Statement of Work

Installation of MCC7500 Motorola Dispatch Consoles

Building 669

RAF Mildenhall, UK

16 May 2019

1. Description of Services

1.1 The contractor must provide all personnel, equipment, tools, materials, supervision, transportation, safety equipment, any other items and services necessary to perform installation of MCC7500 Motorola Dispatch Consoles as outlined in this Statement of Work (SOW). The location of installation will be Bldg. 669 RAF Mildenhall Airfield Management.

1.2 Government Responsibilities - The Government will ensure Government employee personal belongings are secured and do not impede the contractor from installing MCC7500 Dispatch Consoles.

1.3 The contractor must provide training on operation of the MCC7500 Motorola Dispatch Console to ensure Airfield Management personnel can proficiently use the MCC7500 Motorola Dispatch Console to the maximum extent possible.

2. Cleaning and Protection

2.1 Maintain Walkthrough – The contractor must maintain common walkthrough areas to allow proper evacuation of the building in the case of emergencies.

2.2 Remove Rubbish – The contractor must remove rubbish, wrapping paper, salvages, and scrap. The contractor must not leave waste material inside or outside of the facility overnight or for a prolonged period of time when work is not being performed. Remove and dispose of waste materials only at authorized off-base locations daily.

2.3 Vacuum Carpets – The contractor shall vacuum any and all areas where work has been performed at the end of each day if deemed necessary by attending Airfield Management personnel.

2.4 Final Cleaning – The contractor must remove packing material, boxes, broken items, spots, smears, and any other foreign matter before work will be accepted and deemed complete.

3. Contractor-Furnished Items and Services

3.1 The contractor must obtain and maintain the necessary equipment and personnel to safely install

MCC7500 Motorola Dispatch Consoles.

4. Government-Furnished property and services

4.1 Utilities – Government will provide water, electricity, and toilet facilities. DSN Phones available for use related to contract work; RAF Mildenhall operational use gains priority over contractor.

Government or private telephones will not be used by contractors for personal reasons, toll, or long distance calls.

4.2 Liability for damages – The Contractor will be held responsible for any damages to Government Facilities, Government owned property, or Government purchased furniture that occurs due to the contractor and/or any personnel that work under this contract.

5. Minimum Requirements – See Appendix A

5.12 Auxiliary Input/Output. A simplified, user-friendly version of the MOSCAD SDM 3000 RTU is used to support most Aux I/O needs. Server Hardware The output relays are capable of switching 1A @ 24VDC or 1A @ 24VAC. Input buffers are capable of sensing a dry closure through 1000 feet or less (round trip) of 24 AWG wire. The RTU provides single pole Form A relay outputs. (Double pole, Form B or Form C relays must be implemented using external relays which are controlled by the RTU relays.) Each SDM 3000 RTU and each SDM 3000 RTU Expansion Chassis is rack mountable in a standard 19 inch rack and is one rack unit high.

5.13 Console Telephony Media Gateway The POTS version gateway supports up to eight analog POTS lines. The E1/T1 version gateway supports up to two E1 or two T1 connections. Each gateway is rack mountable in a standard 19 inch rack and is 2 rack units high.

6. General Information

6.1 Hours of Operation – The Contractor must perform any on-site services required under this contract between the hours of 8:00 AM – 4:30 PM local time Monday through Friday, except on UK Holidays.

No on-site work will be scheduled or performed on holidays unless previously approved or directed by the Contracting Officer. If the contractor desires to work on non-scheduled workdays, a written request must be submitted to the Contracting Officer for approval.

6.2 Security Requirements – The contractor must be responsible for safeguarding all contractor-controlled government property at the close of each work day.

6.3 Base access – The Government will provide escort personnel to the contractor or sub-contractors for this contract. The contractor must remain in line of sight of escorts at all times.

6.4 Safety and Fire – The contractor must comply with applicable Government published safety requirements and regulations. An induction will be given at the beginning of the works giving all fire and emergency information.

7. Contractor Personnel Requirements

7.1 Contract Manager - The contractor must provide a contract manager who will be responsible for oversight. The name of this person, and an alternate(s), who will act for the contractor when the contract manager is absent, must be designated in writing to the POC 5 working days prior to start of projects. The contract manager or alternate will have full authority to act for the contractor on all contract matter relating to the daily operation of this contract. The contract manager or alternate will be available during normal duty hours with sixty (60) minutes to meet on the installation with the government personnel to discuss problem areas. After normal duty hours, the manager or alternate must be available within two (2) hours. The contract manager or alternate(s) must be able to read, write, speak, and understand English.

7.2 Contractor Personnel - Contractor personnel must present a neat appearance and be easily recognized as contractor employees. This shall be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contains the company and employee name in English. Contractor personnel must use protective clothing whenever they are performing tasks that could cause harm to the employees or damage to property.

7.3 The contractor must not employ persons to work on this contract if such person is identified to the contractor by the Government as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

7.4 The contractor must be aware of any special situations that will delay removal and installation of the

MCC7500 Motorola Dispatch Consoles and report them to escort personnel as soon as the delay occurs.
