Section B: Description of the Supplies/Services Required

18 MDG has a requirement to purchase Planmeca X-Ray units, which are used daily on every patient that requires restorative treatment and new dental exams. These units document any new, ongoing, or future dental work that will be required for the best effective patient care. They must also be able to extend to reach the patient, and be maneuverable to a location that doesn't disrupt patient care when not in use. Additionally the units must be able to reduce the amount of radiation that the patients are exposed to as well.

Section C: Justification for Soliciting from a Single Source or Brand Name

18 MDG Dental Technicians and Biomedical Maintenance Equipment Technicians (BMETs) are trained in this specific equipment and utilizing a new tool will require extensive retraining costs. Different equipment will require members to be trained and certified to use and fix the equipment. Purchasing this brand of X-ray machine will also match existing equipment that is already installed at the 18MDG which will also in turn reduce maintenance costs.

Required unit(s) must also be compatible with the scanner (Air Technologies Scan-X) and software (MIAPCS) that are currently installed at the 18th MDG. Currently, Planmeca units are the only known source that has compatibility with both systems.

Section D: Efforts to Obtain Competition

Authorized resellers for these X-Rays are available, and able to bid on this requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Until the 18th MDG replaces the entire system being utilized for Dental Care, or a new manufacturer can integrate into existing systems being utilized, other sources cannot be utilized.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
