Statement of Objectives (SOO)
BITI NETWORK INFRASTRUCTURE OF ROTA NAVAL BASE BUILDINGS 3309, 3231, 1994,
1989, 2, 532 AND 3344 (USAF)
1.0 PURPOSE: The purpose of this order is to install all the necessary cable infrastructure to support the installation of a WIFI data network (BITI) which will be part of AFNet (USAF network equivalent to Navy OneNet) at Rota Naval Base buildings 3309, 3231, 1994, 1989, 2, 532 and 3344.
2.0 SCOPE: The scope of work consists of installing approximately 3,700 meters of a 4-pair, Cat. 6, UTP cable; a total of 66 drops following strict OneNet and necessary ancillary equipment utilizing existing Telefónica owned infrastructure where possible. No construction labor is required. See 6.0 for details.

5.0 PERIOD AND PLACE(S) OF PERFORMANCE
BUILDINGS 3309, 3231, 1994, 1989, 2, 532 and 3344.
Naval Station, Rota, Spain Work shall begin 15 business days from award Work shall be completed within 20 calendar days of performance start date.
6.0 PERFORMANCE OBJECTIVES
Engineer, furnish and test the installation of a WIFI Data network so as to provide USAF buildings 3309, 3231, 1994, 1989, 2, 532 and 3344 with connectivity to AFNet.
- Installation of 3,690 (three-thousand, six-hundred and ninety) meters of a 4-pair, Cat. 6, UTP cable.
- Seven 19”, 24 RJ-45, Cat. 6, tray, to include cable holders.
- Sixty six surface outlets to be installed following OneNet procedures. The installation of these outlets shall include faceplates and necessary adapters and the RJ-45, Cat. 6 connectors shall be blue color as specifically requested by the end user.
- One hundred and thirty-two UTP RJ-45/RJ45, Cat. 6 patch cords.
- One hundred and seventy meters of a 25mm. steel conduit to include supporting elements.
- Fifty-five meters of a 32mm. steel conduit to include supporting elements.
- Thirty-nine 100x100 metal connection boxes for 25mm. steel conduit.
- Ten meters of a 270x160 metal boxes for 32mm. steel conduit.
- One hundred meters of a flexible steel conduit covered with PVC PG13.
- Three-hundred “J” shaped hooks to support the above mentioned UTP cable.
- Test and certification of three-thousand, six hundred and ninety meters of a 4-pair, Cat. 6, UTP cable.
Site system support personnel shall report to the Government On-Site Representative. Site system support activities shall be in accordance with site policies and scheduling, coordinated with the local Government On-Site Representative. Site support activities shall be performed in accordance with approved procedures and shall be reported the Government for analysis and reporting.
7.0 PROJECT MANAGEMENT SUPPORT
Contractor personnel shall provide project management support including design, planning, scheduling, monitoring, reporting and documentation. Manage and/or provide expertise in the design and analysis of projects and allocation of resources. This will include ensuring compliance with the agreed standards and processes. Provide day-to-day contact and coordination of engineers and support staff. Ensure that all operational security policies, processes and procedures are complied with. Design and maintain the production schedules and methods, setting up scheduling guides to ensure that workloads are run correctly and on schedule, with the minimum of supervision.
Provide status and project reports to management and co-workers as requested.
8.0 SECURITY REQUIREMENTS
Classified work will not be performed under this contract.
9.0 DELIVERABLES

10.0 ACCEPTANCE PLAN
Inspection and acceptance is performed by the On-site Government Representative (OSGR) on all data and non-data deliverables. The OSGR will be assigned by the NCTAMS LANT DET Base Communications Office.
11.0 OPERATING CONSTRAINTS
No special operating constraints are expected on this project.
