Estimated Contract Cost (including Options): $146,504.78

Due to unexpected LCU (Boat) 174 feet long engine issues, the USAVChickasaw assigned to the 10th Transportation Battalion

(terminal) 10th Support Group was forced to drop anchor off Hososhima, Miyazaki, Japan. The boat was deployed from

Naha Military Port, Okinawa destination to Yokohama North Dock, Yokohama. The vessel and crew are stranded off the coast and are in need of Tug Boat Service to Yokohama North Dock, Japan for repairs required to return the vessel to APS-4 and to be divested.

This requirement is being sought from a single source pursuant to FAR13.106-2(i) due to the urgency of the requirement. The requirement does not exceed the SAT and the urgent circumstances require less than 24 hours to find a solution. Due to current weather conditions the United States forces of Japan are operating under Tropical Cyclone Condition Of Readiness Level 4

(TCCOR4).This heightened level of caution indicates that winds of 50 knots sustained or greater are possible within 72 hours.

Additionally , (Okinawa Marines Service CO.,LTD) is the only company in the immediate area that can fulfill this requirement in the specified time constraints.

18th Contracting Squadron performed market research to identify other Tug Service Companies that could fulfill our required service in the time constraints.

Due to the unusual and urgent circumstances of this requirement, we could not find any other Tug boat services in the immediate area that would be able to provide adequate competition for this requirement. In the future, all efforts will be exhausted to confirm any other available Tug boat services in order to promote competition.

I have determined, in accordance with FAR13.106-1(b)(1)and FAR6.302-2, that the circumstances of this contract action deem only a single source is reasonably available.
