PERFORMANCE WORK STATEMENT
100 ARW/HC

Contract Title: Mass Musician (RAF Mildenhall Catholic Parish)
1. Scope of Responsibilities: The Mass Musician contractor for the RAF Mildenhall Catholic Parish shall provide piano and organist accompaniment for hymns, choirs, and instrumental music prior to, during and after the weekly Mass to enhance the worship atmosphere. The Mass Musician shall work in unison with the Catholic Music Director and the Chaplain presiding over the service. Also, per request by the Chaplain, provide piano/organist accompaniment for special services scheduled throughout the year.
The contractor shall provide an atmosphere of religious sensitivity to all Air Force personnel participating in chapel programs. However, no form of coercion shall be employed by the contractor or their employees to cause USAF personnel or their family members to conform to a particular religious denomination or faith group either directly or indirectly. The contractor shall ensure that all key leaders and volunteers comply with this no-coercion policy. Respect for other religious faith groups shall be maintained.
2. Education and Experience Requirements: Demonstrate the following via a resume of education/experience.
2.1. Two (2) professional letters of reference from former employer(s) and/or leader of churches in which work has been performed with contact details.
2.2. Have two (2) years’ experience as a musician accompanying an adult and/or youth choir(s), vocals, instrumentalists and/or music director(s).
3. Duties and Responsibilities:
3.1. The contractor shall plan and coordinate music with the Catholic Music Director and Chaplain in charge of the service, accommodating the liturgical directives and practices of the Catholic Church (i.e.
structure of the Mass, appropriate liturgical music, etc.).
3.2. The contractor shall be required to play anthems, choral calls to worship, responses or special music for weekend Masses.
3.3. The contractor shall play for worship services and weekly rehearsals. The length of worship services and rehearsals shall be a minimum of one (1) hour and not to exceed three (3) hours. Length is determined by time needed to ensure choir/special music is prepared and professional for the following worship service. Not to exceed three hours to ensure contractor and volunteers are not over extended. Any time spent immediately prior to the worship service or rehearsal is considered part of the worship service or event and not a separate rehearsal.
3.4. The contractor shall arrive at least 20 minutes prior to the start of each service to oversee setup and depart after clean-up has been accomplished.
4. Furnished Equipment/Property/Space:
4.1. Government property that is incidental to the place of performance only IAW FAR 45.000(b) (5).
The Government anticipates on-site support for this contract. The Government will provide equipment and materials, and access to necessary networks and systems required to support the activities required under this contract. Government owned equipment will not be removed from the Chapel without written authorization from the NCOIC, Resource Management and/or Superintendent, Chapel Operations.
4.1.1. The Chapel will provide all music equipment, materials and facilities necessary to perform their duties, and responsibilities.
4.1.2. The contractor shall arrange for facility use, equipment and supply needs in accordance with local policy and procedures (maintained in chapel contractor continuity binder) and also ensure coordination and security for facilities, equipment and/or materials used in the program.
5. Safety/Security:
5.1. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and any non-government owned vehicles. The contractor shall retrieve all identification media, including vehicle passes from employees who depart.
100 ARW/HC will assist contractor personnel in processing the necessary DoD forms to obtain base or area badges for access to Government facilities.
5.2. Contractor shall need to be familiar with and implement fire and safety practices in accordance with AFI 91-301 to prevent accidents and preserve the life and health of him/her and any personnel affected by the performance of this contract.
5.3. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.
5.4 Weapons, Firearms, and Ammunition. The contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on any RAF AFB.
5.5. Controlled/Restricted Areas. The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work.
5.6. Contractor shall exercise due diligence to ensure safety of volunteers, being mindful of potential hazards associated with electronic equipment. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
5.7. Contractor personnel shall not release or remove system documentation, data, or reports generated by or through use of Government systems.
5.8. For Official Use Only (FOUO). As applicable, the contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
5.9. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
5.10. Lock Combinations. As applicable, the contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government COR. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.
5.11. Contractor shall be familiar with and comply with all security procedures to include: ensuring all chapel facilities are properly secured, doors and windows locked, and lights turned off when leaving the building, unless pre-arranged with chapel personnel or programs that are physically in the building.
5.12. Shall be responsible for any keys provided and keys will not be duplicated. All keys will be returned on revocation of this contract or upon request of authorized personnel. Contractor shall immediately report any duplicated, lost, or misplaced keys upon discovery of the occurrence. Contractor will also ensure that issued keys are not used by unauthorized personnel.
6. Period of Service/Number of Units:
6.1. This position will require no more than 128 units during the contract period 16 September 2017 to 15 September 2018.
6.2. Each session is categorized into one of four different units: weekly service, weekly rehearsal, special service performance, and special rehearsals. A unit consists of a one to three hour rehearsal or service performance, plus appropriate and necessary setup/clean-up time.
7. Working Hours and Extended Period of Absence:
7.1. The contractor shall not exceed the maximum units:
52 Weekly Services (to include but not limited to; weekend masses, Holy Days, etc.)
52 Weekly Rehearsals to include, but not limited to; weekend masses, Holy Days, etc.)
12 Special Service (to include, but not limited to; memorial services, funeral masses, first communions, etc.)
12 Special Rehearsals (to include, but not limited to; memorial services, funeral masses, first communions, etc.)
128 TOTAL Units
8. Leave of Absence/Sub-Contracting:
8.1. In the event of a key personnel change, the Contractor shall immediately provide notification to the Non-Commissioned Officer in Charge (NCOIC), Resource Management and/or Chaplain.
8.2. Contractor shall provide a list of substitute contract personnel to the NCOIC, Resource Management and/or Chaplain for coordination with 48th Contracting Squadron. Names of substitutes and credentials shall be provided within 30 calendar days of being awarded contract in order to accomplish required background checks and verify educational and experience requirements are met.
8.3 The Contractor shall notify the NCOIC, Resource Management and/or Chaplain at least 30 days before any scheduled leave of absence that would prevent the contractor from personally performing the services.
8.4. Subcontractors and substitute contract personnel shall meet the requirements as outlined in this PWS.
8.5. Contractor shall be responsible for payment to subcontractors and/or substitute contract personnel.
