Q1: Requirement 3.1 requires "Removal and replacement of nine (9) existing latrine and shower units." Please describe the existing units so that an informed quotation can be provided for their removal. For example, what is their construction type and how are they attached to the ground.
Further when "removed" from the existing site where should the existing units be moved or otherwise disposed?
A1: The existing units are portable units approximately 20' x 8' x 8'. They run on 208/220V. The plumbing fixtures are 4" for the main waste, and approximately 1" for the supply. The units are placed on blocks on a concrete pad. The removal referenced is a complete removal from AB 101, and they should be disposed of in an environmentally friendly manner off base.
Q2: Will the USG provide a tax exemption certificate or document so that items imported to Niger may enter free of import duties and taxes of any kind?
A2: The Government is tax exempt in Niger per the Status of Forces Agreement and will provide customs exoneration for the goods traveling into Niger.
Q3: Are there obstacles for a crane?
A3: There are obstacles for a crane; however, the units can be reached with heavy equipment to an extent. A crane for this load can be maneuvered into the area. See photos.
Q4: Can the existing units be positioned in a near storage area (provided empty and flat at care and charge of the customer)?
A4: The Government cannot ensure space for storage of existing units after removal. Once removed from the installation the contractor has full responsibility for disposal.
Q5: What are the requirements for the buildings walls?
A5: Walls must meet the requirements of Statement of Work Paragraph 4.5.
Q6: For water heaters, will a 50lb capacity for latrine units and 500lb capacity for shower units suffice?
A6: This is acceptable.
Q7: Will there be assistance from a Government electrician?
A7: Government electricians can hook up the units to the grid after installation. The contractor cannot assume that Government labor will be available at their disposal. The contractor must complete all necessary labor to fully install the units.
