STATEMENT OF WORK

FOR

Fuels Office Niamey, Niger

26 Jun 2017

1. Description of Requirement. The contractor shall provide prefabricated or re-locatable facility that will serve as a fuels office and a fuels lab in one building with two separate rooms of the same size. Must have an exit door from the fuels lab and the fuels office.

2. Site Specifications

2.1 Site Location. Facility will be located in Niamey, Niger, Africa on a U.S. military installation. The office will be set up on concrete blocks provided by the contractor.

3. General Requirements

3.1 Delivery and installation of the fuels office and fuels lab.

3.2 The individual unit will have the dimensions of standard shipping container [width/height/length; 8ft x 8.5ft x 40ft (2.4m x 2.6m x 12.2m.)] Any dimensional variations will need to be approved by the contracting officer.

4. Technical Requirements

4.1 Fuels Lab: All electrical outlets will be a minimum of 120 cm (approximately 4ft) off the floor. A total of five equally sized cabinets will be installed. A continuous stainless steel counter top will be installed over the cabinets. The countertop shall be 450 cm (approximately 15 feet) long and 60 cm deep. The countertop shall be 100 cm tall.

Each cabinet shall have two doors.

4.2 Flooring: The floor covering of each unit will consist of a commercial, heavy traffic PVC or heavy traffic vinyl product. Floors shall have a non-slip finish.

4.3 Walls:

4.3.1 Paneling: Interior walls will be clad with paneling of at least 7mm thickness. Color will be white, off-white, or tan.

4.3.2 Exterior Color: Units will be utilized in a hot climate so exterior will be light in color to reflect heat.

4.3.3 Insulation: All walls and ceilings will be insulated with fiberglass, polystyrene, or similar insulation to achieve an insulation rating of 0.50 Watts/square meter-Kelvin or better.

4.4 Doors: Both rooms shall have exterior doors that open to the outside located on the same side of the unit. Egress requirements will comply with NFPA 101, Chapters 7 and 38, for egress except that all exits, including grade level exit doors, exit stairs, and fire-rated exit passageways must discharge directly to the exterior to public ways. Locksets will be keyed with pin-tumbler type locks and four (4) keys will be provided for each exterior door as part of this contract. Both locks shall be the keyed the same. The two rooms shall also be connected to each other via an internal door. The interior door does not need to have a lock.

4.5 Finishes: All finishes must be applied to the building prior to delivery. If the finishes are damaged in transit the contractor is responsible to correct these deficiencies.

4.6 Sink: A sink will be installed on the same wall as the cabinets and will come equipped with a mechanical oil-water separator on the drain line. The oil-water separator shall not require consumable filters. The sink shall have a cold water valve only. The contractor will include a ¾ inch water connection and one inch (2.54 cm) drain line connection through the wall. The contractor does not need to connect the sink to a water source or a drain.

5. Mechanical

5.1 HVAC: HVAC shall be designed to maintain an interior temperature range of between eighteen and twenty seven degrees Celsius (17-24o C), and an air exchange rate of not less than four (4) times the total volume of air within the structure per hour.

5.1.1 Each room will have a wall mounted split air conditioning unit with an integral dehumidification and air purifying control option. Each unit shall provide heating and cooling. All tubing/piping must be included and connected by using flared fittings. Adequate foam insulation to insulate the tubing/piping must also be included. The HVAC units shall be supplied with the appropriate filter(s) and refrigerant necessary to put the units into operation. The HVAC units shall be 110V/60Hz.

5.2 Exhaust Vent: One exhaust vent will be provided, centered over the middle of the stainless steel countertop. The vent will have include galvanized metal ductwork with a minimum diameter of 10 cm include galvanized metal ductwork that flares to 30 cm at the bottom. The ductwork will terminate 75 cm above the countertop. The vent will include an exhaust fan that can easily be turned on or off, and will exhaust air at a minimum exchange rate of no less than four (4) times the total volume of air within the structure per hour.

6. Electrical

6.1 General: Follow the IEC 60364 for 60 Hz, UFC 3-501-01 Electrical Engineering, and UFC 3-510-01 Foreign Voltages and Frequencies Guide.

6.1.1 All non-current carrying metal parts shall be electrically bonded to each other to prevent any touch potential. All bonded metallic parts shall also be grounded to the main service panel for each facility

6.1.2 The main service entrance rated panelboard will be sized to handle the calculated demand load of the facility, rated to withstand the available fault current, include 20% spare branch circuit breakers and 10% spare capacity based on the demand load KVA and located within the office.

6.1.3 Main service entrance panelboard will have a surge protection device (TVSS) provided.

6.2 Power: The electrical panel for each unit will be in an easily accessible location near the exterior door of the office. The panel will include a minimum of 2 additional empty breaker positions covered by blanks. Must be 110V/60 Hz.

6.2.1 Disconnect: Must have an exterior disconnect. Also there is to be no splicing or connections made within the wire race ways. All connections will be in approved junction boxes.

6.2.2 Wiring: All electrical wiring must comply with IEC 60364.

6.2.2.1 All above grade wiring shall be installed in metallic conduit. Use only galvanized IMC or RGS conduit with threaded fittings. PVC is not permitted for above grade distribution.

6.2.2.2 Minimum interior above grade conduit size is 21 mm (3/4 inch).

6.2.2.3 Minimum wire size is 4 mm sq (AWG #12) and shall meet IEC 60364 (60Hz) requirements

6.2.2.4 Install all interior conduit runs surface mounted.

6.2.2.5 Grounding: All facilities shall be grounded per the IEC 60364.

Building grounding will consist of driven ground rods near the service entrance panel to result in a maximum of 25 ohms of ground resistivity measured after 3 days of dry weather. The neutral will be bonded to the ground at the service entrance panel.

6.2.3 Receptacles: The receptacles will be American-style 15-Amp duplex receptacles. Each room will have a minimum of 12 receptacles, evenly spaced around the room.

6.2.4 Lighting: Lighting fixtures shall be of a quantity and arrangement to meet a luminance level of five-hundred (500) Lux or Forty-six (46.5 fc) at one meter above the finished floor (work plane height). Provide an exterior-mounted (IP55) non-incandescent lighting fixture above each exterior door.

7. Fire:

7.1 Detectors: Each office must have one (1) ceiling-mounted smoke detector. All smoke detectors much be hard wired into the building and not be powered by batteries.

7.2 Egress Requirements: Provide egress in accordance with UFC 1-201-01.

7.3 Exit Signs: Provide approved exit signage (UFC 3-600-01, 2-5.2 and NFPA 101, 12.2.10).

7.4 Fire Suppression: Portable Fire Extinguishers must be installed in accordance to NFPA 10 in all units.

7.5 Fire Rating: Each exterior wall of the building that faces an exposing building must be rated at one hour with opening protective in accordance with IBC Chapters 6, Types of Construction, and 7, Fire and Smoke Protection Features, requirements.

8. Assembly:

8.1 Installation: Contractor shall provide complete delivery, assembly and installation of complete and usable facility.

8.2 Components: Contractor shall provide all hardware, flashing, sealant, etc. necessary to connect the units together into complete and usable, weather-tight, structurally sound facilities, once delivered and assembled.

9. Delivery

9.1 Requirements: Contractor shall provide full delivery of modular units to Diori Hamani International Airport at Niamey, Niger (address below), to include any/all processing through ports and/or customs. Delivery will also include transportation from the port to Air Base 101 and offloading at the location on the base as designated by an Air Force agent. The contractor will contact the delivery POC 3 days prior to actual delivery. Contractor will be responsible to secure/provide a crane or forklift to unload and place the units at Air Base 101 . Contractor is responsible for any and all country clearance requirements (passports, visas, etc) for contractor personnel to enter the country of Niger. Contractor is responsible to obtain proper clearance for personnel entering Airbase 101 for purposes of transportation, offloading, placement and assembly of the units.

9.2 Location:

3. General Requirements
