The following RFQ is for procurement of Inductively Coupled Plasma Mass Spectrometer (ICP-MS).

Please review this entire document and any attachments in full. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The North American Industry Classification System (NAICS) code for this procurement is 334516. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Minimum Clinical Performance Requirements

Radio Frequency Generator – The radio frequency (RF) generator provides a constant source of energy to maintain the plasma.

A sample inter face – The sample interface is a crucial part of the ICP-MS, comprising a pair of water-cooled cones that allow ions from the sample to enter the high vacuum region. The sampler cone allows only the central channel of the plasma (where the sample ions are formed) into the intermediate vacuum region.

Mass Analyzer – Once they pass through the high vacuum region, elemental masses of the sample are separated using a mass analyzer. There are two types of mass analyzer typically used in ICP- MS, quadrupole and magnetic sector.

Magnetic sector mass analyzer – A magnetic sector mass analyzer works by applying a force on charged ions as they pass through a magnetic field.

Ion detection – After mass separation, ions must be detected and amplified in order to determine their intensities. Two types of detector are typically used: Faraday cups and electron multipliers.

ICP Mass Spectrometer must meet the following specifications:

- Mass range 1-285 amu

- Collision/Reaction cell with scanning triple quadrupole

- The Collision/Reaction cell gas controller of three channels or higher

- Helium gas is selectable as collision cell gas

- 34MHz solid state RF generator

- Skimmer cone diameter of 0.9 mm or higher

- Gas dilution range of x200 or higher

- Data acquisition rates of 10 usec or lower

- Benchtop ICP-MS System

Auto sampler must meet the following specifications:

- Must be compatible with ICP Mass spectrometer unit

- Number of sample: 50 or more

ADDENDUM TO FAR 52.212-1

Addenda to 52.212-1 Instructions to Offerors - Commercial Items. (JAN 2017)

Quotation Preparation Instructions.

(1) To assure timely and equitable evaluation of proposals, quoters must follow the instructions contained herein. Quoters are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist

Part II- Technical capability of the item offered to meet the government requirement/specifications

(2) Specific Instructions:

(a) Complete the necessary fill-ins and certifications in provisions and in the on-line Representations and Certifications at www.sam.gov. Return the provision FAR 52.212-3, Offeror Representations and Certifications

- Commercial Items, along with the quotation. For other provisions and clauses in the solicitation, the quoter is required to submit the pages that require quoter fill-in.

(b) Submit an acknowledgment of the all solicitation amendments, if issued. PART I - PRICE QUOTE.

(c) Insert proposed unit price(s) and extended amount(s) in the Schedule of Supplies/Services for each Contract Line Item Number (CLIN).

(3) Documents submitted in response to this RFQ must be consistent with the following:

(a) Requirements of the solicitation (CLINs) and Government standards. For any items incidental to the requested service, the contractor SHALL specify the quoted item(s), manufacturer, part number, etc. that meets the requirements specifications.

(b) FAR 52.212-2, Evaluation - Commercial Items, of this solicitation.

PART II - TECHNICAL PROPOSAL

Specifications of the products: The offeror shall submit corresponding characteristics in relation to each equipment item requested. Incomplete or missing characteristics may result in a quotation being no longer considered for award. The parts quoted must meet the specifications required by the solicitation. Parts must meet or exceed specifications in regard to capabilities.

GENERAL INFORMATION

2. CORRESPONDENCE (questions, submittals, etc.). Formal communications/inquiries, such as requests for clarifications and/or information concerning the solicitation MUST be submitted in writing. When addressing questions concerning any aspect of the solicitation, please address questions to contract specialist, Ms. Marina Joyce Amosin.

Questions must be received NLT: 10 August 2020 (Mon), 11:00 am (Japan Time). The Contract Specialist shall receive the questions by email no later than date and time as specified. The Contract Specialist will answer questions that may affect offers in an amendment to the solicitation. The Contract Specialist will not disclose the source of the questions.

3. QUOTATION SUBMISSIONS.

Submit written offers only, oral offers will not be accepted. Offerors shall submit electronic copies of quotations via email. Files are not to exceed 10 MB. For larger files, use AMRDEC SAFE site to send submittals. By submitting an electronic copy, offers assume all risk of quotation not getting through security measures and firewalls. Only files created using Microsoft WORD, Microsoft EXCEL, and/or Adobe.pdf files will be accepted. No zip files, JPEG, MPEG files will be accepted.

Evaluation Factors for Award ADDENDUM TO FAR 52.212-2

52.212-2 Evaluation - Commercial Items. (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The awardee will be selected using Lowest Price Technically Acceptable evaluation procedures.

The following factors will be used to evaluate quotes:

1. Part I - Price 2 Part II- Technical FA527020Q0036

a. The parts quoted must meet the specifications required by the solicitation. Parts must meet or exceed specifications in regard to capabilities. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, will result in a binding mailto:marina_joyce.amosin.ph@us.af.mil mailto:adam.steward@us.af.mil contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Addendum to FAR 52.212, Evaluation - Commercial Items The following is inserted as new paragraph (d) of the provision:

(d) Basis for Contract Award: This is a competitive award determined by lowest price that meets the requirement specifications, and is conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Parts 12 and 13. By submission of its quote IAW the instructions provided in clause FAR 52.212-1, Instructions to Offerors - Commercial Items, the quoter accedes to all solicitation requirements, including terms and conditions and representations and certification. Failure to meet a requirement may result in a quote being determined unacceptable. The evaluation process will include the following:

(1) Quoters are cautioned to submit sufficient information and in the format specified in FAR 52.212-1 of this solicitation. The Government intends to award a contract without further interchanges with quoters.

Consequently, quoters are highly encouraged to quote their best quote in their initial submissions. However, the Government reserves the right to have interchanges with any or all quoters, if it is determined advantageous for the Government to do so. This statement is not to be construed to mean that the Government is obligated to have interchanges with every quoter (note that FAR Part 15 procedures do not apply to FAR 13 procedures, therefore formal discussions are not applicable). A quoter may be eliminated from consideration without further interchanges if its quote is not among those considered most advantageous to the Government based on a best value determination.

(2) Technical Acceptability (a)Offerors will be evaluated in accordance with the Addendum to FAR 52.212-1 and 52.212-2. Technical acceptability will be based on offerors successfully meeting the specifications of the solicitation. Parts must meet or may exceed specification in regard to capabilities.
