst on deployments. The container must be certified for air or ground transportation and have a footprint of a 463L pallet.

Section C: Justification for Soliciting from a Single Source

Although, any mobile storage container can be used to store Ammunition and Explosives (AE) with proper approval, the storage capability of many standard commercial mobile storage containers offer no additional Explosives Safety (ES) protections. There are manufacturers with special containers which include ARMAG, GOLAN, NABCO, and Mistral that have different ES approvals granted by Defense Explosive Safety Board (DDESB). However, due to limitations that the Air Force places on these containers, ARMAG CORPORATION is the only source capable of meeting this requirement. In accordance with the Air Force Guidance Memorandum to AFMAN 91-201, Explosives Safety Standards, for this requirement, the containers must be able to work in conjunction with the cargo aircraft based at the 352nd Special Operations Wing (352 SOW) for mobility purposes. The 463L pallet is the standardized pallet when transporting military air cargo and is designed to be loaded and offloaded on the air lifters at 352 SOW. ARMAG's Air Transport Magazine is the only product on the market that has the capability to be loaded on, secured to a 463L aircraft pallet, and mobilized from the DDESB approved vendors.

Section D: Efforts to Obtain Competition

Extensive Market Research has been conducted Online via search engines. Also, a search was conducted on the GSA advantage website. A Sources Sought was posted to Federal Business Opportunists (FedBizOpps) and received two (2) response, one from ARMAG CORPORATION quoting the required product. The second vendor proposed a UXO-storage container, however, upon technical review, it was deemed technically unacceptable. are not listed as an approved DDESB manufacturer and although it meets the regulations in Dutch law, this does not translate to United States (U.S) Government specifications. Furthermore, the UXO-storage container proposed is not air transportable.

Section E: Steps to Preclude Future Single Source Awards

The 48th Contracting Squadron shall survey the market to ensure that market conditions remain unchanged before making any subsequent acquisitions for EOD Magazine Kits.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
