1. General Services Description

The contractor shall provide shipping kits and analyze mosquitoes provided by the 18 Aerospace Medicine Squadron, Theater Preventive Medicine Flight, Kadena Air Base, Okinawa, Japan to determine infection rates of malaria, dengue fever, Zika virus disease, chikungunya disease, and Japanese encephalitis (JE) according to the Statement of Work (SOW).

1.1 Objectives:

Analyze mosquito samples for the presence of vector-borne pathogens. Samples will be provided to the contractor from the following locations:

a. Andersen AB Guam

b. Kadena AB Japan

c. Kunsan AB Korea

d. Misawa AB Japan

e. Osan AB Korea

f. Contingency Airfields

2. Task List

2.1 Task 1

Contractor will produce and deliver collected mosquito sample preparation, preservation, and shipping kit and transportation plan.

2.2 Task 2

Contractor will conduct collected mosquito preparation and provide long-term storage.

2.3 Task 3

Contractor will conduct collected mosquito sample molecular methods analyses (PCR) and concurrent results reporting.

2.4 Task 4

Contractor will characterize strains of JE viruses obtained from positive endemic mosquito samples collected at US Military facilities.

2.5 Task 5

Contractor will provide results reports, monthly status reports, and final report due 10 days prior to the end of period of performance.

3. EXPENSES

3.1 CONTRACTOR INCURRED EXPENSES. All expenses incurred by Contractor and employees while executing this Pacific Region Force Health Protection Vector-borne Disease Agent Surveillance contract will be the responsibility of the Contractor, and thus considered as include in provided pricing quote.

3.1.1 TRAVEL. Travel is not requested from the Contractor.

3.1.2 MISCELLANEOUS EXPENSES. Contractor will be responsible for all other miscellaneous expenses to execute task list.

4. SUBMITTALS

Contractor will submit the required procedures, plans, kits, and reports according to the Task List.

5. QUALITY ASSURANCE (QA) PROVISIONS

5.1 Test and Inspections

The contractor shall submit for Government-review and approval, a laboratory quality assurance management plan to include procedural steps that utilize both positive and negative controls to ensure test results.

5.2 DISCREPANCIES

The Government reserves the right to refuse final acceptance until all discrepancies have been resolved (to the satisfaction of the Government). The Government will review all test results and prepare a list of discrepancies, if any. The discrepancy list shall include any problem(s) detected/identified during testing and/or inspections conducted by either the contractor or Government, or both.
