THIS IS A SOURCES SOUGHT NOTICE ONLY. In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i), this notice is issued for the purpose of market research. Market research is being conducted to determine if there are potential business with the capabilities of providing the required items. THIS NOTICE IS NOT TO BE MISCONSTRUED AS A REQUEST FOR QUOTE (RFQ). The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry. The Government must ensure there is adequate competition among the potential pool of responsible contractors.

PRODUCT DESCRIPTION

The U.S. Department of the Air Force (USAF) is seeking potential suppliers of laser receiving training systems.

Quantities of items needed: TBD.

Performance requirements:

The system must have the following: vest with Radio Frequency (RF) receivers to receive laser signals. Belt with transmitters that work with the vest. Side panel RF receivers that emit an electric shock when someone is “shot.” Head sensor goggles/ball cap. Drop in laser for M4/M9. M4 rifle with a laser system that sends signals to the vest/head sensor. Charging hub for the gear. Sighting system for the lasers. Portable sound system. Laser activator. Instructor tablet. Ultra Violet (UV) light dryer. 12g cartridges. Improvised Explosive Device (IED) training aids. Pat down props. Shocknife and replica training weapons (axe, hammer, machete, wine bottle). Lastly, the system must come with an extended warranty and instructor course.

Interest in this Sources Sought announcement is open ALL contractors, relative to the primary NAICS code 423490 - Other Professional Equipment and Supplies Merchant Wholesalers. Following review of the responses to this notice, and if the Government still plans to proceed with an acquisition, the Government will develop an acquisition strategy to determine the best route to take for this requirement.

To be considered for award, all business firms shall be registered via the System for Award Management (SAM) internet site at http://www.sam.gov.

SUBMISSION REQUIREMENTS

All interested firms shall submit a response via email only to balente.guzman@us.af.mil and include the notice number in the subject line. Please do not send hard copies.

Responses are due no later than 2:00 PM Greenwich Mean Time on 21 February 2019.

Oral communications, telecommunication, and faxed inquiries or comments are NOT acceptable as a response to this notice. Only e-mail responses are welcome.
