PERFORMANCE WORK STATEMENT (PWS)

Royal Air Force Mildenhall (RAFM) Fire Department (FD)

Live Fire Trainer Modifications

1. General: This is a non-personnel services contract to provide RAFM FD Live Fire Trainer

Modifications. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

2. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to modify the RAFM FD Live Fire Trainer as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract.

3. Background: The Structural Live Fire Trainer is a gas fueled system that feeds gas vapors to ignition sources and is controlled through a separate control room. The fire department must conduct structural live fire burns to meet SORTS requirements IAW AFI 10-210, and AFCEC training requirements IAW AFI 32-2001, and Fire Emergency Services Training Program.

4. Objectives: Task 1 will be to build a partition on the Bravo floor of the Structural Live Fire

Trainer that will house two separate areas that can perform ordinary combustible Class A live fire training scenarios. The dimensions of the Partition will be approximately 2500mm by

6400mm. The partitions shall be noncombustible, and shall fully protect from any Class A live fire from the pre-existing gas lines used for gas live fire training scenarios. Task 2 will be to build a free standing Penetration Aircraft Skin Trainer (PAST) approximately 35-40 feet tall. The

PAST will need to be separate from the other two live fire trainers. Task 3 is to replace all components of the Aircraft Live Fire Trainer control tower control box as the current control box is heavily damaged from adverse weather. The new system must be weather proof and maintain the same functionality as the previous model to include integration of gas and electrical controls.

Task 4 will be to modify and replace the stairs on the Aircraft Live Fire Trainer while maintaining a noncombustible status. The dimensions of the stairs should be approximately a 7 inch rise and an 11 inch run while being at least 36 inches wide. Additionally, the stairs need to have handrails added to the structure. All work shall be accomplished in accordance with

National Fire Protection Association standards 80, 251, 1403 and 1710.

5. Period of Performance: The period of performance for this project is 90 calendar days after issuance of contract award.

6. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS

7. Quality Assurance: The government shall retain the right to inspect and evaluate and inspect the performance of work at any time. The Government will identify a Subject Matter Expert

(SME) to regularly inspect the site to ensure adequacy of workmanship. Any defects identified will be brought to the attention of the Contracting Officer for review and resolution.

8. Recognized Holidays: The contractor is not required to provide services on UK holidays.

National holidays subsequently declared by Her Majesty’s Government shall likewise be considered official holidays. The contractor can reasonably expect reduced support on all recognized American holidays.

9. Hours of Operation: The contractor is responsible for conducting business, between the hours of 0730 and 1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

10. Place of Performance: The work under this contract will be performed at the 100 CES Fire

Emergency Services Flight Training Grounds.

11. Type of Contract: The government will award a firm fixed price contract.

12. Security: The contractor will be responsible for coordinating base access to include passes and escort services with the RAF MD. The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

13. Special Qualifications: All work shall be accomplished in accordance with National Fire

Protection Association standards 80, 251, 1403 and 1710. Furthermore, the contractor must provide documentation that they meet Construction Deisgn Management (CDM) Building

Regulation Compliance aspect of the requirement.

14. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting office in accordance with Federal

Acquisition Regulation Subpart 42.5. The contracting officer, Subject Matter Expert, and other

Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the

Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

15. Key Personnel: The follow personnel are considered key personnel by the government:

Manager; The contractor shall provide a project manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer 5 days prior to start of work. The manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The manager or alternate shall be available between 7:30 a.m. to 4:30p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

16. Contractor employees handling electrical work on an Ministry of Defense (MoD) installation shall be required to attend training with the Defense Infrastructure Organization (DIO), and shall be required to complete and pass a written examination to comply with the MoD Electricity

Safety Rules and Procedures set out in Joint Service Publication (JSP) 375 Volume 3 Chapter 3.

The contractor’s employees performing electrical works, to include hard wiring, on a MoD installation shall comply with the Electricity Safety Rules and Procedures set out in Joint Service

Publication (JSP) 375 Volume 3 Chapter 3. The contractor is required to provide the following to the Coordinating Authorized Person (CAP) Electrical:

a) Written risk assessment and method statements

b) Proof of training on how to use equipment - (Documentation - in house training certificate)

c) Safe Isolation Procedure (Isolation, Locking off, and Caution signage)

d) Proving dead process

e) All equipment must be approved Defense Infrastructure Organization (DIO)/

Coordinating Authorized Person (CAP) Contractor to have staff interviewed by the

Authorized Person(s) (AP) & registered as Electrically Semi Skilled.

17. The successful vendor shall have to comply with various regulations and requirements regarding the installation of the Electrical Control Box. Please note, the following information is required due to the project being procured and performed on a Government installation. This includes, but not limited to, the following requirements:

a) Provide information to fill out the government forms; Form 29: Details such as supply of full project information including specification details, a Health & Safety Plan and

Risk/Method statements.

b) Details on UK Construction Design & Management (CDM) regulation compliance.

c) Details of site lay down area (if required).

d) Documentation on how any waste will be disposed

e) Skilled Persons: Any mechanical or electrical work will need to be executed by a skilled person appointed by the Interserve Defense Limited (IDL) Authorized Person

(AP). The contractor will need to nominate their staff for skilled person’s appointment by submitting technical certifications for their staff to include fire and first aid certificates to the IDL AP. If certification is accepted the contactors staff will need to undertake a formal interview and then undertake a test which they must pass before being certified.

The appointment of skilled persons training may require full working day(s) to complete training.
