General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisiton Circular 2019-03 , Defense Federal Regulation Public Notice 20190531 , and Air Force Federal Acquisition Circular 2018-0525.
4. Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b).
The North American Industry Size Classification System (NAICS) code associated with this requirement is 333515
Requirement Information
Description:
The requirement is for lathes. See attachment 2 - Minimum Characteristics for the minimum salient characteristics. The Government anticipates awarding a firm-fixed price contract as a result of this solicitation.
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. All price quotations must be submitted no later than September 09, 2019 @ 1400 GMT. All price quotations must be submitted on "Attachment 1 Quote Sheet" in its entirety. Quotes must be submitted via email to patricia.anderson.11@us.af.mil.
2. Questions must be submitted and received by the Points of Contact listed above no-later-than 1400 GMT on Monday, 02 September 2019. Questions received after this deadline will not be reviewed or considered.

3. To be considered for award, your company must be registered in System for Award Management (SAM), and if awarded the contract, must subsequently enroll in Wide Area Workflow (WAWF) for the purpose of invoice and payment.
4. Notice to Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
5. Quotes must be F.O.B Destination to RAF Mildenhal and consolidation point is not acceptable.
Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
TECHNICAL CAPABILITY -A company's quotation will be considered technically acceptable if it meets the specifications in Attachment 2-Minimum Characteristics. Interested vendors must submit independent product specifications for government evaluation. Quotations that do not meet the requirements listed will be considered unacceptable and therefore under the evaluation process will not be considered for award.
PRICE - Price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate. The lowest price that satisfies the Government's need will be selected for award. Any quote submitted in a currency other than U.S. dollar (USD) will be converted to USD utilizing the exchange rate located at https://comptroller.defense.gov/Financial-Management/Reports/fcfr/.
(b) Options - Not Applicable
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful contractor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the contractor's specified expiration time, the Government may accept a quote ( or part of a quote), whether or not there are interchanges after its receipt, unless a written notice of withdrawal is received before award.
The Government intends to award a contract without interchanges. The Government reserves the right to solicit additional information from one or all contractors regarding their quote at any time during the evaluation if deemed in the best interest of the Government.

the offeror verifies by submission of their offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation.
FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition.

52.252-6 Authorized Deviations in Clauses. 1984-04
Whenever any FAR or supplemental clause is used with an authorized deviation, the contracting officer shall identify it by the same number, title, and date assigned to the clause when it is used without deviation, include regulation name for any supplemental clause, except that the contracting officer shall insert (DEVIATION) after the date of the clause.
