SECTION 1 - DESCRIPTION OF SERVICES/GENERAL

1. INFORMATION/DESCRIPTION OF SERVICES. This Performance Work Statement (PWS) details the general requirements for a contractor to remove existing Closed Circuit Television (CCTV) cameras and install (74) High Definition (HD) CCTV cameras at RAF Lakenheath Dorm building 917.

1.1 TYPE OF SERVICE REQUIRED. The contractor shall provide all design, labor, and materials to install: 65x Bosch Flexidome IP 7000 Panoramic 12mega pixel cameras at the junction of each set of corridors. 1x Bosch Flexidome IP 7000 Panoramic 12mega pixel camera in the main lobby. 9x Bosch Flexidome IP 5000 Panoramic 5mega pixel cameras in the Day Rooms and in each of the laundry rooms. Upgrade the existing recording system with a Bosch DIP-71F4-16HD Network video recorder and management appliance fitted with 16x 4TB HDDs licensed for 80 channels of recording. Three 24 way Layer Three Ubiquiti POE+ network switches with fiber SFPs, one switch will be installed with the network video recorder into the existing CCTV rack and two of the switches would be installed remotely in steel wall enclosures installed in the ‘LNM’ core and ‘CDE’ core electrical intakes. Bosch Extreme CCTV workstation will be installed in the dorm management office which will include a computer, a video wall display device and two large screen displays that will be wall mounted. The existing cameras will be adjusted and/or re-installed to suit the current operational requirements. The dormitory system will be connected to the base CCTV network via duct and cable pulling pits that will be installed by base CE.

1.2 INSTALLATION. The contractor shall provide all equipment and supplies necessary to further support this requirement. The Contractor shall provide a list of all components installed per this project, as well as a list of the components removed (if any). The adjustment and repair of surveillance system includes all computer equipment, signal transmission equipment, and video equipment and alignment, provide the manufacturer's required adjustments and all other work necessary.

1.3 TESTING. The contractor shall ensure installation is operational and meets all required commercial, local, and international industry standards, military instructions, standards, policies, guidelines, and regulations and practices. The testing procedures and a copy of the outcome of the performed test shall be provided in writing to the 48 SFS and 48 MXG.

-- If the equipment is under warranty, coordinate with the vendor or manufacturer for warranty repairs and ensure proper equipment is replaced with standby equipment to maintain camera coverage.

-- If the equipment is no longer under warranty, coordinate replacement of failed equipment with vendor.

1.4 ACCEPTANCE. The expansion shall operate with minimal failure after acceptance testing and activation of service. The contractor shall provide all support necessary during this period to resolve any issues that may arise.

1.5 SCHEDULED OF WORK. The Maintenance contractor shall perform semiannual (two times annually) upkeep and maintenance inspections at a time determined by the customer and the contractor for RAF Lakenheath, building 917. Contractor shall schedule one (1) preventive maintenance activity, per site, for every six months for the list of sites provided at the time of award.

1.5.1 These inspections shall include but are not limited to the following:

a. Visual checks and operational tests of the CPU, switcher, peripheral equipment, interface panels, recording devices, monitors, video equipment electrical and mechanical controls, and a check of the picture quality/alignment from each camera.

b. Run system software and correct all diagnosed problems. c. Resolve any previous outstanding problems.

1.5.2 EQUIPMENT INSPECTION AND CLEANING: EQUIPMENT RACK

-- Visually inspect the interior of the rack assembly and all installed equipment for dirt and dust build-up. -- Remove all dirt and dust build-up from the entire interior of the cabinet, installed equipment and wiring/cabling. -- Clean the screens of the Video and DVR monitors using a mild cleaning solution and soft non-scratching material. -- Inspect and clean equipment rack filters. Replace damaged filters -- Inspect and clean equipment rack fans. -- Remove power from fans and turn the blades by hand and ensure the blades turn freely and quietly. -- Remove all dust and dirt from the fan blades and housing surfaces. -- Re-apply power and ensure the fans run freely and quietly. -- Visually inspect all wiring and cabling connected to the equipment within the equipment rack. -- Ensure all wiring and cabling is free of stress at the connection point or connector. Correct as required. -- Ensure all wiring and cabling is securely connected and not coming loose from the connection point or connector. Correct as required. -- Clean the outside of the cabinet to remove all dust, debris, handprints, stains and etc. -- Clean the Plexiglas doors with an appropriate non-abrasive cleaner and soft non-scratching material to ensure all handprints, dust, and debris etc. are removed. -- Ensure the doors (front and rear) open and close freely with no binding. Correct as necessary.

WORKSTATION

-- Visually inspect the CPU, Video Monitor, Keyboard, Mouse, KVM switch and interconnecting cabling. -- Clean all surfaces of equipment to remove dust, dirt, stains, fingerprints and etc. using a mild, non-abrasive cleaning solution and non-scratching material. -- Inspect interconnecting cabling for stress, cracking, abrasion, nicks, cuts and etc. Replace as necessary.

-- Ensure all cabling is not entangled with other wiring/cabling. Correct as necessary.

-- Check time synchronization between Admin Workstation and DVR’s.

-- Verify documentation is on Admin Workstation.

EQUIPMENT FUNCTIONAL TESTING Digital Video Recorders Select each of the installed cameras at their respective DVR and ensure they are available for viewing on the associated monitor and programmed to record during normal operating hours. Correct as required for actual facility operating hours.

CAMERAS (Interior and Exterior) Visually inspect each of the cameras for obvious signs of damage or coming loose. Correct as necessary.

Observe the overall viewing area within the room and look for obvious signs of possible obstruction of the camera’s field of view. Consult with the room caregivers and relocate or remove the obstruction. At the equipment rack select each of the cameras for viewing on two large color display monitors and observe the following: -- Each camera selected is available for viewing. -- Field of view is not obstructed. -- Image is clear and not fuzzy or out of focus. -- The date/time display is clear and not jittery or broken up on the screen. -- The field of view is providing adequate coverage.

1.6 SERVICE CALLS: The Government will initiate non-emergency service calls when the CCTV system and surveillance system is not functioning properly. NLT 5 calendar days after contract award the Government shall be furnished with a telephone number where the service supervisor can be reached at all times. The CCTV system shall be restored to proper operating condition within 10 days after receiving a request for service.

2. Performance Requirements Summary. The following Performance Requirements Summary (PRS) identifies the performance objectives and performance thresholds for critical tasks associated with providing support services for this requirement. The performance threshold or Acceptable Quality Level (AQL) briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

SECTION 3 – Government-Furnished Property

3.0 GOVERNMENT-FURNISHED PROPERTY. No equipment will be provided.

SECTION 4 – Contractor-Furnished Equipment and Supplies

4.0 CONTRACTOR ACQUIRED PROPERTY. The contractor shall provide the following items:

a. 65x Bosch Flexidome IP 7000 Panoramic 12mega pixel cameras.

b. 9x Bosch Flexidome IP 5000 Panoramic 5mega pixel

c.Bosch Extreme CCTV workstation
d.24 way Layer Three Ubiquiti POE+ network switches with fibre SFPs

e. If providing “Equal” products for items a. and b. above, products must be compatible with Government-provided equipment listed in PWS para 3.0 for interoperability.

SECTION 5 – General Information

5.0 PLACE OF PERFORMANCE. The location of installation is on RAF Lakenheath dorm building 917. The contractor is expected to work normal business hours, 0730 to 1630, with sufficient time to allow for entrance and exit of base security points before during and after the normal work hours. All workmanship shall meet the standards specified below as well as in accordance with accepted standards of the industry; equipment manufacturers; applicable activity, local, state, and federal standards; and applicable building and safety codes, construction specifications, and operation and maintenance standards. Contractor, in the performance of all required services, cause no disruption in the daily activities of the USAFE facility without authorization from the Dorm Manager.

-- Contractor shall ensure job area is clean before departing the work area.

-- During performance and upon completion of work, debris will not be permitted to accumulate in the work area or spread unnecessarily into adjacent areas.

-- Contractor shall provide all labor, materials, and equipment necessary to protect the general public from accidental harm by walking into a work area. The contractor shall be responsible for the cost of all damages or liabilities as a result of the general public entering a work area as a result of improper safety measures.

-- Contractor shall perform no work that alters the original appearance or function of equipment in this system.

5.01 MANUFACTURERS' DATA: The data package shall include manufacturers' data for all materials and equipment and security center equipment provided under this specification.

5.02 SYSTEM DESCRIPTION AND ANALYSES: The data package shall include complete system descriptions. The data package shall include the following:

a. Switcher matrix size.

b. Camera call-up response time.

c. System start up and shut down operations.

d. Switcher programming instructions.

e. Switcher operating and maintenance instructions.

f. Manuals for CCTV surveillance equipment.

g. Data entry forms.

h. Software Data: The data package shall consist of descriptions of the operation a capability of system and application software as specified.

5.03 DATA ENTRY: The maintenance contractor shall enter all data IAW with equipment manuals, needed to make the system operational.

5.04 HARDWARE DOCUMENTATION: The government will provide all vendor operation and maintenance manuals describing all equipment furnished, including:

a. General hardware description and specifications.

b. Installation and checkout procedures.

c. Equipment electrical schematics and layout drawings.

d. System schematics and wiring lists.

e. System setup procedures.

f. Manufacturer's repair parts list indicating sources of supply.

g. Interface definition.

5.05 OPERATOR'S DOCUMENTATION: Operator's documentation as provided by the government as appropriate, shall explain all procedures and instructions for operation of the system including:

a. Video switcher.

b. Cameras and video recording equipment (to include retrieving recorded footage).

c. Use of the software.

d. Operator commands.

e. System start-up and shut-down procedures.

f. Recovery and restart procedures.

5.06 OTHER CONDITIONS/REQUIREMENTS: All drawings, software, and documentation, including working review and marked-up drawings, source code, and software listings developed to support this project are property of the U.S. Air Force and are not to be used for any purpose other than that intended by this PWS.

5.1 HOURS OF WORK. The contractor shall perform all work during normal duty hours, 0730 to 1630, Monday through Friday; excluding UK holidays.

5.2 POINTS OF CONTACT. Point of Contacts will be provided at time of award of thecontract.
5.3 CUSTOMER SUPPORT. Customer support shall be available; equivalent to that ofstandard commercial practices.
5.4 CLEAN-UP. The contractor shall ensure all trash and debris is properly disposed ofeach day. Materials that have been determined by 48 SFS as salvageable shall bereturned to the owning organization for proper disposal. All work areas shall be kept asclean as possible during working hours. Debris shall not be allowed to accumulate onwork site. All debris shall be deposited in an authorized container supplied by thecontractor.
5.5 QUALITY CONTROL. The contractor shall adhere to commonly acceptedcommercial practices. The contractor shall develop and implement procedures toidentify, prevent, and ensure non-recurrence of defective services. At a minimum thecontractor shall develop quality control procedures addressing the areas identified inSection 2, Performance Requirements Summary/Service Summary.

5.6 QUALITY ASSURANCE. The 48 SFS and 48 MXG will evaluate the contractor’s performance by appointing an inspector to monitor performance to ensure services are received. The inspector will record all surveillance observations.

SECTION 6 – Additional Requirements & Information

6.0 CONTRACTING OFFICER AUTHORITY. Only the Contracting Officer hasauthority to enter into, administer, terminate, or modify the terms and conditions herein.Any changes made by persons other than the Contracting Officer shall be considered anUnauthorized Commitment and subject to Ratification Actions in accordance withFAR 1.602-3, Ratification of Unauthorized Commitments.
6.1 CONTRACT MANAGER. The contractor shall provide a contract manager whoshall be responsible for the performance of the work. The name of this person and analternate(s) who shall act for the contractor when the manager is absent shall bedesignated in writing to the contracting officer. The contract manager or alternate(s)shall have full authority to act for the contractor on all contract matters related to dailyoperation of this contact.
6.2 CONTRACTOR EMPLOYEES. The contractor shall not employ persons on thiscontract if such employee is identified to the contractor by the Contracting Officeras a potential threat to the health, safety, security, general well-being or operationalmission of the installation and its population.

6.2.1 IDENTIFICATION. The Contractor shall provide the following list of data electronically on each employee who will be working under this contract. The Contractor shall include a list of workers and supervisors assigned to this project. The contractor will provide the identification information at least 20 days prior to work commence date. For each individual the list shall include:

a. Full Name

b. Date of Birth

c. Official ID Number (SSN, Passport or Drivers License)

d. Nationality

6.3 PHYSICAL SECURITY OF GOVERNMENT PROPERTY. The contractor shall beresponsible for safeguarding all Government-furnished property provided for contractoruse. The contractor shall be responsible for safeguarding their own property, materials,and supplies. Contractor shall be held accountable for losses and is responsible forreplacement costs when loss occurs.
6.4 SAFETY REQUIREMENTS. Safety, health, and fire hazards may exist whenworking on this contract. The contractor is required to provide all employees theappropriate personal protective equipment in order to safely execute tasks that pose thesehazards.
6.4.1 SAFETY CONSIDERATIONS. Contractor personnel shall give due considerationto personal safety and the safety of other personnel while performing assigned duties.
6.4.2 The contractor shall develop a safety training program to provide work safety, fireprevention, and health training to all contractor employees performing work under thiscontract. The contractor shall maintain records of such training as part of the QualityControl Program.
6.5 PERSONNEL PROTECTIVE EQUIPMENT (PPE). The contractor shall supplyany PPE required for use by contractor employees in the performance of work under thiscontract and ensure employees wear the protective equipment required for the work beingperformed.
6.6 VEHICLE SAFETY. Contractor personnel shall abide by all operational safetyregulations and laws while operating a vehicle in the performance of this contract.
6.6.1 The use of seat belts is mandatory for all vehicle occupants while the vehicle is inoperation on any Air Force installation. Contractor personnel shall abide by and enforcethis requirement.
6.7 TOBACCO PRODUCTS. Smoking is not permitted in government facilities.Contractors shall refrain from smoking in any area identified as a no-smoking area.Smoking is only authorized in approved designated tobacco use areas.
6.8 ALCOHOL. Contractor personnel shall not consume any alcoholic beverages priorto or while performing work under this contract.
6.9 HAZARD AND MISHAP REPORTING AND INVESTIGATION. The detection ofunsafe or unhealthy working conditions and prompt abatement of hazards at the lowestpossible working level are essential elements of the Air Force Occupational Safety andHealth (AFOSH) program. The base safety, fire, and security investigators willinvestigate mishaps and accidents. Contractor personnel shall cooperate fully with theinvestigators during any mishap investigation.
6.10 ENVIRONMENTAL AND HAZARDOUS MATERIALS HANDLING ANDSTORAGE.
6.10.1 Environmental, Health, And Safety. The contractor shall ensure all employeesreceive the necessary environmental, health, and safety training to ensure compliancewith all Occupational Safety and Health Acts (OSHA), federal and local laws. Thecontractor shall protect the health and safety of employees and the community,minimizing the risk of environmental pollution.
6.10.2 Pollution Prevention. "Pollution Prevention" and "Source Reduction" are defined inthe Pollution Prevention Act of 1990, 42 U.S.C. §§ 13101-13109. Contractor's obligationunder this section is limited to identifying pollution prevention opportunities and shall notbe construed to require the contractor to conduct activities not otherwise required by theprogram.
6.10.3 The contractor shall comply with energy saving conservation practices asdeemed necessary by the facility manager.
6.10.4 Ionizing and Non-Ionizing Radiation: Contractors must obtain authorization fromBE prior to bringing on site ionizing or non-ionizingsources/equipment onto theinstallation. Contractors must provide list of items and description of how they will beused to Bioenvironmental Engineering (BE) at 01638528047 or 48amds.sgpb@us.af.milat least 10 days prior to the date required to bring them on base.
6.10.4.1 Non-Ionizing Radiation: Electromagnetic Frequency (EMF) Radiation andLASERS: Contact BE/Installation Laser Safety Officer (48amds.sgpb@us.af.mil) at least10 days prior to bringing on site. (Example: LASER Classes: 1M, 2M, 3R, 3B, or 4;Transmitting antennas, radars etc.) Reference: AFI 48-139, LASER and OpticalRadiation Protection Program, Paragraph 2.21)
6.10.4.2 Ionizing sources: Contact BE (48amds.sgpb@us.af.mil) at least 10 days prior tobringing on site ionizing sources/equipment. For regulated sources, provide copies ofpermits or sealed source certifications. (Example: Troxler density gauges, sealed sourcesin various gauges/devices). Reference: AFI 48 -148, Ionizing Radiation Protection.
6.10.5 Hazardous Materials/Chemical Management: Hazardous Materials/ChemicalManagement: All hazardous material use requires prior authorization before bringing thehazardous material on base. "Hazardous material" includes many materials for whichthere is a manufacturer SDS, such as cleaning supplies, paints, solvents, sealants, leadacid batteries, fuels, herbicides, etc.
6.10.5.1 The Contractor shall submit an inventory list of ALL chemical products to beused, along with copies of the Safety Data Sheet (SDS) for each chemical product, forreview before bringing any potentially hazardous material onto RAF Lakenheath, RAFFeltwell or RAF Mildenhall using the attached “HazMat Authorization RequestTemplate”. The Contractor shall submit completed inventories and SDSs to the 1) CO, 2)CE Environmental / for RAF Lakenheath (01638 523990) (nolan.swick@us.af.mil), orfor RAF Mildenhall 100 CES/CEIE (01638 545831), jeanne.dye-porto@us.af.mil and 3)Bioenvironmental Engineering (01638 528047) (48amds.sgpb@us.af.mil) at least 10 daysprior to the date required to bring them on base.
6.10.5.2 Once approved, the Contractor shall maintain an inventory of all hazardousmaterials along with corresponding Safety Data Sheets (SDSs). The Contractor shalltrack and report actual hazardous material usage during the performance of the contract.Hazardous material usage for any contract that is less than one month in duration shall bereported at the end of the contract period. Hazardous material usage for any contract overa month in duration shall be reported no less than monthly. Hazardous material usageshall be reported using the attached “HazMat Monthly Usage Log Template”.
6.10.5.3 The Contractor shall not leave any excess hazardous materials or emptycontainers on site following completion of the project. The Contractor is responsible forthe removal of all unused hazardous materials and proper disposal of all hazardous wastegenerated. Reference: AFI-32-7086, Hazardous Materials Management
6.10.6 Controls of other hazards: Contractors must coordinate with BioenvironmentalEngineering (BE) at 01638528047 or 48amds.sgpb@us.af.mil at least 10 days prior tostart of project, regarding all contracts with potential health impact to personnel(Example: Noise above 85 dBA, activities with potential airborne contaminants orparticulates). Hazardous work areas/perimeters shall be established to control exposuresand limit access to nearby facilities and personnel. Work shall be performed IAW allapplicable occupational health and safety regulations.
6.10.7 Contractors must coordinate with facility managers and receive a safety brief ofhazards present within work areas.
6.11 FLAMMABLE AND COMBUSTIBLE MATERIALS/LIQUIDS. The contractorshall keep the use of flammable and combustible liquids to the bare minimum. Whenpossible, the contractor shall use non-flammable cleaning liquids and sprays.
6.11.1 Quantities of flammable liquids shall be kept in closed containers and stored inapproved storage cabinets.
6.12 FIRE PROTECTION. The contractor shall comply with fire protection andprevention regulations and fire defense plan prescribed for the facilities. Thecontractor shall not store highly flammable materials within Government buildings.
6.13 eCMRA – CONTRACTOR MANPOWER REPORTING APPLICATION. Section2330a of title 10, United States Code (10 USC 2330a), requires the Secretary of Defenseto submit to Congress an annual inventory of contracts for services performed during theprior fiscal year for or on behalf of the Department of Defense (DoD) by 31 Oct. Theinventory must include the number of contractor employees using direct labor hours andassociated cost data collected from contractors. Information from the secure web site isconsidered to be proprietary in nature when the contract number and contractor identityare associated with the direct labor hours and direct labor dollars. At no time will anydata be released to the public with the contractor name and contract number associatedwith the data. Contractors for other than Army components can visithttps://afcmra.hqda.pentagon.mil/Help/Full_User_Guide.pdf to review user manuals andgain an understanding about the data fields that will be included in the reporting structurethat is hosted at http://www.ecmra.mil/. When filling out the required information pleaseutilize “FFBX70 - USAF IN EUROPE” as the UIC if you cannot locate the UIC for thiscontract among the provided options. Also, the FSC for this specific contract is N099.
Applicability: The reporting requirement applies to all contracted services, provided theorganization that is receiving or benefiting from the contracted services is a Departmentof Defense organization, including reimbursable appropriated funding sources from nonDoD executive agencies where the Defense Component requiring activity is executiveagent for the function performed. The reporting requirement does not apply to situationswhere a Defense Component is merely a contracting agent for another executive agency.In general, the only contracted services excluded from reporting are construction andutilities.

6.14 PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. Contracting Officer or Contract Administrator shall notify the contractor, by any means of communication available, of a crisis. There shall be no costs paid by the Government to the contractor during a crisis except those costs incurred for work performed under this contract and PWS.
