Instructions to Offerors

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

1. Submit a 1-3 page typical staffing plan with a proposed work schedule and the number of personnel available to work at any given time (full-time, part time, on call). The schedule should be submitted in a table format. Offerors shall define a "full-time equivalent (FTE)" and the number of personnel used to perform the work of 1 FTE. Submit a short narrative plan to backfill positions for loss of staff (vacations, sick leave, termination of employment). Additionally, if there is a plan to adjust for seasonal fluctuations, those details must be provided as well. The Government may evaluate the plan less advantageous if it's determined that an offeror's plan does not provide enough staffing or if it's determined that there would be a drop in quality in the event of staff loss.

2. The staffing plan shall be submitted in size 12 font, Times New Roman style. Offerors may submit a 1 page cover sheet which does not apply to the 3-page limit.

3. All pricing shall be submitted on attachment 2 - quote sheet. All prices shall be submitted in U.S. Dollars.

4. Note that contractors do not have "civilian component" status under the NATO Status of Forces Agreement in the United Kingdom. Contractor employees may be required to pay UK taxes.

Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

Evaluation -- Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

PRICE

STAFFING PLAN

The price is more important than the staffing plan.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
