RESILIENT FLOORING

PART 1 - GENERAL

1.01 REFERENCES: The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

1.02 SUBMITTALS: Submit the following in accordance with Section 01010, “General Requirements”

A. Product Data:

1. Resilient Flooring, Base and Accessories: Manufacturer's descriptive data.

2. Adhesives: Manufacturer's descriptive data, documentation stating physical characteristics, mildew and germicidal characteristics.

B. Samples: Resilient Flooring, Base and Accessories: Samples of each indicated color and type of flooring and base.

C. Manufacturer’s Instruction: Manufacturer’s printed installation instructions.

1.03 DELIVERY AND STORAGE: Materials shall be delivered to the building site in original unopened containers bearing the manufacturer's name, brands, stock names, production run, project identification, and handling instructions. Materials shall be stored in a clean dry area with temperature maintained above 20 degrees C (68 degrees F) and below 30 degrees C (85 degrees F), stacked according to manufacturer's recommendations. registers, radiators and other heating fixtures and appliances. Do not open containers until materials are to be used, except for inspection to verify compliance with requirements.

1.04 ENVIRONMENTAL REQUIREMENTS: Maintain areas to receive resilient flooring shall be maintained at a temperature above 20 degrees C (68 degrees F) and below 30 degrees C (85 degrees F) for two (2) days before application, during application and two (2) days after application. A minimum temperature of 13 degrees C or 55 degrees F shall be maintained thereafter. Provide adequate ventilation to remove moisture from area and to comply with regulations limiting concentrations of hazardous vapors.

1.05 SCHEDULING: Resilient tile flooring application shall be scheduled after the completion of other work which would damage the finished surface of the flooring.

PART 2 - PRODUCTS

2.01 VINYL COMPOSITION TILE: Vinyl-composition tile shall conform to JIS A 5705 or ASTM F 1066, Class 1, (solid color tile), Composition 1, asbestos-free, and shall be 300mm square and 3.2mm thick. Tile shall have the color and pattern uniformly distributed throughout the thickness of the tile.

Flooring in any one continuous area shall be from the same lot and shall have the same shade and pattern.

2.02 WALL BASE: Base shall be manufacturer’s standard vinyl, coved style. Base shall be 100mm high. Preformed outside corners shall be furnished. Use flexible base to conform to irregularities in walls, partitions, and floors. Provide premolded corners in matching size, shape, and color for all right-angle inside and outside corners.

2.03 FEATURE STRIPS: Feature strips shall be vinyl, 25mm wide, and of thickness color to match the flooring.

2.04 MOULDING: Provide tapered moulding of vinyl or colored anodized aluminum and type as recommended by flooring manufacturer for both edges and transitions of flooring materials specified.

2.05 ADEHESIVE: Moisture and alkali resistant. Non-asbestos formulated or a latex adhesive recommended by flooring manufacturer. Interior adhesives must meet the requirements of JIS A5536.

2.06 POLISH/FINISH: Polish shall conform to ASTM D 4078 or recommended by flooring manufacturer.

2.07 NO ASBESTOS CONTAINING MATERIALS (ACM): Material that contains asbestos in amounts greater than 0.1% by weight is prohibited from being used in construction, remodeling, or maintenance. Contractor must provide manufacturer certifications that materials utilized do not contain asbestos above 0.1% by weight per GOJ, JEGS, and the Industrial and Safety Health Law.

PART 3 - EXECUTION

3.01 EXAMINATION/VERIFICATION OF CONDITIONS: The Contractor shall examine and verify that site conditions are in agreement with the design package and shall report all conditions that will prevent a proper installation. The Contractor shall not take any corrective action without written permission from the Government.

3.02 SURFACE PREPARATION: Tile flooring shall be in a smooth, true, level plane, except where indicated as sloped. Before any work under this Section is begun, all defects such as rough or scaling concrete, low spots, high spots, and uneven surfaces shall have been corrected, and all damaged portions of concrete slabs shall have been repaired as recommended by the flooring manufacturer.

Concrete curing compounds, other than the type that does not adversely affect adhesion, shall be entirely removed from the slabs. Paint, varnish, oils, release agents, sealers, waxes, and adhesives shall be removed, as recommended by the flooring manufacturer.

A. Concrete Floor: Grind ridges and other uneven surfaces smooth. Cut out and fill cracks 1/16 inch or wider with crack filler. Provide mastic underlayment to fill remaining holes, cracks, and depressions and for smoothing, leveling, or creating a feather edge in accordance with instructions of mastic manufacturer. After cleaning and removal of loose particles, prime chalky or dusty surfaces with primer recommended by flooring manufacturer.

B. Final Cleaning of Substrate: Clean substrate with broom or vacuum immediately prior to the installation of flooring.

3.03 MOISTURE TEST: The suitability of the concrete subfloor for receiving the resilient tile flooring with regard to moisture content shall be determined by spreading 6-inch square patch of adhesive in each 150 square foot area to receive vinyl tile flooring, and allowing it to dry overnight. If latex-based underlayment has been used, test patches shall include areas covered with underlayment. If the set adhesive can be scraped easily from floor surfaces, floor is not sufficiently dry. Repeat test until adhesive adheres properly. When adhesive adheres tightly to floor surface, proceed with installation.

3.04 GENERAL APPLICATION REQUIREMENTS: To avoid damage, install flooring after other work in same area has been completed. Apply flooring and accessories in accordance with manufacturer's directions, using experienced workers. Detailed requirements follow:

A. Adhesives: Do not allow smoking, open flames or other sources of ignition in area where solvent-containing adhesives are being used or spread, after posting conspicuous signs reading "NO

SMOKING OR OPEN FLAME".

B. Flooring: Apply in patterns indicated. Start in center of room or area, and work toward edges.

Keep tile lines and joints square, symmetrical, tight, and even. Keep each floor in true, level plane, except where slope is indicated. Vary width of edge tiles as necessary to maintain full-size tiles in field, but no edge tile shall be less than one-half full size, except where irregular-shape makes it impossible.

C. Cutting: Cut flooring edges and scribe to walls and partitions after field flooring has been applied.

D. Edge Strips: Provide edging strips where flooring terminates at points higher than contiguous finished flooring, except where thresholds are provided. Anchor metal strips to concrete floor surfaces by countersunk screws into metal or fiber expansion sleeves. Secure plastic strips with adhesive.

3.05 INSTALLATION OF VINYL COMPOSITION TILE: Tile flooring shall be installed with adhesive in accordance with the manufacturer's installation instructions. Tile lines and joints shall be kept square, symmetrical, tight, and even. Edge width shall vary as necessary to maintain full-size tiles in the field, but no edge tile shall be less than one-half the field tile size, except where irregular shaped rooms make it impossible. Flooring shall be cut to, and fitted around, all permanent fixtures, built-in furniture and cabinets, pipes, and outlets. Edge tile shall be cut, fitted, and scribed to walls and partitions after field flooring has been applied.

3.06 INSTALLATION OF FEATURE STRIPS: Edge strips shall be secured with adhesive as recommended by the manufacturer. Edge strips shall be provided at locations where flooring termination is higher than the adjacent finished flooring, except at doorways where thresholds are provided. At doors, locate edge strip under door centerline. Anchor metal strips to concrete floor surfaces with countersunk screws in metal or fiber expansion sleeves.

3.07 INSTALLATION OF WALL BASE: Wall base shall be installed with adhesive in accordance with the manufacturer's written instructions. Base joints shall be tight and base shall be even with adjacent resilient tile flooring. Voids along the top edge of base at walls shall be filled with caulk. Roll entire vertical surface of base with hand roller, and press toe of base with a straight piece of wood to ensure proper alignment. Avoid excess adhesive in corners.

3.08 CLEANING: Immediately upon completion of installation of tile in a room or an area, flooring and adjacent surfaces shall be dry-cleaned to remove all surplus adhesive. No sooner than five (5) days after installation, flooring shall be washed with a nonalkaline cleaning solution, rinsed thoroughly with clear cold water and given two coats of polish in accordance with manufacturers written instructions.

3.09 PROTECTION: From the time of laying until acceptance, tile flooring shall be protected from damage as recommended by the flooring manufacturer. Flooring which becomes damaged, loose, broken, or curled and cove base which is not tight to backing fillet shall be removed and replaced.

1.03 QUALITY ASSURANCE: Provide the Carpet and Rug Institute (CRI) Indoor Air Quality (IAQ) label for carpet, carpet cushion, and adhesives or demonstrate compliance with testing criteria and frequencies through independent laboratory test results. Carpet, carpet cushion, and adhesives bearing the label will indicate that the carpet has been tested and meets the Regulatory Requirements and criteria of the CRI IAQ Carpet Testing Program, and minimizes the impact on indoor air quality. Procure carpet in accordance with 40 CFR 247, and where possible, purchased locally to reduce emissions of fossil fuels from transporting.

1.04 DELIVERY, STORAGE, AND HANDLING: Deliver materials to the site in the manufacturer's original wrappings and packages clearly labeled with the manufacturer's name, brand name, size, dye lot number, and related information. Remove materials from packaging and store them in a clean, dry, well ventilated area (100 percent outside air supply, minimum of 1.5 air changes per hour, and no recirculation), protected from damage, soiling, and moisture, and strong contaminant sources and residues, and maintain at a temperature above 16 degrees C for 2 days prior to installation. Carpet or carpet tiles shall not be stored with materials which have high emissions of volatile organic compounds (VOCs) or other contaminants. Do not store carpet near materials that may offgas or emit harmful fumes, such as kerosene heaters, fresh paint, or adhesives.

1.06 AMBIENT CONDITIONS: Maintain areas in which carpeting is to be installed at a temperature above 16 degrees C and below 32 degrees C for 2 days before installation, during installation, and for 2 days after installation. Provide temporary ventilation during work of this section. Maintain a minimum

temperature of 13 degrees C thereafter for the duration of the contract. Do not permit traffic or movement of furniture or equipment in carpeted area for 24 hours after installation. Complete other work which would damage the carpet prior to installation of carpet.

1.07 WARRANTY: Provide manufacturer's standard performance guarantees or warranties including minimum ten (10) year wear warranty, two (2) year material and workmanship and ten (10) year tuft bind and delamination.

2.01 CARPET: Furnish first quality carpet; free of visual blemishes, streaks, poorly dyed areas, fuzzing of pile yarn, spots or stains, and other physical and manufacturing defects. Provide carpet materials and treatments as reasonably nonallergenic and free of other recognized health hazards. Provide a static control construction on all grade carpets which gives adequate durability and performance.

A. Physical Characteristics:

Submit documentation indicating type of biobased material in product and biobased content. Indicate relative dollar value of biobased content products to total dollar value of products included in project.

Submit documentation indicating relative dollar value of rapidly renewable materials to total dollar value of products included in project.

B. Broadloom Carpet shall comply with the following:

1. Carpet Construction: Tufted conforming JIS L4405.

2. Pile Type: Cut or loop.

3. Pile Fiber: Commercial 100 percent branded (federally registered trademark) nylon continuous filament.

4. Yarn Ply: Minimum 2.

5. Gauge or Pitch: Minimum 3.1 mm in accordance with ASTM D 5793 or JIS L4405.

6. Flammability: ASTM E 648, Class 1.

7. Pile Thickness: Minimum 4.5 mm.

8. Backing Materials: PVC or jute backing.

2.02 PERFORMANCE REQUIREMENTS:

A. Static Control: Provide static control to permanently regulate static buildup to less than 3.5 kV when tested at 20 percent relative humidity and 21 degrees C in accordance with AATCC TM 134 or JIS L 1021-6.

B. Flammability and Critical Radiant Flux Requirements: Comply carpet with 16 CFR 1630.

Provide carpet in corridors and exits with a minimum average critical radiant flux of 0.22 watts per square centimeter when tested in accordance with ASTM E 648.

C. Tuft Bind: Provide tuft bind force required to pull a tuft or loop free from carpet backing with a minimum 40 N average force for loop pile.

D. Colorfastness to Water: Comply colorfastness to water with AATCC TM 107 and with a minimum 4.0 gray scale rating and a minimum 4.0 transfer scale rating.

E. Delamination Strength: Provide delamination strength for tufted carpet with a secondary back of minimum 440 N/m in accordance with JIS L 1021-9.

F. Antimicrobial: Nontoxic antimicrobial treatment in accordance with AATCC TM 174 Part I (qualitative), guaranteed by the carpet manufacturer to last the life of the carpet.

2.03 ADHESIVES AND CONCRETE PRIMER: Adhesives and concrete primers shall comply with applicable regulations regarding toxic and hazardous materials. Provide water resistant, mildew resistant, nonflammable, and nonstaining adhesives and concrete primers for carpet installation to meet local air-quality standards, and as required by the carpet manufacturer. Provide release adhesive for modular tile carpet as recommended by the carpet manufacturer. Provide adhesives flashpoint of minimum 60 degrees C in accordance with ASTM D 3278 or JASS 26.

2.04 MOLDINGS: Install carpet moldings, either vinyl or aluminum, where floor covering material changes or carpet edge does not abut a vertical surface. Provide a floor flange of a minimum 38 mm wide and face a minimum 16 mm wide.

2.05 NO ASBESTOS CONTAINING MATERIALS (ACM): Material that contains asbestos in amounts greater than 0.1% by weight is prohibited from being used in construction, remodeling, or maintenance. Contractor must provide manufacturer certifications that materials utilized do not contain asbestos above 0.1% by weight per GOJ, JEGS, and the Industrial and Safety Health Law.

3.01 SURFACE PREPARATION: Do not install carpet on surfaces that are unsuitable and will prevent a proper installation. Prepare subfloor in accordance with flooring manufacturer's recommended instructions. Repair holes, cracks, depressions, or rough areas using material recommended by the carpet or adhesive manufacturer. Free floor of any foreign materials and sweep clean. Before beginning work, test subfloor with glue and carpet to determine "open time" and bond. Submit three copies of the manufacturer's printed installation instructions for the carpet, including preparation of substrate, seaming techniques, and recommended adhesives and tapes.

3.02 MOISTURE AND ALKALINITY TESTS: Test concrete slab for moisture content and excessive alkalinity in accordance with CRI 104.

3.03 PREPARATION OF CONCRETE SUBFLOOR: Do not commence installation of the carpeting until concrete substrate is at least 90 days old. Prepare the concrete surfaces in accordance with instructions of the carpet manufacturer. Match carpet, when required, and adhesives to prevent off-gassing to a type of curing compounds, leveling agents, and concrete sealer.

3.04 INSTALLATION: Isolate area of installation from rest of building. Perform all work by manufacturer's approved installers. Conduct installation in accordance with the manufacturer's printed instructions and CRI 104 or JASS 26. Protect edges of carpet meeting hard surface flooring with molding

and install in accordance with the molding manufacturer's printed instructions. Follow ventilation, personal protection, and other safety precautions recommended by the adhesive manufacturer.

3.05 CLEANING AND PROTECTION: Submit three copies of carpet manufacturer's maintenance instructions describing recommended type of cleaning equipment and material, spotting and cleaning methods, and cleaning cycles.

A. Cleaning: After installation of the carpet, remove debris, scraps, and other foreign matter.

Remove soiled spots and adhesive from the face of the carpet with appropriate spot remover. Cut off and remove protruding face yarn. Vacuum carpet clean.

B. Protection: Protect the installed carpet from soiling and damage with heavy, reinforced, nonstaining kraft paper, plywood, or hardboard sheets. Lap and secure edges of kraft paper protection to provide a continuous cover. Restrict traffic for at least 48 hours. Remove protective covering when directed by the Contracting Officer.

3.7 MAINTENANCE: Provide extra material from same dye lot consisting of full width continuous broadloom for future maintenance. Provide a minimum of 3 percent of total square meters of each carpet type, pattern, and color.

1.02. SUBMITTALS: Submit the following items.

D. Manufacturer’s Instructions:

1.03 DELIVERY, STORAGE, AND HANDLING: Deliver the material to the site in manufacturer's original wrappings and packages and clearly label with the manufacturer's name, brand name, pattern and color name and number, dye lot number, size, and other related information. Store in a safe, dry, clean and well-ventilated area at temperatures not less than 10 degrees C and within a relative humidity range of 30 to 60 percent. Store wallcovering material in a flat position and protected from damage, soiling, and moisture. Do not open containers until needed for installation, unless verification inspection is required.

1.04. ENVIRONMENTAL REQUIREMENTS: Comply with wallcovering manufacturer's printed installation instructions for minimum temperature of area to receive requirements for conditioning adhesive and wallcovering. Provide a minimum 10 degrees C area temperature, 72 hours prior to installation, during installation, and until the adhesive dries. Observe ventilation and safety procedures.

1.05. WARRANTY: Provide manufacturer's standard performance guarantees or warranties that extend beyond a one-year period.

1.06. EXTRA MATERIALS: Provide one linear meter of full-width wallcovering of each pattern and color for each 100 linear meters of wallcovering installed, excluding presentation dry erase wallcovering.

Provide the same manufacturer, type, pattern, color, and lot number of extra stock as the installed wallcovering. Provide full rolls, packed for storage and marked with content, manufacturer's name, pattern and color name and number and dye lot number. Leave extra stock at the site at a location as directed by the Contracting Officer.

2.01. WALLCOVERINGS AND ACCESSORIES: Provide wall coverings and accessories material designed specifically for the specified use. Furnish vinyl wallcovering and borders with a mercury, cadmium, lead, and chromium free base. Protect wallcoverings with bactericides and mildew inhibitors against microbiological and mildew growth.

A. Product Data:

1) Wallcovering: Submit manufacturer's descriptive data, documenting physical characteristics, flame resistance, mildew and germicidal characteristics for wallcovering.

2) Accessories: Submit manufacturer's descriptive data for corner guard and wainscot cap.

3) Primer and Adhesive: Submit manufacturer's descriptive data, documenting physical characteristics, mildew and germicidal characteristics.

B. Samples: Wallcovering: Submit three samples of each indicated type, pattern, and color of wallcovering. Provide minimum 125 by 175 mm samples of wallcovering to show pattern repeat of sufficient size.

C. Certificates: Submit manufacturer's statement attesting that the product furnished meets or exceeds specification requirements. Date the statement after the award of the contract, state Contractor's name and address, name the project and location, and list the requirements being certified. Include these certificates:

1) Certified laboratory test reports of the physical properties for vinyl wallcovering, as specified.

2) Certificates of Compliance for UL fire hazard classification listing, as specified

3) Certificates of Compliance for contact adhesive.

D. Manufacturer's Instructions: Submit preprinted installation instructions for wallcovering and accessories, adhesives and primers. Include substrate preparation and material application in the instructions.

2.02 VINYL WALLCOVERING: Provide a vinyl coated woven or nonwoven wallcovering fabric.

Conform to FS CCC-W-408 for vinyl wallcovering, Type II (Medium Duty) with a minimum total weight of 441 grams/square meter and 620 grams/linear meter or JIS A 6921. Test vinyl wallcovering in accordance with NFPA 286 or meet the requirements of Class A when tested in accordance with ASTM E84 or UL 723.

2.03 PRIMER AND ADHESIVE: Provide a type primer and adhesive recommended by the wallcovering manufacturer, containing a non-mercury based mildew ide, and complying with local indoor air quality standards. Primer shall permit removal of the wallcovering and protect the wall surface during removal. Do not damage gypsum wallboard facing paper during removal of wallcovering.

Provide a strippable type adhesive. When substrate color variations show through vinyl wallcovering, provide a white pigmented primer as recommended by the wallcovering manufacturer used to conceal the variations. Provide a recommended type adhesive to install corner guards and wainscot cap by the manufacturer of the corner guards and wainscot cap.

2.4 COLOR, TEXTURE AND PATTERN: Provide color, texture and pattern in accordance with adjacent existing wall covering. Color listed is not intended to limit the selection of equal colors from other manufacturers.

3.01 EXAMINATION: Inspect all areas and conditions under which wallcoverings are to be installed. Notify the Contracting Officer, in writing, of any conditions detrimental to the proper and timely completion of the installation. Work will proceed only when conditions have been corrected and accepted by the installer.

3.02 SURFACE PREPARATION: Do not apply wallcovering to surfaces that are rough, that contain stains which will bleed through the wallcovering, or that are otherwise unsuitable for proper installation. Fill cracks and holes; sand rough spots smooth. Finish walls to receive presentation dry erase wallcovering to a Level 4 gypsum wallboard finish in accordance with GA 214 unless Level 5 is recommended by the wallcovering manufacturer. Thoroughly dry surfaces at least 30 days prior to installation of vinyl wallcovering. Provide interior surfaces of new and existing gypsum wallboard with a wallcovering primer in accordance with the manufacturer's printed instructions. As required, use white primer when substrate color variations are visible through thin or light color wallcovering. Seal interior surfaces of exterior masonry walls to prevent moisture penetration, then prime with a wallcovering primer in accordance with the manufacturer's printed instructions. Provide masonry walls with flush joints. Test moisture content of plaster, concrete, and masonry with an electric moisture meter of a maximum five percent reading. Apply a thin coat of joint compound or cement plaster, as recommended by the wallcovering manufacturer, to the concrete and masonry walls as a substrate preparation. To promote adequate adhesion of wall lining over masonry walls, prime the walls as recommended by the wall lining manufacturer. Prime the surfaces of walls as required by the manufacturer's printed instructions to permit ultimate removal of wallcovering from the wall surfaces. Allow primer to completely dry before adhesive application.

3.03 INSTALLATION: Wallcovering: Install wallcovering in accordance with the manufacturer's printed installation instructions. Remove glue and adhesive spillage from wallcovering face and seams

with a remover recommended by the manufacturer.

3.04 CLEAN-UP: Upon completion of the work, clean wallcovering free of dirt, soiling, stain, or residual film. Remove and clean surplus materials, rubbish, and debris resulting from the wallcovering installation.
