Turbo Charger Procurement and Replacement
78th Signal Battalion

1. Description of Services
The vendor/contractor shall furnish materials, parts, equipment, labor, supervision, utilities, and transportation of all materials related to the replacement of (4) turbo chargers, gaskets, bolts, and lock nuts for two(2) Caterpillar generators(generators #1 and generator #4 ) Model# SR48 in the power house Bldg. 104, Buckner Communication Site Buckner Communication Site Bldg# 104 Futenma, Ginowan-shi Okinawa, Japan.
2. Removal of Turbocharger
The contractor shall remove existing two (2) turbocharger per generators #1 and generator #4 – 4 turbocharger in total 4, and related parts. Existing 4 turbo charger’s Part number is P/N: 245- 4339.
3. Installation of Turbo charger
The contractor shall install new two (2) turbocharger per generators #1 and generator #4 – 4 turbocharger in total in building 104. The parts and materials to replace the turbo chargers shall be new, of current manufacture, of a high grade and free of defects and imperfections, and shall not have been in prior service except as required during aging and factory testing.
4. Disposal of turbo charger
The contractor is responsible for proper disposal of the turbochargers and related parts currently in use by the power house. Disposal shall be done at authorized disposal off-base area in accordance with the Japanese Government’s, Prefecture and City’s Environmental Laws and Regulations. off base.
5. Testing
Contractor shall conduct a generator run test when replacement is complete to verify generators are working properly. Once the contractor determines all criteria of the SOW are complete the power coordinator of the 78th SIG BN shall be contacted to perform a review for “acceptance”.
The power coordinator shall inform the contractor of any discrepancies found during the review, or if work is completed according to the SOW. All discrepancies noted shall be corrected prior to final acceptance.
6. General Information
6.1 Coordination
Schedule of ordering materials, shipping and installation dates shall be coordinated with 78th
Signal Battalion.
6.2 Security and Physical Requirement
Buckner Communication Site is a US Army Installation and requires Access approval thru the Provost Marshal Office. A listing of contractor personnel with photo ID, such as Driver’s License, address on Company letterhead will be required prior to access approval. A listing of contractor vehicles, make, model and license plate is also required prior to the start of work. The contractor will notify the government POC responsible for ensuring site access prior to dispatching personnel to the site. The base pass access is issued through 78th SIG BN.
6.3 If power outage is required, contractors will schedule request through the 78th power coordinator. Power outage request will be submitted 30 days in advance.
6.4 Hours of Operation
Monday through Saturday, 0800 – 1600 include Federal Holidays and Japanese Holiday in the projected work schedule.
6.5 Operation during Typhoon
When Tropical Cyclone Condition Readiness 2(TCCOR 2) is declared, all work will cease immediately. The contractor will clean up and dispose of all loose debris and waste as directed by COR to secure the job site against damage that may result from anticipated weather conditions. Contractor responsibility shall remain the same during tropical cyclone declaration “Tropical Cyclone Condition of Readiness 1 Caution (TCCOR1C)”. Upon the declaration of TCCOR1C, the contractor employees shall be excused from all duties. Upon declaration “Tropical Cyclone Condition of All Clear (TCCOR ALL Clear)”, the contractor will return to duty.
6.6 Safety Requirements
In performing work under this contract, the contractor shall:
6.6.1 Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.
6.6.2 Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.
6.6.3 Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.
6.6.4 The contractor shall be responsible for the protection of existing equipment, landscape, structures and surrounding facilities. Any damages shall be repaired to match conditions prior to damage at no additional cost to the government.
6.6.5 Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.
6.6.6 In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.
6.6.7 Record and report promptly (within one hour) to the contracting officer or designate government representative (GR), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.
6.6.8 If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.
6.6.9 Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.
6.6.10 Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the company name or by wearing appropriate badges which contain the contractor’s company name and the employee’s name.
6.6.11 Smoking is not allowed inside and within 50 feet of the entrance of any facility. The contractor or the contract manager shall be responsible to enforce the smoking policy for all employees engaged in the performance of this contract work.
6.6.12 Emergency Phone Number

6.7 CONTRACTOR INCURRED EXPENSES.
All expenses incurred by Contractor and employees while executing this Switchgear contract to include, but not limited to: travel expenses (taxi, plane, rental vehicle, fuel, and public transportation), lodging, and dining will be the sole responsibility of the Contractor to procure.
Any and all compensation for these expenses will be the responsibility of the Contractor, and thus considered as include in provides pricing quote.
6.7.1 TRAVEL
Contractor shall arrange, book, and pay for all travel reservations and related expenditures for the Contractor and its employees while traveling to and from the vicinity of the Switchgear modification site and while working and residing in the vicinity of Buckner Communication Site.
6.7.2 LODGING AND DINING
Contractor shall procure and pay for all lodging and dining for contracted employees.
6.7.3 MISCELLANEOUS EXPENSES
Contractor shall be responsible for all other miscellaneous expenses necessary to support the subsistence of contracted employees.
7 Submittals Contractor shall be responsible for the following submittals.
7.1 Catalog Data: Submit manufacturer’s descriptive and technical literature describing the turbo charger. Include data substantiating that materials comply with specified requirements.
7.2 Certification: Submit certification that the has installed, adjusted, and tested according to the manufacturer’s recommendations
