Single Source Justification (Simplified Acquisition)

The United States Air Force, 18th Contracting Squadron (18 CONS) intends to procure by means of other than full and open competition based on the circumstance in which only one source is reasonably available to satisfy the agency requirement.
Description of Requirement:
To maintain a clean, safe and fully operational 4 Bay Test Cell maintenance facility on Kadena Air Base, Okinawa, Japan in accordance with Air Force and manufacturer's manuals, meeting all commercial and industry standards. The contractor shall maintain the facility at a fully operational level. Operation and maintenance primarily includes, but is not limited to:
• Preventive Maintenance
• Installation, Service, and Replacement of Equipment
• Maintenance/Repair Calls
The scope of this contract covers the entire structure to include all equipment (excluding furnishings), tanks, pits, outbuildings, piping, oil/water separators, Automated Data Acquisition System (ADAS) (see further detail below) and any other systems or components within the structure. The contractor will maintain, repair and upgrade all hardware (to include processors, switches, power systems, connections, etc.) associated with the control system as required, to included configurations and upgrades to any software that operates the test facility.
The 18th Component Maintenance Squadron (18 CMS) on Kadena Air Base, Okinawa, Japan manages and operates the United States Indo-Pacific Command (USINDOPACOM) region's largest jet engine Centralized Repair Facility to maintain and operational test **** jet engines that power **** assigned **** aircraft in order to meet mission requirements. The 4-Bay Test Cell maintenance service contract plays a critical role in the 18 CMS's abilities to ensure aircrafts are safe to fly while successfully maintain airworthiness of the engines, protecting personnel safety, and being able to perform USAF missions when called upon. In order to ensure maximum serviceability of these assets, a facility and engine test system (ADAS) sustainment contract (FA5270-17-C-0002) was put in place. There are **** engines scheduled to require operational checks from 1 April 2019 through 30 June 2019. Without a maintenance contract in place, the facility's proprietary engine testing equipment, fuel delivery and compressed air systems, electrical power grid, and other critical systems would not be maintained properly which would jeopardize mission readiness for the
USAF.
The current 4 Bay Test Cell maintenance service contract, FA5270-17-C-0002, is set to expire on 31 March 2019. The

November 2018 FOR OFFICIAL USE ONLY Page 2 of 2 follow-on service contract for two years (base and one option) has been solicited on the Federal Business Opportunities (FBO) website for 30 days of full and open competition under RFQ FA5270-19-Q-B006 as of 05 March 2019. The follow-on contract will be established for two years to allow sufficient time for a new automatic data acquisition system (ADAS ) to be installed under a new IDIQ Contract FA8519-18-D-0001 awarded by Warner Robins ALC on September 2018. As such, to prevent a lapse in contract service and ensure mission readiness of the USAF, 18 CONS is required to establish a short-term three months follow-on contract until RFQ FA5270-19-Q-B006 could be properly awarded.
Currently the incumbent contractor, *******, is the only known company to have a geographically located engineer support team and equipment readily available to maintain the facility and ADAS at Kadena Air Base, Okinawa, Japan to ensure the 18 CMS meets the USAF's mission readiness status until a new follow-on contract can be established.
The two year follow-on service contract (base and one option) has been solicited on Federal Business Opportunities website for 30 days of full and open competition under RFQ FA5270-19-Q-B006 as of 05 March 2019. The Government also posted a sources sought with market survey questionnaire on Federal Business Opportunities' website on 24 May 2018 in order to determine if companies can demonstrate experience with performing similar services; only one vendor responded, ******. However, they do not maintain an office in Okinawa, Japan to have the engineering and equipment support to satisfy all government's needs at this time. As such, to successfully maintain airworthiness of the Kadena Air Base's aircraft engines while protecting personnel safety, and meeting the Government acquisition needs, ******, is the only known vendor that is reasonably available to satisfy the government's short-term requirement until the two-year follow-on service contract can be established.
The Government will continue to conduct market research by posting sources sought on the Federal Business Opportunities website, conduct Internet search for vendors, and discuss with technical experts to determine potential future sources.
