PERFORMANCE WORK STATEMENT
501ST COMBAT SUPPORT WING
RAF ALCONBURY CHAPEL
CATHOLIC RELIGIOUS EDUCATION COORDINATOR
28 July 17
1.0 GENERAL:
This is a non-personal service contract to perform duties as the Catholic Religious Education
Coordinator at Royal Air Force (RAF) Alconbury. The U.S. Government shall neither supervise nor control the method by which the contractor performs required task herein. It shall be the responsibility of the contractor to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Contracting Officer (CO) immediately. These services shall not be used to perform work of a policy/decision making or management nature (e.g. inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the U.S. Government.
1.1. DESCRIPTION OF SERVICES:
The contractor coordinates with and supports the Catholic Chaplain in the implementation of a comprehensive Catholic RE program for children, teens, and adults with special emphasis on Sacraments and Sacramental Preparation (i.e. First Communion, Confirmation, and the Rite of Christian Initiation for Adults (RCIA). The contractor is responsible for implementing a program conducive to increasing the understanding of God’s love under the curriculum and guidelines set forth by the Archdiocese of the Military Services, USA in harmony with Catechism of the Catholic Church, the living Tradition of the Catholic
Church, and under the guidance of the Catholic Chaplain. These can be obtained at www.milarch.org. The contractor is responsible for assisting the Catholic Chaplain in the administrative and coordinating tasks associated with the Catholic RE program including calendar development, implementing the overall RE program, recruiting and training RE volunteers.
1.2. RESPONSIBILITIES
The contractor shall plan and implement, in coordination with the Catholic Chaplain, Catholic
RE programs for Catholic personnel and their families at RAF Alconbury.
1.2.1. The contractor shall ensure that adult supervision and leadership are present at least 30 minutes prior to the scheduled start time of activities involving participants under the age of 18 and remain present until the last participant under the age of 18 has departed the location.
1.2.2. The contractor is responsible for assisting the Catholic Chaplain in planning and execution of various RE programs including regular age-appropriate classes weekly from August until June of the calendar, sacramental classes, Vacation Bible School, and the RE program’s yearly kick-off which shall be performed in August of each calendar year.

1.2.3. The contractor is responsible to meet with the Catholic Chaplain monthly to discuss and review the status of the Catholic RE program and exchange feedback for the contract period remaining.
1.2.4. The contractor is responsible to conduct one orientation training session for volunteers of the Chapel Catholic RE program and/or workshop at the beginning of the RE school year to cover curriculum. In addition, the contractor is responsible for conducting orientation training when new members volunteer.
1.2.5. The contractor is responsible for maintaining current Catholic RE curriculum, literature and handouts; and also recommend the purchase of all RE Program supplies in support of
Catholic RE programs to be purchased by the Government.
1.2.6. The contractor is responsible for providing monthly statistical reports; and report sacramental records for Baptism, Confirmation, Eucharist, and Reconciliation, and any other RE related certifications to the Archdiocese for Military Services, USA as necessary.
1.2.7. The contractor is responsible for developing a proposed 12 month calendar of events for all RE programs and coordinate this calendar with the Catholic Parish Activities Coordinator to be submitted to the Catholic Chaplain by 15 August of each year.
1.2.8. The contractor is responsible for coordinating volunteers in support of the Catholic
RE program. Volunteers will be required as qualified teachers, substitutes and assistants.
1.2.9. The contractor shall provide a list of volunteers to the RAF Alconbury Catholic
Chaplain or designated staff member 30 calendar days prior to planned start date, to ensure appropriate background checks are completed. All volunteers working with children require checks as required by the AF Chaplain Corps and US Government, initiated and managed by the RAF Alconbury Chapel personnel.
1.2.10. The contractor is responsible for periodically observing all volunteers in the classroom setting to ensure accountability, professionalism and that effective teaching skills are implemented.
1.2.11. The contractor is responsible for registering students and Sacramental candidates and maintaining an accurate and accessible database of all students in the Catholic RE program.
1.2.12. The Contractor shall be prepared to work with chapel staff personnel and program volunteers of all religious backgrounds and faith beliefs.
1.2.13. The Contractor shall maintain professionalism, discipline and respect when dealing with religious/spiritual beliefs outside their own personal views.
1.2.14. In the event of a conflict between the contractor and/or the Catholic RE volunteers, all communication between the involved parties shall cease immediately and the chaplain shall be notified of the issue at the earliest possible convenience.
1.2.15. The Contractor shall be prepared to work with chapel staff personnel and program volunteers of all religious backgrounds and faith beliefs.
1.2.16. The Contractor shall be able to use related computer software applications including
Microsoft PowerPoint and Internet Browser.
1.3. QUALIFICATIONS:
Contractor personnel performing under this contract shall have at a minimum the following qualifications:
1.3.1. Denomination. Contractor personnel shall be practicing Catholic(s) in good standing with the Catholic Church as outlined in the Catechism of the Catholic Church numbers 2041-2043
(The Six Precepts of the Church). Contractor personnel shall be an active member of a Catholic
Parish and is listed on the respective Catholic Parish Registration.
1.3.2. A High School diploma or equivalent is required.
1.3.3. Possess already or be willing to obtain certification as a catechist in the Archdiocese for the Military Services, U.S.A. and keep that certification up to date. While actively enrolled and pursuing the certification as a catechist in the Archdiocese for the Military Services, U.S.A. the applicant will be allowed to teach under the direction and supervision of the assigned Chaplain priest. The applicant will be afforded 10 months to obtain certification. Information for the on-line course and fees are available at www.milarch.org.
1.4. SECURITY OF FACILITIES:
1.4.1. The contractor will schedule an appointment with the NCOIC to receive training in chapel facility use and building security upon initiation of this position. Building keys necessary to perform required services will be issued at this time.
1.4.2. The Contractor shall establish and implement methods of making sure all keys/combinations issued to the Contractor by the government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the government. The Contractor shall immediately report to the COR or CO any occurrences of lost keys. In the event keys, other than master keys, are lost the Contractor may be required, upon written direction of the CO, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Contractor. In the event a master key is lost the government shall replace all locks and keys for that system, and the total cost will be deducted from the monthly payment due the Contractor
1.4.3. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the installation, shall abide by all security regulations of the installation. When any employee no longer works for the contractor at the installation, the contract manager shall return any government furnished identification card to quality assurance personnel or Security Forces. Contractors shall expect delays entering the base and entry and exit of restricted areas. If, for any reason, Security Forces or any military member detains a contractor or contract employee, the contractor is to comply with their request and is not to become combative or argumentative. Contractors shall be required to undergo Antiterrorism
Level I training within 30 days after contract award.
1.5. FUNDS
Unless specifically stated below, all services required by this Performance-based Work
Statement shall be provided for in the contract price. All non-appropriated monies used to implement and/or execute events and activities not directly and specifically funded for in the appropriated fund contract, i.e. contributions, donations, fund-raisers, participant tuition, designated offerings, gifts, scholarships, etc., will be processed by and maintained by the 501
CSW RAF Alconbury Chapel Tithes and Offerings Fund. Requests for fund-raising activities, as well as any and all expenses shall be processed in accordance with all applicable policies, directives and instructions affecting Chapel Fund operations and AFIs. The contractor will provide an accounting of all funds received and spent, including receipts, to the Wing Chaplain and/or the designated chaplain on staff, within 10 days of receipt or expenditure.
1.6. HOURS OF OPERATION
Normal RAF Alconbury Chapel workdays are Monday through Friday except US Federal
Holidays. Hours of operation for Chapel staff are from 0900 to 1500 daily. Regular meetings will not be held during the below US official holidays.

1.7. APPEARANCE
Contractor employees shall present a neat and professional appearance.
1.8. PHYSICAL SECURITY
In the interest of installation security, all vehicles and personnel entering and operating on the installation are subject to search at any time by installation Security Forces.
1.9. EMPLOYEES
1.9.1. The Contractor shall not employ any person who is an employee of the United States
Government if the employment of that person would create a conflict of interest. In addition, the
Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106 Air Force
Industrial Labor Relations Activities. The Contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours or deployment. The abrupt absence of these personnel shall not constitute an excuse for nonperformance under this contract.
1.9.2. The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
1.10. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE
NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT
COMMANDER: Contractor access to the installation may be denied during a national emergency or crisis situation called by national command authorities, or overseas combatant commanders. Such circumstances are deemed beyond the government's control and access to the installation may be limited in such circumstances on the basis of public safety and installation security. Should limited access be necessary, the responsible squadron will inform the contactor in writing and identify the date when services may resume, if possible. The contractor will not be held liable for lost time during these situations.
1.11. ORGANIZATIONAL ACTIVITIES.
If determined appropriate by the Commander, Contractor personnel may be invited to participate in organizational events (i.e., organization days, grand openings, etc.) at their place of duty in a paid status. Participation is subject to contractor approval. Contract personnel are not entitled to participate in morale and welfare activities and be paid by the government. The contractor can allow their employees to participate at company expense and have the contract amount reduced.
1.12. INSPECTIONS
The Contracting Officer and chapel staff may observe the contractor at any time to assure that the programs and services are operating in accordance with this PWS. The Contracting Officer and chapel staff may inspect files and records at any time.
1.13. WORKING WITH CHILDREN BACKGROUND CHECK
In accordance with DoDI 1402.5, “Criminal History Background Checks on Individuals in Child
Care Services,” a Criminal history background check must be initiated and completed for each
Contractor employee before being allowed to work with children under the age of 18. The Unit
Program Coordinator shall initiate, receive and maintain all background checks. All results shall be maintained by the Unit Program Coordinator. To meet this requirement, all Contractor employees working with children under the age of 18 shall have an applicable Child Care
National Agency Check and Inquiries (CNACI) or Criminal Records Bureau (CRB) check.
There is no charge to the contractor for these checks.
1.13.1. CHILD CARE NATIONAL AGENCY CHECK AND INQUIRIES (CNACI).This
Paragraph applies to US Citizens (who do not meet UK residency requirements) and Third
Country Nationals (who have maintained a residency in the US).
CNACI is required for childcare providers, volunteers, service workers and others who work with and around children under the age of 18 unsupervised. CNACI is required for these personnel unless the employer or volunteer is within line of sight and under direct observation of an individual whose CNACI background check has been adjudicated as favorable and with no derogatory reports. CNACI background checks are conducted by the Office of Personnel
Management (OPM).
1.13.1.1. Individuals with a prior DoD affiliation must also complete an Installation Records
Check (IRC), which includes an installation law enforcement check, drug and alcohol records check, and a check of the Family Advocacy Program (FAP) records for a minimum of 2 years before the date of the application.
1.13.2. CRIMINAL RECORDS BUREAU (CRB) CHECK: This Paragraph applies to Non-
US Citizens and US Citizens who meet UK residency requirements.
In accordance with DoDI 1402.5 Enclosure 3, Para.1-d all Foreign National with the potential of unsupervised access to children under the age of 18 require a CRB check conducted by the
UK Government. The chapel shall be responsible for the initiation of all background checks upon contract award.
1.13.3. REQUIRED DOCUMENTATION.
The Contractor shall provide a summary spreadsheet listing of all employees proposed to perform under this contract, with the employee’s name, position, date background checks were initiated and completed. It shall be the Contractor’s responsibility to update the spreadsheet as necessary.An employee statement in accordance with AFI 34-248 shall also be provided.
Failure to fulfill these requirements, in sufficient time to replace an employee, will not relieve the Contractor of their responsibilities under this contract.
1.14. BASE ACCESS SECURITY REQUIREMENTS
1.14.1. The Government will submit an investigation request for contractor employees on an
AF Form 2583 “Request for Personnel Security Action,” at no cost to the contractor.
Contractor employees must successfully pass a National Agency Check (NAC) US or Host
Agency Check (HAC) to be eligible to perform on a Government installation.
1.14.2. Local national Contractor employees requiring access to United States Air Force-occupied United Kingdom bases must comply with Air Force Instruction (AFI) 31-501
(USAFE Sup), and all local Security Forces requirements. In the UK, this HAC is conducted by the Ministry of Defence (MOD) Defence Vetting Agency (DVA). This is an overview and does not contain all the specifics contained in the Instruction.
1.14.3. New Contractor employees may be escorted onto the installation, only, to fill out paperwork listed on paragraph 1.13.5.3. The employee is not to start work until all required paperwork has been submitted to the appropriate office.
1.14.4. Prior to beginning employment on the installation, individuals must, at a minimum, have a completed Local Files Check (LFC). Individuals with LFCs, are required to be escorted by an authorized US citizen (reference Instruction 31-501 for US citizen clearance requirements or a local national with a Security Check (SC) who has escort authority.
1.14.5. Contractor employees have the right to obtain a copy of the background check report from the Security Monitor. Contractor employees have the right to challenge the accuracy and completeness of any information contained in the report through the Privacy Program described in DoDI 5400.11-R. The CO shall inform the Contractor of employees whose criminal history background checks result in an unfavorable report.
1.14.6. Contractor employees who have previously received a background check must provide proof of the check to the Security Monitor who will determine if and when a new background check is required.
1.14.7. Investigation renewal. All employees renewing their background investigation will complete an MOD Form 1109, Security Questionnaire. On the front cover of the form, under
General Details, the employee will mark the appropriate block indicating a security questionnaire has been completed before and will complete the form with current information.
Renewal paperwork should be submitted 6 months prior to the current background expiration date to avoid a possible lapse in installation access.
1.14.8. The Non-Commissioned Officer-In-Charge (NCOIC) of Chapel Operations will be the point-of-contact for processing security clearances. They will provide necessary documents to
Contractor employees, compile completed forms, submit documents to Security Forces, and sign USAFE Form 79. The following must be accomplished ‘in-turn’ for all new Contractor employees.
The contractor will complete the following forms provided by the Government:
-Completed USAFE Form 19, Residency Check for Employment with United States Air Forces in Europe
- Completed AF Form 2583, Request for Personnel Security Action
- Completed Basic Check Verification Record (BCVR) (verified and signed by unit submitter)
2.0 SERVICE SUMMARY: The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS provided information on contract requirements, the expected level of Contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.
Performance Objectives PWS para. Performance Standard
The contractor shall ensure that adult 1.2.1 Zero Deficiencies supervision and leadership are present at least 30 minutes prior to the start time of scheduled activities with participants under the age of 17 and remain present until the last participant under the age of 17 has departed the location.
The contractor is responsible for assisting the
Catholic Chaplain in planning and execution of various RE programs including regular age-appropriate classes, sacramental classes, Vacation Bible School, and the RE program’s yearly kick-off.
1.2.2 – 1.2.18 No more than 1 discrepancy in a 30 day period.
3 GOVERNMENT FURNISHED PROPERTY/SERVICES
3.1 PROVIDED PROPERTY/EQUIPMENT. The Government will make available the office space for one individual, a desk, a chair, a computer, and telephone. The equipment provided will be incidental to the place of performance to perform tasks in accordance with this contract.
Contractor will be required to maintain this facility and equipment as similar facilities and equipment occupied by the Government. The security of any contractor owned property shall be the responsibility of the contractor and the Government is not liable for losses or damage incurred by the contractor.
