STATEMENT OF WORK

Closed Circuit Television System RAF Welford, United Kingdom

17 August 2017

1. Scope of Work/General Information

The contractor shall provide all management, tools, supplies, equipment, labor, testing, and incidental training of the equipment, personnel, and services required to properly and successfully complete all work in this Statement of Work (SOW). The contractor shall provide a turnkey, non-proprietary closed circuit television (CCTV) system including maintenance at RAF Welford, UK. All work shall be performed in accordance with all federal, local laws and regulations, and this SOW.

2. CCTV Installation

2.1. The contractor shall provide and install 10 pan, tilt, and zoom (PTZ) cameras at the locations identified in the appendix. All cameras must have infrared lighting feature, 30x optical zoom with a minimum of 720p resolution. Locations 3, 7, and 9 only must have thermal imaging feature. The cameras shall be installed in a manner which will provide maximum coverage of the area. The contractor shall be responsible for providing mounting solutions for the cameras.

2.2. There are existing junction boxes at locations 2, 4, 5, 6, 8, 9, and 10 which have power provisions and copper wiring connecting these locations to Building 1 where the control of the CCTV system will be installed. It is the contractor’s responsibility to determine the working condition of these junction boxes. The contractor shall examine these junction boxes for use and make any repairs or modifications necessary to accommodate the new cameras. The contractor shall utilize these junction boxes to provide power and connectivity for the cameras at these locations. If the junction boxes cannot be utilized then the contractor is responsible for determining alternative power and connectivity solutions to the cameras at these locations (See para 2.4). At Location 10, there is an existing and active camera, the contractor shall be responsible for its removal and/or decommissioning.

2.3. Locations 1, 3, and 7 do not have any junction boxes. Therefore, the contractor shall provide a solution which will provide power and connectivity for the cameras installed at these locations to the CCTV system. There will be no digging nor ductwork permitted under this effort to install power provisions or wiring (See para 2.4.).

2.4. Contractors who will provide a wireless solution and stand-alone power provisions at locations mentioned in para 2.3 must adhere to the installation’s munitions/EMR rules and regulations. The contractor shall maintain a distance of no less than 10 feet between installed equipment and materials and any nearby facilities or structure. Also, the contractor shall provide mounting solutions for the cameras at each location. In consideration of maximizing coverage area, the contractor shall determine the ideal height of the pole or mounting solution the camera will be attached to. The pole or mounting solution shall be installed at distances no less than 1.5 times the height of any mast or pole from any facility or structure. If there are inconsistencies between the 10 feet distance versus the 1.5 rule, the latter shall be followed.

2.5. The contractor shall provide and install all necessary operating system servers and video storage equipment to support archiving and video recording storage. The video recorder must have 1-32 channels with a minimum of 48 terabyte capacity to record up to 30 days.

2.6. The contractor shall provide and install PTZ controls, screen decoders, and two 42” high definition video monitors at Building 1. The contractor shall also provide a Personal computer (PC) to monitor and control all CCTV footage. The contractor shall provide a PC capable of handling the CCTV system, software, and all other associated devices. All monitoring and control functions shall be installed at Building 1.

2.7. After installation is complete, the contractor shall commission and test the system and validate with the government that all installed equipment functions to customer satisfaction. The contractor shall provide training to government personnel on installed equipment operation. The contractor shall also provide drawings on equipment locations, a list of all installed equipment, and any applicable drawings or designs.

2.8. The contractor shall provide standard commercial warranty on all new and existing equipment; such as the junction boxes and the wiring for the cameras. The contractor shall provide commercial warranty on the installation. The contractor shall also provide a complimentary telephone support number to the government available during normal business hours for the life of the installation at no extra cost. The contractor shall provide documentation showing the different warranty terms on all equipment and installation work performed including expiration dates.

3. CCTV Maintenance

3.1. The contractor shall be responsible for the maintenance of the entire CCTV system.

The contractor shall perform maintenance twice per year on all equipment to include software and firmware updates. All maintenance work shall be performed in accordance with standard commercial practices and per manufacturer recommendations. The downtime of the CCTV system shall be kept to a minimum during maintenance work. The contractor shall prepare and submit a written report within five business days after the maintenance work has been completed. The report shall include the date and time of the maintenance work, the areas affected, details, findings, and the name of the contractor personnel who performed the work.

3.2. If an equipment needs replacing and is not covered under the warranty, the contractor shall coordinate and receive approval from the Contracting Officer prior to any work.

4. Repair Service Calls

4.1. The government will notify the contractor of repairs to be made in an inspection report or service call. The contractor shall commence repair work immediately after notification.

All repair work shall be in accordance with normal commercial practices using parts specified by the manufacturer or items of equal or better quality. The downtime of the access controls or the CCTVs shall be kept to an absolute minimum. The contractor must notify the government of all projected downtime and estimated time of repair. The contractor shall prepare and submit a written report within four business days after the routine repairs are completed. The report shall include the date and time of the service call, the location of the equipment, the repairs provided, and the name of the technician who performed the repair(s).

4.2. The contractor shall respond to emergency repair calls within two hours after notification during normal business hours and within 24 hours after notification at times other than normal business hours. The contractor shall prepare and submit a written report as mentioned in paragraph 4.1.

4.3. If equipment needs replacing and is not covered under the warranty, the contractor shall coordinate and receive approval from the Contracting Officer prior to any work.

5. Government Furnished Utilities. The government shall provide the contractor with all relevant data required, if available, to accomplish development of specific requirements and objectives described in this SOW.

5.1. The government shall provide access to utilities and electrical power hook-up.

5.2. The government shall provide access to existing available wiring.

5.3. The government shall provide access to facilities/areas required to perform work.

6. General Information

6.1. Hours of Operation. Normal hours of operation are Monday through Friday, 0730 to 1630, excluding federal holidays. The following federal holidays are observed.

6.2. Security Requirements. The contractor shall comply with all applicable Department of Defense security and safety regulations and procedures during the performance of this contract. The contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, Privacy Act data, and government personnel work products which are obtained or generated in the performance of this contract. This includes dissemination of protocols and papers not generally available to the public.

6.3. Installation Passes. A Government representative will coordinate the issuance of required installation passes to contractor personnel. The contractor personnel shall wear an identifiable outer garment i.e. company uniform or badge which clearly identifies them as a contractor employee at all times. The contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use. At the end of each work period, the contractor shall ensure that the place of performance is clean and government facilities, equipment and materials secured.

6.4. Contractor Qualifications/Certifications. The contractor shall ensure all personnel including subcontractors have all required current and valid professional certifications/licenses for each applicable core component and functional category of CCTV surveillance system. The contractor personnel shall be certified by appropriate federal and local regulatory agencies to meet certification requirements in CCTV systems.
