FA5270-16-Q-0052, Attachment One
Minimum Requirements
Date: 20 July 2016
A. ITEM: The Defense Logistics Agency, Energy Okinawa is looking to procure a Multi Skimmer so that they have the capabilities to retrieve floating petroleum products (Jet A1/JP8/JP5/F76 fuel) from ocean waters in case of a spill. The Multi-Skimmer should have the capabilities to change between, a Drum, a Brush, a Disc or a Belt skimmer head which makes the Multi-Skimmer a 4 in 1 skimmer for any oil condition. It shall have a recovery ranges from a minimum of 15 gallons per minute up to 550 gallons per minute. The Petroleum Multi Skimmer shall have a hydraulic driven hose reel which will contain no less than 250 feet of hose that supports the floating off shore skimmer. The hose reel shall be lightweight with forklift channels and have four point lifting points for easy handling both on and off shore. The following list below outline the minimum requirements desired for the multi skimmer and what each requested part does.
B. GENERAL:
1. Brush Module for Multi Skimmer
a. 3 - Each Brush Modules to achieve the highest recovery capacity in all conditions and oil types.
b. Each brush wheel shall have a certified capacity of 40-2 m³/h, therefore the total skimming capacity of the skimmer 120 m³/h.
c. The oil adhered to the oleophilic surfaces is separated from the water and scraped off from the brushes into the collection sump.
2. Disk Module for Multi Skimmer
a. 3 – Each Disk Modules which each disk module has a certified capacity of 40 m³/h, therefore the total skimming capacity of the skimmer with disc modules comes up to 129 m³/h.
b. The oil sticks to the oleophilic disc while water does not. The separated oil is lifted up and scraped off from the disc plates to a collection sump.
3. Skimmer Hose Reel with Hose Set 80m
a. The light weight reel frame is manufactured in steel and the spool in marine grade aluminum.
b. The reel frame comprises fork lift channels and 4-point lifting points as standard for easy handling both on and offshore.
c. The reel is equipped with Stainless Steel rotary swivel mounted in the reel drum for hose connection.
d. The hose reel is driven by 1 hydraulic motor, requiring a power-pack, allowing for easy deployment and recovery using minimal manpower.
e. The standard hose set for free floating off-shore skimmers is designed not only to support the hydraulic and transfer hoses but also to act as an oil boom supporting and feeding the skimmer with oil during operation. This feature increases the flexibility of the skimmer package.
f. The hose floatation made of PVC binds the hoses and also protect them from possible damage.
g. The electric cable powering the PVG valves and the radio remote controls is also installed in the package.
4. The floating hose set includes the following components
a. 2 x Lay flat 5" transfer hose length 40m each, totally 80m with 5 " Camlock
b. 1 x hydraulic hoses, 1 1/4" length 80m (return)
c. 1 x hydraulic hoses 1" length 80m (pressure)
d. 1 x hydraulic hose 3/8" length 80m (drain) with Aeroquip 3/8"
e. 1 x hydraulic hose 1/2" length 80m
f. 1 x electric cable (inside 1/2" protective hose) for radio remote control, length
80m
g. 1 x Water injection hose 80m
5. Oil Transfer Pump
a. A hydraulically driven, positive displacement pump with low screw speed multipurpose submersible Archimedes screw pump with a pumping capacity of 70m³/h.
b. It shall have a maximum of 12bar outlet pressure.
c. Constructed from robust seawater resistant aluminum for the casings and stainless, acid proof steel internals with special seals that ensure the pump remains "dry".
d. It shall be a design that ensures a gentle pumping action that will not emulsify oily water, and ensures the efficient movement of material through the unit.
e. The pump should also handle solids up to 30mm in diameter, should the pump becomes clogged, and it can be reversed to expel the blockage.
f. It shall also be constructed where it can be used as a transfer pump in oil recovery skimmers, for emergency pumping of heavy crude, bunker oil, or bitumen, for tank cleaning, pipeline maintenance, and for sludge removal from waste oil pits.
6. Hydraulic Power Pack, Diesel Driven for Multi Skimmer
a. The Hydraulic Power Pack is used as a power source for skimmers and other hydraulically operated equipment such as pumps, boom reels etc.
b. It shall have three hydraulic circuits enabling it to become a multipurpose power pack for flexible and simultaneous operation of several oil spill clean-up units.
c. It shall be equipped with four point lifting rings and forklift channels making it easy to handle on land or offshore.
d. It shall be contained within a robust steel frame designed for protection and to ensure good air circulation for the air-cooled diesel engine.
e. It shall also be equipped with an electric start and incorporate a control panel and hydraulic oil cooler in the framework and spark arrestor.
f. The hydraulic power pack will utilize a proportional hydraulic valve system enabling easy adjustment of the flow of oil to the supplied components.
g. The system should be load sensing ensuring a constant flow while the pressure varies according to consumption.
h. The power pack shall be equipped with an automatic shut-down system and it will shut down e.g. due to no electric charge, low oil pressure, high oil temperature, low hydraulic oil level or high hydraulic oil temperature.
7. Hydraulic Thruster Set for Multi Skimmer
a. 2-Each Hydraulic Thruster.
b. The hydraulically operated thruster set for the Multi skimmer-range.
c. The skimmer will be fitted with two thrusters to allow the operator to maneuver the skimmer to where the oil is most heavily concentrated.
8. Radio Remote Control with Charger and Receiver Base unit for Multi Skimmer
a. The radio remote control shall be operated on a radio frequency that is in accordance with the Japanese government standards
9. Operations and maintenance manual to include additional/recommended parts listings.
