Section B: Description of the Supplies/Services Required
The 423 Security Forces Squadron requires the removal and replacement of CCTV cameras in order to be compliant with H.R. 5515 Sec 889, which prohibits the use of Hikvision cameras. The existing cameras were all manufactured by Hikvision and can no longer be utilized.
Section C: Justification for Soliciting from a Single Source or Brand Name
The existing cameras were all made by Hikvision, were all installed by Scott Total Security within the last few years, and all are under an existing warranty. Utilizing any other vendor for the replacement of the cameras would void the existing warranties for the CCTV systems at the four RAF locations. Additionally, Scott Total Security has agreed to reimburse the Air Force for a portion of the Hikvision cameras due to them no longer being usable at any U.S. military installation. In order to reduce costs and continue warranty coverage, this procurement is being sole-sourced to Scott Total Security.
Section D: Efforts to Obtain Competition
While this item is commercial and available from other sources, it is not in the government's best interest to void existing warranties and incur unnecessary costs in order to utilize other vendors.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Market research will continue to be conducted for future requirements in order to maximize competition and available sources.
Future acquisitions will be competed amongst multiple vendors provided that it does not void warranties and is in the best interest of the government.
