Questions and Answers

Q1. Is there currently an incumbent in place for this contract?

A1. There was a previous contract with similar requirements; however, the scope of that contract changed significantly, so the government elected not to execute the final option year. Instead, the government chose to publish this solicitation with a new list of requirements.

Q2. If so, who is the current contractor and what is the contract number and the monthly or annual value of the contract?

A2. The previous contract was FA527016P0010 (Access to Care), awarded to Sterling Medical Associates, Inc. The total value of that contract was $1,115,121.70, including the base year and four option years.

Q3. What is the wage determination rate for the two Administrative Support Clerks?

A3. There is not a wage determination rate. The supported unit is located outside of the continental U.S., so the Department of Labor wage determination rates do not apply.

Q4. Will the Department of the Air Force be the "Guarantor or reference in Japan" and/or the "Inviter in Japan" on Contractor 90+ day visa applications?

A4. No. The contracted personnel will not be granted status under the Status of Forces Agreement (SOFA), so the Department of the Air Force and U.S. Government will not act as a “guarantor” or “inviter.”

Q5. Is it required for the Admin Support Clerks to be U.S. Citizens?

A5. No, the clerks are not required to be U.S. Citizens.

Q6. In the event that a new hire is made during the contract, will training be provided to the new hire?

A6. Yes, training will be provided at the facility by local staff.

Q7. In the event that an employee falls ill, will they have access to any health services on the Kadena AB?

A7. Since SOFA status will not be granted, the contractor will not have access to routine health services on Kadena. Emergency services may be allowed at the employee’s expense.
