Performance Work Statement

For

Video Teleconference Equipment Upgrade Building 1994

725th Air Mobility Squadron

22 February 2019

SECTION 1 DESCRIPTION OF SERVICES

1.1 Overview of Services. The purpose of this requirement is to upgrade the video teleconference equipment at Building 1944. The systems capability will utilize existing NIPRnet & SIPRnet networks to support the collaboration tools supplied by DISA-GVS, Defense Collaboration Services (DCS), the USAFE Video Teleconference infrastructure, existing traditional VTC over IP secure and unsecure networks, as well as a way to mask sound generated during secure discussions. The vendor will install and program systems in accordance with the applicable government directives called out in this document,. The contractor will remove legacy equipment and reuse and program existing Audio Visual systems in the 725 AMS Conference Room, ensuring full functionality and compatibility for new and existing systems.

1.2. Engineering and Technical Qualifications. Any equipment requiring connection, either classified or unclassified, to the DoD global information grid (GIG) will be in compliance with Certification and Accreditation of Air Force Enclaves hosting Real Time Services guidance.

DISA-provided approved product guide memorandum (APL Memo) associated with each certified device.

Implementation guidelines listed in the DISA Security Technical Implementation Guidance (STIG).

1.3. Engineering and Technical Services.

1.3.1. The new conference room equipment will use existing network secure and non-secure codecs and IP connections in building 2388 be programmed to integrate existing computer & Audio Visual infrastructure.

1.3.2. Power requirements beyond the existing will require 90 day leeway for approval and installation by the base Civil Engineering office. Standard 220V is currently in place.

1.3.1.4. The new systems will meet the requirements of Certification and Accreditation of Air Force Enclaves hosting Real Time Services guidance.

It will use the services of:

USAFE Video Operations Center, DISA’s Global Video Services, Defense Collaboration Services.

3.1.5. The conference room systems will permit remote operation by a remote control system that is standard use by DoD. If network connectivity is required for the system then it must be an approved item from the DISA APL.

3.1.6. The contractor will provide an initial training session and produce a simple operator’s manual for the use of all new systems.

3.3.4. System Performance Parameters:

3.3.4.1. Video Teleconference equipment to replace:

existing control panel, central controller, power distribution unit, power amplifier, and six ceiling loudspeakers.

Required Items Breakdown:

1 1 Central Controller Unit: A programmable network appliance specifically designed to control AV installations.

2 1 Responsive user interface of the room control system that can be designed according to users’ requirements. The diagonal should at least be 10”, and the system will be power over Ethernet (PoE) with a PoE injector included.

3 1 Power distribution unit with 8 individually monitored and controlled AC outlets, built-in 12 Volt power supply, 2 sets of bus strips, and power monitoring for each outlet.

4 1 Two-channel power amplifier that delivers 200 watts per channel into a 4 ohms load.

5 1 Sound masking system that includes a sound generator and 16 loudspeakers to be placed in the throughout the hallways and rooms adjacent to the conference room.

6 2 Cat 5 USB extenders that grant keyboard and mouse functionality for both NIPRNet and SIPRNet CPUs from the conference room table.

7 2 Control kits (to include y-cables) that ensure full remote control functionality of the existing Cisco Telepresence cameras within the conference room.

8 6 Insulated “closed” two-way ceiling loudspeakers with a multi tap 100 volt transformer, all certified according to EN 54-24

9 1 Installation of all quoted devices, wiring, cable labelling, set up, initial operation, initial programming and initial system testing and functionality operations and any/all labor and travel expenses. All shipping and transport expenses.

10 1 Programming of Audio and Control system components including set up, testing, and initial operations of installed system and travel expense Program specialist.

11 Documentation and overview of complete installed solution: Schematics, post production and planning and customer manual.

12 1 User Training, On-site Customer training to understand, use and adapt to implemented system with Q&A Session for up to 5 participants 2 hour User training and 2-3 hour operator training including technician travel expenses

13 1 Unlimited on-site Service and Maintenance same day response, on-site within 48 hours on German business days and 1 annual maintenance. All expenses included. Duration: 3 years

In addition, a fully integrated noise generator with the new control panel and central controller with 16 loudspeakers throughout hallways and rooms adjacent to the conference room.

All equipment is integrated and compatible with existing audio visual systems on multiple networks and allow for complete customization for multiple camera and external display set-ups.

Existing Equipment: Provided conference rooms systems will be housed in an existing Comm rack with included UPS and codec (Cisco SX20) capability. Installation will include configuration of new and existing controlled audio visual system and 2 CPU’s (1 NIPRnet and 1 SIPRnet), and utilize existing IP infrastructure to include a KG-175, and non-secure and secure network switch.

Conference room equipment to be reused.

6.1.1. One (1) Bose sound system with five (5) speakers and one (1) subwoofer

6.1.2. One (1) KG-175 TACLANE & Network Switch

6.1.3. One (1) NIPR desktop CPU

6.1.4. One (1) SIPR laptop CPU

6.1.5. One (1) Cisco SX20 NIPR Codec with Telepresence camera

6.1.6. One (1) Cisco SX20 SIPR Codec with Telepresence camera

6.1.7. One (1) DXP Series Digital Crosspoint Matrix Switcher

6.1.8. One (1) Digitus 16-port fast Ethernet switch (NIPR)

6.1.9. Two (2) High Definition TV’s

3.3.4.2. GENERAL

5.1. Security Requirement. Contractor personnel meet requirements for access to the base. All work is unclassified. 725 AMS will provide personnel to perform any configuration requirement on classified systems. The contractor will not be permitted to access classified equipment when it has been added to a classified network.

5.2. Place of Performance. On-site at HQ 725 AMS, building 1994 squadron conference room (Naval Station Rota, Spain).

5.3. Hours of Operation. The contractor shall provide the required services Monday through Friday during the core hours of 0800-1630, excluding U.S. holidays.

Note: Any of the above holidays falling on a Saturday will be observed on the preceding Friday.

Holidays falling on a Sunday will be observed on the following Monday.

5.4. Conformance with Environmental Management Systems. The Contractor shall perform work under this contract consistent with the relevant environmental policy and objectives identified in the installation environmental management system (EMS) applicable for your contract. The Contractor shall perform work in a manner that conserves water, energy and other resources to the maximum extent feasible and ensure minimum production of waste as possible, giving preference to recycling and reutilization opportunities. Furthermore, the Contractor shall give preference to less toxic materials whenever available and still reliable for their work. In the event an environmental nonconformance or noncompliance of host nation and U. S. Air Force (USAF) environmental laws and regulations associated with the contracted services is identified, the contractor shall take corrective and/or preventative actions. In the case of a noncompliance, the Contractor shall respond and take corrective action immediately. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Coordinator. In addition, the Contractor shall ensure that their employees are aware of the environmental management system on base and how these requirements affect their work performed under this contract. All on-site contractor personnel shall receive the installation EMS awareness level information.

5.5. Conformance with Environmental Requirements. The contractor shall perform all work in accordance with applicable Spanish and US Air Force environmental laws, regulations and operating standards, including but not limited to the Final Governing Standards (FGS) for Spain.

The contractor shall be immediately capable of understanding and addressing environmental laws and regulations as they pertain to work performed under this contract. The FGS for Spain and other important environmental laws & requirements applicable for all contractors working on base
