QUESTIONS AND ANSWERS 02 Aug 16

Solicitation Number: FA5270-16-T-0038
Uninterruptable Power Supply Procurement and Installation at Fort Buckner, Okinawa
Japan
1. Can you accept applicable Japanese Industrial Standards (JIS) and/or UPS manufacturer’s standards other than the mentioned in the paragraph? (This question is for SOW para 1.12,1.13,4.1,4.2,4.5,4.7,5 page 4,5,10,,11,12 and 14)
Government can accept the JIS as long as they are equivalent to the US code or higher with US code.
2. It is stated that “Include a one year manufacturer’s warranty and Extended warranty out to three years”.
Three year warranty seems not applicable in view of industrial practice and manufacturer’s standards. It would be more realistic if you could delete this part. (This question is for SOW para 1.8 page 3)
According to the Government market research that extended warranty is available in commercial market.
Therefore the Government will not revise the extended warranty.
3. It seems there are no requirements for qualifications, certificates for workers/engineers and contractor itself. Please confirm if there are requirements on this matter.
The electrician(s) must be certified. UPS engineer and installer(s) UPS manufacture certified IAW SOW para 1.11.
4. It seems there are no requirements for completion time. Please advise if you have an idea/plan about expected work starting date and completion time.
Delivery time is 180 days after receive the order which is stated in page 4 of SF1449.
5. As to hard copy size, 9” x 18” (22.3 x 45.7 cm) print size is required. However, the size required seems uncommon. Is it acceptable, A4 or A3 size? (This question is for SOW para 1.9 page 3)
Yes. A4 is ok for a book material and A2 or A3 are ok for drawings.6.
6. It is mentioned that “Input, output and battery cables shall be installed through the top or bottom of the cabinet”. As a result of checking DWG EB123, the underground pit is not shown there.
Does it mean you prefer “through the top of the cabinet” to “through the bottom of the cabinet”?
If you prefer “through the top of the cabinet”, please provide cable length. (This question is for SOW para 1.13 page 5, DWG# EB123)
The top of cabinet using cable ladder to panels. Cabling length is less 10 meters. Contractor is responsible for cable ladder, duct and cabling. Room size approximately 16 feet x 21 feet. Drawing will be provided upon request via email.

7. Transformer output cable 3#100mm C is shown on the DWG.If “100mm C” means “100 mm2”, it seems too thin. Please check and confirm. (maybe, 200 ~300 mm2 is proper) (This question is for
DWG#EB606 6.7)
100mm C is not cable size, is conduit size (please see the attached cable size). Cable size is 500MCM
(253.4mm2).
8. Please advise UPS primary and secondary cable size?
Primary is 2 sets #500MCM, secondary is 3sets #600.
9. There is a conflict. This work is to install 200KVA, but the Drawing says GFGI UPS Units are 300kW.
(This question is for DWG#EB606 )
Government required UPS should be expandable to 300 KVA support future load increase (SOW 1.1.6).
So, Government state the GFGI UPS units of 300kW in the drawing.
