PART I – General Contract Requirements

1. General Requirements.

1.1. The Contractor shall conduct a geophysical survey within the boundaries of Chabelley Airfield (CADJ), located southwest of Djibouti International Airport in Djibouti City, Djibouti. The purpose of this survey is to determine if groundwater in an aquifer exists on the property, and if it does, to identify the most optimal location to drill a deep water well. The geophysical survey shall conform to the specifications provided in Part II.

1.2. All deliverables shall be given to the Contracting Officer.

1.3. The Contractor shall furnish all labor, materials, tools, equipment, transportation, expertise, supervision, communication, and all other items and services as necessary to complete the work described in this Statement of Work. The Contractor shall perform to the standards in the contract. The Contractor shall execute all work in a timely, safe and professional manner, in accordance with the applicable specifications, plans, drawings, and U.S. industry standard construction practices and techniques.

1.4. All increases, decreases, or modifications to the requirements specified in this Statement of Work must be directed by the Contracting Officer (CO).

2. Key Terms

2.1. Contract Manager: The Contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The name of this person and an alternate(s) who shall act for the Contractor when the Contract Manager is absent shall be designated in writing to the Contracting Officer prior to contract performance. The Contractor’s manager shall be empowered with authority to make field decisions, which may arise in day-to –day operations without undue delay.

3. Military Installation Requirements.

3.1. The Contractor is responsible for the collection and off-base disposal of all debris, rubble, residue, and non-salvageable, unusable, and waste material generated in the performance of work under this contract. All such materials shall be disposed of at an off-base landfill by the Contractor or at an on-base location specified by the CO, if approved. The Contractor is not permitted to deposit any such materials in the air base’s trash collection containers or at any other location on the air base without prior approval by the CO. Disposal of materials shall be in accordance with all applicable host nation and international laws. The Contractor shall keep the site clean and free of trash and debris at all times. Loose materials must be secured at all times. Daily and final site cleanup is the Contractor’s responsibility.

3.2. Hazardous Materials. Materials classified as hazardous by rules, regulations, laws, and/or the Overseas Environmental Baseline Guidance Document (OEBGD) shall be handled and processed for disposal in accordance with those rules, regulations, laws, and/or OEBGD. The Contractor is responsible for all such materials that are residual from Contractor-furnished supplies and materials which were brought to the job site by the Contractor as well as any such materials identified in this document or the drawings.

3.3. In the event the Contractor brings any hazardous material on to CADJ, the Contractor shall notify the CO of the approximate quantities of the material to be used on the project and will supply a Material Safety Data Sheet (MSDS) of those materials in English.

3.4. The Contractor shall be responsible for the covering of open bodied vehicles transporting any material likely to create air pollution or become debris while on base.

3.5. All mud, dirt, debris, foreign objects, trash, or spills (including Sub-Contractors and suppliers) on a street or parking lot, used as access to the work site or staging area shall be cleaned off the same day or as soon as practicable or requested by the CO.

3.6. The Contractor shall immediately report to the CO to discuss any issues or incidents which may indicate potential imminent risk to Government personnel or the environment. Following the notification, the Contractor shall be available to the CO for instructions regarding remediation of the release.

4. Workplace Safety. The Contractor is responsible for the safety of his workers and the safety of all personnel on CADJ. The Contractor shall ensure that vehicles are operated safely and professionally at all time. Spotters are required when backing up vehicles. The Government reserves the right to halt work if unsafe workplace practices are discovered. Work shall remain halted until the safety issue is resolved to the Government’s satisfaction.

4.1. Smoking is prohibited inside buildings and within 15 meters (50 feet) of flammable and combustible liquids. Smoking is permitted only in designated areas.

4.2. The prevention of fire is imperative during construction projects. The Contractor is responsible for enforcing fire safety in his work area. The Contractor shall have serviceable fire extinguishers readily available at all times. Extinguishers shall be supplied by the Contractor. The Contractor shall report all fires to the Government escort. Upon discovery of a fire, the person who has discovered the fire shall yell “Fire!” three times notify the Government escort to evacuate the area.

4.3. If any item is discovered that may be unexploded ordinance, immediately alert the Government escort. The Government escort will contact appropriate agencies.

5. Contractor Furnished Items and Services. The Contractor shall furnish everything needed to perform all work under this statement of work and associated drawings, unless otherwise specified. All materials provided by the Contractor shall be new and match or exceed industry standard for projects of similar size and complexity. The Contractor’s equipment shall be in good repair and operate safely and efficiently. The Government reserves the right to inspect the Contractor’s equipment and/or tools. At no additional cost to the Government, the Contractor shall remove unsafe items from the job site. The Contractor shall provide any and all individual safety equipment necessary to comply with all local Government safety requirements.

6. Prohibited Material. The Contractor shall certify that products do not contain mercury, lead, hexavalent chromium, toluene, chlorinated solvents, hydrolyzable chlorine derivatives, nor any ethylene based glycol ethers and their acetates. When tested, the lead content shall not exceed 0.06% by weight of the dry film and the test for chromium content shall be negative. Additionally, US military uniforms, cellular telephones, mobile radios, pagers, laptops, or any other type of electronic devices, still cameras, video recording devices or any other type of electronic data collection devices and contraband (weapons, drugs, etc.), as determined by the Security Forces, are prohibited.

7. Security Requirements.

7.1. Prior to commencing execution of this contract, the contractor shall schedule a meeting through the COR to meet with Security Forces for an in-brief on CADJ’s security policy. The Contractor shall follow all existing security procedures and instructions applicable to CADJ that are discussed during the in brief. The Contractor is required to provide any and all materials as required by security personnel. The Contractor is responsible for providing required documents in a timely manner to maintain the submitted work schedule. Delays caused by documents not being submitted early enough are the responsibility of the Contractor.

7.2. If the contractor requires photographs for the execution of this contract, the contractor shall arrange to meet with Security Forces so that all photographs can be reviewed for approval. This shall be done prior to taking these photos off the base premises.

7.3. The Contractor shall be responsible for the physical security of all materials, supplies, and equipment, including property not owned by the Contractor.

7.4. The Contractor will need to submit their CV, identification of the business owner, identification of all employees that will be accessing the installation throughout the contract, and all vehicle registration documents for vehicles that will be used with pictures of the vehicle. This information will be compiled and sent at one time to the CO or designated representative no later than 30 days prior to start of work.

7.5. Force Protection Escorts: Due to security concerns at CADJ, the Government requires all Contractors and associated sub-Contractors to be in the presence of a US military escort at all times. This escort shall be provided by the US Government. Contractor personnel requirements shall be discussed with the CO. The Contractor will notify the COR at least 24 hours in advance when the total number of workers increases or decreases to different multiples of five. In addition, the Contractor shall notify the COR at least 24 hours in advance of the time and location that the Force Protection escorts shall meet the Contractor. The Contractor must make all attempts to promptly meet this appointment. If the Contractor is more than one hour late, the Contractor may not be granted access to the installation on that work day. The Contractor will not be able to resume work until new escort are arranged. The Government will not be held liable for any claim attributable to the Contractor’s failure to follow these guidelines for arranging and meeting Force Protection escorts. The Government will not be held liable for any delays prior to the Contractor reaching the entry control point and providing notification that he is ready to enter the installation. Contractor personnel operating on CADJ must adhere to all driving, safety, and access guidelines. Failure to adhere to these standards may result in barring of offending Contractor personnel from the base; delays caused by such barring are the responsibility of the Contractor.

7.6. Contractor shall provide personnel information on Foreign National (FN) and/or Local National (LN) personnel as requested by the CO.

7.7. The contractor shall become knowledgeable with and adhere strictly to existing security procedures and instructions applicable to CADJ. Contractor personnel working on CADJ shall hold a current identification (ID) badge necessary to gain access through the CADJ gate without intervention or assistance. The U.S Government shall not be liable for delays resulting from CADJ pass coordination/approval. Contractor shall allot time into its schedule for procuring passes for all its workers.

8. Emergency Situations. Installation access may be restricted at any time. Restricted access is reserved for emergency actions, exercises, or increased installation security.

9. Contractor Responsibility.

9.1. The Contractor is responsible for the wellbeing of their workers. The Government will not be responsible for supplying food or water to workers. The Contractor should bring enough food and water for his workers to last the entire work day.

9.2. The Contractor is responsible for transportation and lodging for their workers.

9.3. The Contractor shall provide a Contract Manager that can make decisions for the Contractor and who is responsible for the performance of the work. The on-site manager shall be designated in writing when the contract is awarded, and must always be present during work hours. The on-site manager shall read, write, and speak fluent English. Additionally, the on-site manager shall have sufficient technical knowledge with regard to the requirements prescribed in this Statement of Work. The COR shall have the right to request for a replacement of any individual not deemed acceptable to the Government at any time.

9.4. All materials and articles requiring approval shall be submitted by the Contractor using the AF Form 3000. Any material used without or before Government approval is subject to removal, at no additional cost to the Government. The Contractor shall submit material samples, design drawings, and related calculations to the CO for approval a minimum of five (5) calendar days prior to procurement and placement of that particular material and construction respectively. This is to preclude approval of a completed design package preceding any construction placement thereby completing delivery orders expeditiously. Upon review by the Government, the submittal along with any comments will be returned to the Contractor within five (5) calendar days. If required, the Contractor shall modify the submittal per Government’s comments and resubmit within five (5) calendar days. Upon final approval, the Contractor shall commence with the delivery and/or service accordingly.

Statement of Work Geophysical Survey

PART II – Geophysical Survey Specifications

1. The Contractor shall conduct a geophysical survey within the boundaries of CADJ located southwest of Djibouti International Airport in Djibouti City, Djibouti. The purpose of this survey is to determine if groundwater in an aquifer exists on the property, and if it does, to identify the most optimal location to drill a deep water well.

2. Scope:

2.1. The survey area is approximately 1.3 square kilometers (248 acres) and is identified by the GPS coordinates in Appendix A. A geophysical survey shall be accomplished to a depth of 500 meters (1,640 feet) across the entire area.

2.2. The geophysical survey can be accomplished using any internationally recognized method, provided the method used by the Contractor can identify the potential for groundwater up to 700 meters (2,300 feet) in depth.

2.3. The Contractor should sample the survey area at the Manufacturer’s or internationally recognized frequency. For example, if a particular geophysical survey method is typically conducted in subsequent tests along a series of parallel lines with an offset spacing of 100 meters, then the Government will accept the results of tests conducted at this frequency.

3. The Contractor shall secure the services of a hydrologist or subject matter expert on identifying optimal water well locations in sub-Saharan Africa. This individual shall be involved with planning and conducting the survey. Additionally, this individual shall be involved with writing the report summarizing the findings and identifying the most optimal location to drill a water well on CADJ.

4. The period of performance for this contract is 30 days after issuance of the Notice to Proceed.

5. Products:

5.1. The Contractor shall provide the following documents at the conclusion of the Geophysical survey in an electronic (ArcGIS/AutoCad/PDF documents) and hard copy format. All products shall be in English and be submitted to the Contracting Officer no later than the end of the period of performance.

5.1.1. Report summarizing their findings and surveying methodology, including but not limited to an aquifer analysis, permeability profiles, and a water table delineation.

5.1.2. Graphical output of each individual test conducted.

5.1.3. Graphical output summarizing the most optimal locations to drill a well on CADJ.

5.1.4. GPS coordinates indicating the location and depth of the most optimal well drilling locations on CADJ.

5.1.5. An estimated range of water well production (in liters and gallons per minute).

5.1.6. GPS location of any potential voids or hazards below the ground that were identified during the Geophysical Survey.

5.2. All products must be in accordance with the following references, standards, and specifications:

6. Quality Control:

6.1. The Contractor shall conduct the Geophysical Survey in accordance with manufacturer and internationally recognized best practices and procedures. These practices and procedures shall be delineated in the Contractor’s proposal

7. Quality Assurance:

7.1. The Government will periodically observe the survey work being conducted by the Contractor to ensure that the survey is being conducted in accordance with the Contractor’s stated procedures, the survey equipment manufacturer’s procedures, and the internationally recognized best practices.
