1. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation FA5270-19-Q-0050 is being issued as a Request for Quotation (RFQ). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a quote.
This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-06 Item I Effective 10 Sep 2019 (updated with Class Deviation: 2019-O0009)
2. The North American Industry Classification System (NAICS) code is 337214 (Office Furniture Manufacturing).
This requirement will utilize full and open competition and will not provide for any socio-economic set asides.
Small business size standards are not applicable to this acquisition.
3. Offerors must be registered in the System for Award Management (SAM) at http://www.sam.gov/, in order to be considered for award. A current copy of a prospective awardee’s Reps and Certs will be validated using the SAM website prior to the issuance of an award.
4. For information regarding the service acceptor or point of acceptance, please refer to 252.232-7006

5. The following commercial provisions and clauses are applicable to this acquisition: 52.212-1, 52.212-2, 52.212-
3, 52.212-4, and 52.212-5.
6. Except for what’s listed within this Combined Synopsis/Solicitation, there are no other additional terms and conditions that the Contracting Officer has considered to be necessary for this acquisition and consistent with commercial practices.
7. This notice is a request for competitive quotations. Therefore, all quotations received prior to the RFQ close date will be considered.
8. Funds are not presently available for this requirement. The Government's obligation under this requirement is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.
No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

It is the vendor’s responsibility to monitor the FBO system for amendments issued in reference to this requirement. Any potential amendments will be posted in the same fashion as the solicitation. All Contractors who provide goods/services to the DoD must be registered in the System for Award Management (SAM). Failure to comply with SAM registration will deem the Offeror ineligible for award. 52.211-6 BRAND NAME or EQUAL (Aug 1999)
(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.
(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must—
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by—
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification.
(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
52.212-2 EVALUATION – COMMERCIAL ITEMS (Oct 2014)
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
i. price
ii. technical capability of the item offered to meet the Government requirement
b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract.
If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (Dec 2018)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from Offerors, potential Offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

5352.242-9000 CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (NOV 2012)
(a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
(b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, valid vehicle insurance certificate, and any other documentation prescribed by the pass office or Contracting Officer to obtain a vehicle pass.
(c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Volume 1, The Air Force Installation Security Program, and AFI 31-501, Personnel Security Program Management, as applicable.
(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
(f) Failure to comply with these requirements may result in withholding of final payment.

1. PURPOSE
1. Description of services - This Performance Based Work Statement (PWS) is for the purchase, integration, installation and maintenance of six (6) workstation consoles to modify 18 SFS current emergency operations office layout. These control consoles will enable 18 SFS to create the highest level ergonomic work environment and streamline workflow. These workstations are for the following office points:
• Battle Staff
• Interpreter
• BDOC Controller (2x)
• DBIDS Station
• Alarm Monitor
The contractor must provide all personnel, equipment, tools, materials, supervision, transportation, safety equipment, any other items and services necessary to installing new consoles for Base Defense Operations Center (BDOC) as defined in this Performance Work Statement (PWS) on Kadena Air Base, Japan.
1.1. Scope of Work - The contractor shall provide required material and services for installation of the BDOC workstation equipment. This will include taking an assessment of area, providing the quote, pricing, travel, installation, and freight shipping costs.
1.1.1. The location on the scope of work will take place inside BDOC which is located in BLDG 705, Kadena AB, Japan.
1.1.2. The contractor shall be responsible for loading and transporting all debris generated from the installation of security system and associated work to and from Kadena AB. The contractor shall dispose of it in any way they see fit in accordance with local laws and regulations. The contractor will be provided a dumpster which it located approximately 200 feet away from the work area to dispose of any garbage and receptacles.
1.1.3. The contractor shall bring dollies and carts to haul the console equipment around and to throw out any trash or garbage during the installation process.
2. CLEANING AND PROTECTION
2.1. Equipment Removal - When applicable, Contractor shall be responsible to decommission and remove all wiring, equipment and associated hardware identified by the Government or site survey. Removal of the equipment must be coordinated prior to cut-over with the local CS and/or MDG to ensure that the equipment is packaged/palletized for ease of transport to the base Defense Reutilization Marketing Office (DRMO) before completion of the project.
2.1.1. Contractor shall be responsible for decommissioning and palletizing equipment. Base ADPE (Automated Data Processing Equipment) custodians of said equipment will be responsible for the paperwork and transportation of items for DRMO.
2.1.3. Maintain walk through - The contractor must maintain common walk through areas to allow proper evacuation of the building in the case of emergencies.
2.1.4. Remove rubbish - The contractor must remove rubbish, wrapping paper, salvages and scrap. The contractor must not leave waste material inside or outside of the facility overnight, or for a prolonged period of time, when work is not done. Remove and dispose of waste materials only at authorized off base locations, daily.
2.1.5. Final cleaning - The contractor must remove packing material, boxes, broken items, spots, smears, and other foreign matter.
3. LOGISTICAL SUPPORT
3.1. Utilities. The government will provide water and electricity, when available.
3.2. Conservation of Utilities. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions, which prelude the waste of utilities, which shall include:
3.3. Lights shall be used only in areas where and when work is actually being performed.
3.4. Water faucets or valves must be turned off after the required usage has been accomplished.
3.5. Government or private telephones shall not be used for personal reasons or for any toll or long-distance calls.
3.6. All doors and hallways to and from the work area to the supply bay on where the freight will be dropped off have doors and openings larger than 36 inches which have no sharp turns.
4. GENERAL INFORMATION
4.1. HOURS OF OPERATION - The contractor must perform the on- site services required under this contract during the following hours: 0800 - 1700, Monday through Friday, except on U.S. holidays specified in section 3.2. of this PWS and PACAF Family days. No on site work will be scheduled or performed on holidays unless previously approved or directed by the Contracting Officer. If the contractor desires to work on non-scheduled workdays, he must submit a written request to the POC for approval.
4.2. Holidays - The contractor is not required to provide service, except as noted on the following days:

If holiday falls on a Saturday, it will be observed on the preceding Friday. If it falls on a Sunday it will be observed on the following Monday.
5. ALLIED SUPPORT REQUIREMENTS
5.1 Base/Security Requirements - Security and base access requirements are contained in clause 5352.242-9000 “Contractor Access to Air Force Installations.” Contractor employees will be required to obtain and display identification badges. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base.
Procedures for commercial vehicle access to the base are subject to change without prior notice.
5.2. ID Passes, Badges and Vehicle Stickers - The contractor is responsible to obtain such clearances and/or passes as required for his/her employees to enter military installations on Okinawa prior to start to work. The contractor shall be responsible for all passes issued to his/her employees under this contract. Applications shall be coordinated through the
Contracting Officer or designated representative. At the time of application, Security Forces may conduct a background check on employees. Upon termination of employment, the contractor shall be responsible for returning identification cards and base passes to Security Forces within 24 hours.
5.3. Physical Security - The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, property, and materials shall be secured.
5.4. Emergency Services - On occasion, services may be required to support an activation or exercise of contingency plans outside the normal duty hours described above.
5.5. Conservation of Utilities - The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions which prevent the waste of utilities which include the following:

Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the contractor or by contractor employees unless authorized.
Water faucets or valves shall be turned off after the required use has been accomplished.

6. ENVIRONMENTAL CONTROLS
6.1. Compliance with Laws and Regulations
The contractor shall be knowledgeable of and comply with all applicable Japan Environmental Governing Standards (JEGS), and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the Contracting Officer pursuant to notice requirements and negotiate a modification to the contract.
6.2. SAFETY REQUIREMENTS
In performing work under this contract, the contractor shall:
Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.
Perform work in a safe manner as required by OSHA 2206, General Industry, Occupational Safety and Health Standards (29 CFR 1910) and Japan Environmental Governing Standards (JEGS) by US Force Japan.
Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.
Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.
Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.
Record and report promptly (within one hour) to the contracting officer or designated government representative (GR), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.
In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.
If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.
Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

A. JAPANESE ROAD LAW (AUG 2001)
a. The Contractor shall comply with Japanese Road Laws while on U.S. military installations to specifically include:
b. Article 43, The Road Law (Japan) (prohibitive acts relative to roads). No person shall commit the following described acts:
c. Damaging the road, causing roads to be littered with debris, polluting the roads with debris or fall out from motor vehicles or otherwise defacing roads unreasonably or without due cause.

The policies evidencing required insurance shall contain an endorsement to the effect that cancellation or any material change in the policies adversely affecting the interests of the U.S. Government in such insurance shall not be effective for such period as may be prescribed by the laws of the state in which this contract is to be performed and in no event less than thirty (30) days after written notice thereof to the Contracting Officer.
f. The Contractor agrees to insert the substance of this clause, including this Paragraph (c) in all subcontracts hereunder.
