This is a synopsis for a commercial acquisition using Commercial Acquisition procedures (Reference FAR Part 12) and Simplified Acquisition Procedures pursuant to FAR Part 13. The 18th Security Forces Squadron has a requirement for an upgrade to the MCC7500 BDOC system, located at Kadena Air Base, in Okinawa, Japan. The proposed contract will be awarded using full and open competition. This service will be conducted at Kadena Air Base on Okinawa, Japan. The government intends to make one award to the offeror that represents the best overall value considering price with the proper requirements fulfilled. Solicitation No. FA5270-19-Q-A053 will be issued as a Request for Quotes (RFQ). It is advertised with a North American Industry Classification System (NAICS) code of 423690. A Justification and Approval (J&A) to acquire a Brand Name for this requirement will be posted along with the solicitation. The solicitation will be issued electronically on or about 05 Aug 2019 at www.fbo.gov. Quotes will be accepted when submitted via e-mail to ryan.weitgenant.1@us.af mil.

The Request for Quote issue date is an estimation of the date on which the solicitation will be available; however, the solicitation may be posted before or after this projected date. The closing date for receipt of offers will 30 days after issuance of the solicitation.

Facsimile, telephone or written request for the solicitation package will not be honored. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED FOR ANY REASON. All prospective offerors interested in submitting quotes must have a Commercial and Governments Entity (CAGE) code, and must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) in order to be eligible for receipt of contract award.

NOTE: This notice does not obligate the Government to award a contract, does not restrict the Government in its ultimate acquisition approach or obligate the Government to pay for any quote preparation costs. The Government reserves the right to cancel the solicitation, whether before or after RFQ closing, with no obligations to the offeror by the Government. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
