Section B: Description of the Supplies/Services Required

This procurement is for Q-Flow hardware, software, licenses and installation services that are being sourced to correspond with DHA's Enterprise License allowing for endless expandability. This also includes pharmacy specific software (RxMap) produced by ACF Technologies, Inc. This software tracks patient medications as they are ordered and updates the patients through text messaging or email. Both the queuing system and pharmacy specific software are approved to reside on the DOD's network, has the ability to store data locally, and complies with the Health Insurance Portability and Accountability Act (HIPAA).

Section C: Justification for Soliciting from a Single Source or Brand Name

ACF Technologies delivered the ACF Platform 75 enterprise license and accompany software support to DHA and is a designated Q-Flow vendor for the government's Patient Queuing and Notification System (PQNS) program. This will allow the 18th Medical Group (MDG) to operate from any location where they are able to log into a DOD network. Furthermore, this will enable them to provide the same patient coverage/tracking that is currently taking place at nearby Navy Facilities. No other company can grant these options and offer the same capability that ACF Technologies can.

Section D: Efforts to Obtain Competition

Market research was completed. 3 different quotes were initially obtained; however, they did not come with software needed (RxMap or pharmacy tracking software) and could not reside on the DOD network. In addition, we reached out to Blanchfield Army Community Hospital (BACH) who presolicited the same products on FBO to increase competition, however, they only received a single quote from ACF Technologies, Inc.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Currently, after performing market research, ACF Technologies is the only company that offer the hardware, software, licenses and installation services required by the 18th MDG. We will continue to conduct market research to determine potential future sources.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
