Section B: Description of the Supplies/Services Required

The purpose of the Brand Name Justification is for the acquisition of: Qty Amerex Model 775 (NSN 4210-01-610-6985) 150lb Novec 1230 fire extinguishers to be utilized at RAF Mildenhall, UK.

Section C: Justification for Soliciting from a Single Source or Brand Name

IAW Technical Order 00-25-172; Effective in 2016, the use of Halon 1211 fire extinguishers in USAFE is prohibited for environmental reasons. Furthermore, the Standard flightline fire extinguisher for Air Force bases/operations located in USAFE will be the Amerex Model 775 (NSN 4210-01-610-6985) 150-pound, Novec 1230 fire extinguisher. As the required items are to be used in the USAFE environment, the Amerex Model 775 is the only item that may be used.

Section D: Efforts to Obtain Competition

Market research has identified multiple vendors with the ability to provide this requirement including 3 vendors providing responses to customer inquiry, and the item is available on federal supply schedules.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Review of current policy and regulations will take place on future efforts to ensure maximum competition opportunities will take place.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
