PERFORMANCE WORK STATEMENT
CATHOLIC RELIGIOUS EDUCATION / PARISH COORDINATOR
1 FEB 2011
1. DESCRIPTION OF SERVICES/GENERAL INFORMATION
1.1. POSITION DESCRIPTION. This is a non-personal services contract to perform as the
Director of Catholic Religious Education (RE) and Parish Coordinator at RAF Alconbury, England. The Catholic RE/Parish Coordinator serves as resource person, advisor, and coordinator of Catholic Religious Education (CRE) for the RAF Alconbury Catholic Parish.
S/he coordinates the RE program for all, children and adults, to include Children’s Church, Sacramental Preparation i.e. First Communion and Confirmation, and also the Rite of Christian
Initiation for Adults (RCIA). S/he will provide a program conducive to the increase of their understanding of God’s love under the rules and guidelines set forth by the Archdiocese of the
Military Services, USA in harmony with the Catholic chaplain. S/he is responsible for assisting the Catholic Chaplain with administrative support of the Holy Family Catholic Community. The contractor will assist the Catholic Chaplain with overall calendar development, will lead the religious education program, will make recommendations for the establishment of the annual religious education budget, and conduct publicity as determined by the chapel staff. The
Religious Education Coordinator (REC) conducts and coordinates the Catholic Religious
Education program as required by the Catholic chaplain in charge of Religious Education and/or the Installation Chaplain.
1.1.1. LOCATION. Facilities will be provided as necessary during the performance of the contract. Primary facilities for the services provided will be the RAF Alconbury Base
Chapel and the Alconbury chapel annex. Some off-site service is anticipated.
1.1.2. HOURS OF OPERATION. Normal duty will require a minimum of eighteen hours per week. The primary hours shall be performed during the regular duty hours of the
Chapel and Sundays. These hours will include some evenings and weekend work. Ten of these hours will be stated office hours during regular duty hours of the Chapel, Monday through Friday as determined by contractor and Catholic chaplain. Three of the hours will be on Sunday. The remaining five hours will be at contractor’s discretion during duty hours as approved by the Catholic Chaplain. Duty hours are flexible. If contractor anticipates working excessive hours in the evenings or weekend during a particular week, day hours can be adjusted as approved by the Catholic Chaplain.
1.2. CONTRACTOR DUTIES AND RESPONSIBILITIES
1.2.1. Under the direction of the Catholic Chaplain, the contractor will co-plan and implement a complete program of religious education for Catholic personnel and their families at RAF Alconbury. The contractor will also integrate appropriate programs with the Protestant Religious Education Coordinator, to augment the social and community service dimensions of the Chapel Religious Education program (i.e. Vacation Bible School).
1.2.2. The contractor shall ensure that adult supervision/leadership is present at least 10 minutes prior to the start time of scheduled activities and remains present until the last participant under the age of 18 has departed the location.
1.2.3. Contractor shall coordinate reservation, set up, clean up, and lock up of the Chapel or
Chapel Annex facilities needed for religious education activities. Contractor shall safeguard all facilities, property, equipment and supplies before, during and after all religious education activities.
1.2.4. Coordinate Sunday Masses and Holy Day Masses.
1.2.5. Keep the Catholic Chaplain informed on the status, items of note, problem areas and support requirements of the religious education/parish program at all times.
1.2.6. Assist Catholic Chaplain in planning and supervising various parish, liturgical and non-liturgical programs to include Vacation Bible School, special Christmas celebrations, an
Easter Egg Hunt, RE program yearly kick-off, and other special events throughout the year appropriate to the education program or as directed by the Catholic Chaplain. The contractor may recruit and recommend volunteers to conduct the actual programs and instruction.
1.2.7. Organize and coordinate welcome and farewell activities including certificates for individuals and families leaving the Catholic parish community.
1.2.8. Assist temporary priest with daily activities as necessary.
1.2.9. Maintain current literature and handouts.
1.2.10. Responsible for recommending the purchase of all programs supplies; submitting purchase recommendations to the NCOIC of Chapel programs or Catholic Chaplain for all necessary supplies in support of RE programs
1.2.11. Distribute necessary education support materials, prepare teacher and student calendar, assign classrooms and teachers, and supervise student recruitment and registration.
1.2.12. Compile and maintain parish registers, minister and volunteer rosters.
1.2.13. Provide weekly volunteer hours and monthly statistical reports, as required to the
Chapel; and report sacramental records for Baptism, Confirmation, Eucharist, and
Reconciliation, and any other CRE related certifications to the Archdiocese for Military
Services, USA, as necessary.
1.2.14. Coordinate with Catholic Chaplain to plan, prepare, schedule, and conduct teacher training workshops and teacher meetings as needed. Ecumenical workshops and meetings are encouraged.
1.2.15. Under the guidance of the Catholic Chaplain, monitor all teachers, helpers, and administrative staff who participate in the RE program. Contractor will periodically observe all teachers in the classroom setting to ensure accountability and professional, effective teaching skills are implemented. Contractor is responsible for creating a professional educational atmosphere for teacher, students, and parents.
1.2.16. Under the guidance of the Catholic Chaplain, contractor will organize parish activities and coordinate volunteers for programs such as Christmas Masses, Stations of the
Cross, Lenten Lunches, Confirmation Retreat and activities, etc.
1.2.17. Prepare and submit to the NCOIC a monthly statistical report covering attendance at all CRE programs including all Sunday school, teacher training, and other laity training programs falling within the CRE Program.
1.2.19. Contractor will recommend recognition of teachers on an annual basis by certificate, award and/or social event and on teacher departure. Contractor will also arrange for recognition awards and social events in appreciation for all parish volunteer workers.
1.2.20. In coordination with the Catholic chaplain, contractor develops job descriptions, interviews, and placement of volunteer teachers and assistants. Placement will ensure that instructional roles fit qualifications, based on subject material, personality, and experience.
Contractor will recruit, recommend, and train qualified teachers, substitutes, assistants, and administrative staff members for the entire CRE program on a quarterly basis.
1.2.21. Be present each Sunday at the CRE program unless a serious reason prohibits or on leave. 24-hour notification is required to the Chapel if contractor cannot perform any service herein. Contractor shall provide a qualified substitute, as defined by qualifications herein, approved by the Catholic chaplain, in the event of illness, emergency leave, or any other absence.
1.2.22. Assist the Catholic chaplain in planning the annual program budget, accomplishing the RE portion to be reviewed by the parish budget committee, Catholic chaplain and the
CTOF Account Manager and to be available to the CTOF Financial Working Group by 1
August of each year.
1.2.23. Develop a proposed 12 month Calendar of Events, to be submitted to the Catholic chaplain by 1 August of each year.
1.2.24. Follow directives pertaining to funds and facility security, safety and other instructions pertaining to the religious education program.
1.2.25. Coordinate publicity, newsletters and any information distributed to staff, children, or parents with the Catholic chaplain prior to its distribution.
1.2.26. Occupy an active seat on the Catholic Parish Council and report CRE program status, needs, problems, etc, at the monthly Parish Council meeting.
1.2.27. Inform the Catholic chaplain of disciplinary problems or parental inquiries.
1.2.29. Coordinate information for publication in weekly bulletin, calendar, general intercession and pulpit announcements.
1.2.30. Contractor will provide a CRE roster of volunteers, teachers, substitutes, assistants, and administrative staff. This list will be maintained by the Chapel to safeguard privacy and ensure appropriate background checks have been made. Contractor will register students and Sacramental candidates and maintain an accurate and accessible database of all students in the CRE program.
1.2.32. Contractor will ensure appropriate background checks are completed for all volunteers working with children as required by Governing Regulations.
1.2.33. Contractor shall be familiar with and ensure compliance with provisions of the
Privacy Act, Freedom of Information Act, and limitations on government collection of personal and statistical data on non-affiliated personnel. Applicable government regulations concerning these Acts will be made available to the contractor for review by the Privacy Act
Monitor.
1.2.34. Performs receptionist duties as necessary at the discretion of the installation chaplain.
1.3. PROFESSIONAL REQUIREMENTS
1.3.1. Contractor MUST have a completed and approved CNACI and Installation
Records Check (IRC) or, for local nationals, completed and approved Enhanced CRB, DCII and FBI check (if applicable). Contractor may work with children while within line-of-sight of an Active Duty member with a favorable IRC and JPAS on file or a civilian with an approved IRC and CNACI on file.
1.3.3. College education is desirable, but not a requirement.
1.3.4. Previous experience is desirable.
1.3.5. Have a solid knowledge of the Catholic Faith and Church’s Traditions, teachings, liturgy, and rites and be loyal and obedient to the Pope and Church’s Magisterium.
1.3.6. Be able to assist with teacher and lay ministers training as necessary, directed by the Catholic Chaplain.
1.3.7. Be a positive, motivated, and self-directed individual with the breadth and depth of knowledge necessary to accomplish the day-to-day coordination of the Catholic
Community.
1.3.10. Must be able to communicate the needs and goals of pastoral program to the chapel community.
1.3.11. Computer experience with Microsoft Office (Word/Excel/PowerPoint), database management, and accounting programs in a Microsoft Windows setting is desirable.
1.3.12. Applicant shall provide chapel with names of primary and alternate points of contact telephone numbers.
1.3.14. The contractor, while in the performance of duties, must wear appropriate attire, present a neat and clean image, and must not possess any visible tattoos or body piercing.
1.3.15. Contractor will be a collegial member of the Chapel community, working cooperatively with the Chapel staff.
1.5. SCOPE OF WORK. All work shall be accomplished within the policies and guidance of the Air Force Chaplain Service, Air Force Instructions, and Alconbury Chapel Operational
Instructions (et al herein named Governing Regulations). Contractor will not be paid for time off. The contractor consults, coordinates with, and is monitored by the Catholic chaplain.
1.6. ACCOUNTABILITY. Contractor shall be accountable to the Catholic chaplain.
Contractor shall ensure personal property is clearly marked and identified to preclude misidentification as Chapel property. Contractor shall be liable for loss, damage, or theft of
Chapel property due to contractor’s carelessness and/or negligence. Negligence will be determined by appropriate investigative or Report of Survey findings.
1.7. GOVERNMENT REMEDIES. The Contracting Officer shall follow FAR 52.212-4, Contract Terms and Conditions – Commercial Items (Sep 2005) for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
1.8. EMPLOYEES. The contractor shall not employ any person who is an employee of the
United States Government if the employment of that person would create a conflict of interest.
In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106.
The contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours or deployment. The abrupt absence of these personnel shall not constitute an excuse for non-performance under this contract.
1.9. PHYSICAL SECURITY. In the interest of installation security, all vehicles and personnel entering and operating on the installation are subject to search at any time.
1.10. SECURITY REQUIREMENTS. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the installation, shall abide by all security regulations of the installation. When any employee no longer works for the contractor at the installation, the contract manager shall return any government furnished identification card to quality assurance personnel or Security Forces. Contractors shall expect delays entering the base and entry and exit of restricted areas. If, for any reason, Security Forces or any military member detains a contractor or contract employee, the contractor is to comply with their request and is not to become combative or argumentative. Contractor shall be required to undergo Antiterrorism Level I training prior to work start. The training will not exceed 30 minutes and will be conducted at RAF Alconbury by the Installation Antiterrorism Officer.
2. SERVICES SUMMARY

3. GOVERNMENT FURNISHED PROPERTY
3.1. Office, desk and equipment. The Chapel will furnish office space at the Chapel with appropriate office furnishing and equipment for the support of the contractor only in the actual performance of services herein. Said office is not permanent or dedicated solely for the use of the contractor. Appropriate office furniture and equipment includes a desk, chair, filing cabinet and, subject to availability, copier services, audio-visual equipment, curriculum, and standard classroom supplies.
3.2. Application forms and fees for Criminal History Background check on individuals in Child
Care services. This is referred in USAFEI 52-104 as a Child Care National Agency Check and
Inquires (CNACI).
3.3. The chapel will not be liable for loss, damage, theft, storage or maintenance of personal equipment.
3.4. The chapel will provide appropriate, periodic training and resources applicable to religious education, in accordance with Governing Regulations.
3.5. The chapel will provide the following non-monetary support-in-kind to facilitate the accomplishment of ministry: Local telephone access and limited use of long distance telephone access as required by this position.
3.6. The chapel will provide access to and use of computer equipment, to include LAN accounts, provided that the contractor meets necessary security qualifications (e.g., National Agency
Center (NAC) clearance or other acceptable clearance.
3.7. The chapel will provide facilities as needed.
