Combined synopsis/solicitation in accordance with FAR 12.603(c)(2)

(i) The following statement:

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number FA5575-19-Q-PV03 is issued as a request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01 effective 20 December 2018.

(iv) The solicitation is not set-aside and the associated NAICS code is 811213 Communication

Equipment Repair and Maintenance.

(v) The solicitation is for a single line item of one (1) lot. The quote submitted shall have a total price for the single line item of one (1) lot.

(vi) The solicitation is for the modernization of the current Motorola Solutions ASTRO 25

Trunked Integrated Voice and Data Enterprise Land Mobile Radio (ELMR) network currently operating on the 7.16 hardware/software version to 7.18 providing the most current version of software and hardware by implementing Windows 10 on all clients and upgrading operating systems various servers throughout the network. See Attachment 1, Performance Work

Statement, for requirement details.

(vii) The solicitation has a period of performance of 180 calendar days. The place of performance and acceptance will be Moron AB, Spain.

(viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.

(ix) The evaluation procedures to be used.

(x) The offerors shall include a completed copy of the provision at 52.212-3, Offeror

Representations and Certifications -- Commercial Items, with its offer if they do not have a

System of Award Management Entity Registration with Representations and Certifications.

(xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

(xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or

Executive Orders -- Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause are applicable to the acquisition.

FAR 52.222-50 COMBATING TRAFFICKING IN PERSONS – March 2015

(xiii) The solicitation requires offerors to have an active System of Award Management Entity

Registration to be eligible for award. Offerors can register at SAM.gov:

(xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating, is not applicable to this solicitation.

(xv) The offers are due Friday, 10 May 2019, at 14:00 hours local time at Moron AB, Spain.

Quotes shall be submitted electronically via email. The offerors are cautioned the government will not be held responsible for timely and complete receipt of quotes by email. Only submit one copy and the maximum size of each email shall not exceed 4 MB. Quotes can be split over multiple emails ensuring subject line contains how many emails have been sent with the text to be used as follows: “E-mail X of Y” (1 of 4, 2 of 4, etc.). Please confirm delivery of your quote by email through a separate email or via telephone.
