1 DESCRIPTION OF SERVICES

The contractor shall provide all personnel, equipment, tools, materials, transportation, vehicle, supervision, labor and other items and services necessary to modify the Sequence of Operation on the switchgear ISO Processors. This will ensure that the modification will let the system work when on a single buss configuration. The Sequence of Operation (SOO) is to allow the switchgear system in maintenance mode, the Government requires the contractor to modify to allow an individual distribution board to be taken out of service while the remaining utility and generator boards to remain in Automatic Mode. The Switchgear is a Hawthorne CAT manufatured, DYNICS, part number: DNIBTXEISO002, S/N: 51585-577. The government reserves the right to observe all contractor work actions, tests, and tasks on a non-interference basis. In case of operation needs, the contractor shall modify only one switchboard at a time.

1.1 Objectives:

Provide and furnish materials to modify the existing Sequence of Operations (SOO) to allow a new mode referred to as Maintenance Mode at the Buckner Communication Site Building 104 Okinawa JAPAN. This SOO modification will allow an individual Utility board to be taken out of service while the remaining Utility and Gen boards remain in Automatic. After upgrade contractor will test and verify that the switchgear works in the new mode - Maintenance Mode.

1.2 Switchgear Characteristics and Information

See paragraph 5 for pictures of Switchgear for reference.

1.3 Work Requirements

Parts and materials on modifying the Switchgear shall be new and free of defects and imperfections, and shall not have been in prior service except as required during aging and factory testing.

1.4 Installation

The contractor shall modify and test the CAT switchgear processors part number DNIBTXEISO002. Modification shall be in accordance with manufacturer recommendations and to work in maintenance mode. Contractor will be required to furnish upgrade software to be compatible with existing switchgear.

3 GENERAL INFORMATION

3.1 Coordination

Schedule of ordering materials, shipping and scheduling work dates shall be coordinated with 78th

Signal Battalion.

The contractor will schedule any power outage requests with the 78th Power Coordinator.

Power outage request will be submitted 30 days in advance. A primary and an alternate day will be given.

3.2 Security and Physical Requirement

Buckner Communications Site through Camp Foster requires Access approval thru the Provost Marshal Office. A listing of contractor personnel with photo ID, such as Driver’s License, address on Company letterhead will be required prior to access approval. A listing of contractor vehicles, make, model and license plate is also required prior to the start of work. The contractor will notify the government's POC responsible for ensuring site access prior to dispatching personnel to the site.

3.3 Contract Manager

The contractor shall provide a contract manager available on site who shall be responsible for the performance of work. The name, email address and phone number of the contract manager and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer.

2 SERVICES SUMMARY

The Contractor service delivery requirements are summarized into performance objectives that relate directly to standards of performance required to meet mission essential needs. For the Performance Objective to be met, service delivery must be in substantial compliance with applicable performance standards. The Performance Threshold describes the minimum overall levels of service delivery required for acceptable quality control. Failure to meet these Performance Thresholds means that contractor Quality Control is unacceptable.

3.4 Hours of Operation

Monday through Friday, 0800 – 1600 exclude Federal Holidays and Japanese Holiday in the projected work schedule.

3.5 Operation during Typhoon

When Tropical Cyclone Condition Readiness 2 (TCCOR 2) is declared, all work will cease immediately. The contractor will clean up and dispose of all loose debris and waste as directed by COR to secure the job site against damage that may result from anticipated weather conditions. Contractor responsibility shall remain the same during tropical cyclone declaration “Tropical Cyclone Condition of Readiness 1 Caution (TCCOR1C)”. Upon the declaration of TCCOR1C, the contractor employees shall be excused from all duties. Upon declaration “Tropical Cyclone Condition of All Clear (TCCOR ALL Clear)”, the contractor will return to duty.

3.6 Safety Requirements

In performing work under this contract, the contractor shall:

3.6.1 Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

3.6.2 Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.

3.6.3 Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.

3.6.4 The contractor shall be responsible for the protection of existing equipment, landscape, structures and surrounding facilities. Any damages shall be repaired to match conditions prior to damage at no additional cost to the government.

3.6.5 Include a clause in all subcontracts to require subcontractors to comply with thesafety provisions of this contract as applicable.

3.6.6 Record and report promptly (within one hour) to the contracting officer or designate Quality Assurance Personnel (QAP), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

3.6.7 In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through theCO.

3.6.8 If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

3.6.9 Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

3.6.10 Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the company name or by wearing appropriate badges which contain the contractor’s company name and the employee’s name.

3.6.11 Smoking is not allowed inside and within 50 feet of the entrance of any facility. The contractor or the contract manager shall be responsible to enforce the smoking policy for all employees engaged in the performance of this contract work.

3.7 CONTRACTOR INCURRED EXPENSES. All expenses incurred by Contractor and employees while executing this Switchgear contract to include, but not limited to: travel expenses (taxi, plane, rental vehicle, fuel, and public transportation), lodging, and dining will be the sole responsibility of the Contractor to procure. Any and all compensation for these expenses will be the responsibility of the Contractor, and thus considered as include in provides pricing quote.

3.7.1 TRAVEL. Contractor shall arrange, book, and pay for all travel reservations and related expenditures for the Contractor and its employees while traveling to and from the vicinity of the Switchgear modification site and while working and residing in the vicinity of Buckner Communication Site.

3.7.2 LODGING AND DINING. Contractor shall procure and pay for all lodging and dining for contracted employees.

3.7.3 MISCELLANEOUS EXPENSES. Contractor shall be responsible for all other miscellaneous expenses necessary to support the subsistence of contractedemployees.

4. ADMINISTRATIVE REQUIREMENTS

The contractor shall have the capability to transmit and receive documents using electronic digital media with appropriate English Language Software in order to contact and do correspondent with the government for this requirement.

4.1. Use of Wide Area Flow (WAWF). Contractor shall use Wide Area Workflow (WAWF) for invoice(s) submission as deemed to be necessary. In accordance with DFARS 252.232-7003, Electronic Submission of Payment Request and Receiving Reports, Contractor shall submit invoice(s) through interface, Wide Area Workflow (WAWF), https://wawf.eb.mil/ by selecting document type, “Invoice as 2-in-1 (Services Only)”, in order to receive payment.

4.2 The Contract Manpower Reporting (CMR). Contractor shall report ALL labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Military Surface Deployment and Distribution Command via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address http://www.ecmra.army.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
