Statement of Work 23 May 2019
1. Description The work to be performed under this contact consists of furnishings and installing all plant, labor, appliances, equipment, and materials and performing all operations necessary for the incidental to the work, in accordance with the Contract Documents, specifications, and drawings.

Multiple RAF installations, where indicated by the plans
1.4 Government Furnished Utilities
The government shall provide the contractor with all relevant data required, if available, to accomplish the specific requirements and objectives described in this SOW.
1.5 Existing Conditions
Designated site locations may have existing anti-vehicle cable barrier systems already in place. In the event that a barrier system exists, the contractor shall survey each site and determine the best approach to tie into the existing system.
2. General Information Hours of Operation. Normal hours of operation are Monday through Friday, 0730 to 1630, excluding federal holidays. The following federal holidays are observed.

a. Security Requirements. The contractor shall comply with all applicable Department of Defense security and safety regulations and procedures during the performance of this contract. The contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, Privacy Act data, and government personnel work products which are obtained or generated in the performance of this contract. This includes dissemination of protocols and papers not generally available to the public.
b. Installation Passes. A Government representative will coordinate the issuance of required installation passes to contractor personnel. The contractor personnel shall wear an identifiable outer garment i.e. company uniform or badge which clearly identifies them as a contractor employee at all times. The contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use. At the end of each work period, the contractor shall ensure that the place of performance is clean and government facilities, equipment and materials secured.
3. General Description of Project: Install Anti-Vehicle Cable Systems The work includes the installation of anti-vehicle cable barrier systems in various locations as indicated by the attachments. The barriers shall have a K12 DoS rating and P1 penetration rating as tested in accordance with ASTM F2656-07, or equivalent. This rating is based on a 6,818kg (15,000lb) vehicle traveling at 80.47km/hr (50mph) and having a kinetic energy equal to 1,250,000 ft*lbs with a penetration of the existing perimeter fence less than 3.3ft (1m). The construction details of the cable barrier will be as provided through a proprietary engineered system supplied from a certified manufacturer recognized by the Department of Defense (DOD) such as “Barrier 1 Systems”, “Smith and Wesson”, “Ameristar”, “NSS”, or equivalent. As a result, the exact details of the barrier can vary between manufacturers. All work shall be accomplished in accordance with the Unified Facilities Criteria (UFC). The basis of design for the barrier design considers the following:
4. Delivery, Receiving, Storage, Handling, and Protection of Materials:
The contractor is responsible for the storage and safekeeping of all material to be used in the work including materials and installation equipment. The contractor will make every attempt to protect all government and non-government property and personnel on base from inconvenience and damage or injury.
5. Cleaning, Protection, and Acceptance:
a. After installation and prior to final acceptance, the worksite shall be thoroughly cleaned, using materials and procedures recommended by the manufacturer.
b. Remove all equipment, containers, and all other construction material upon completion of contract.
c. Job is considered finished after a walk through has been accomplished with the Primary and/or Alternate POC.
