1. DESCRIPTION OF SERVICES: Mass Choir Director for Catholic Services at 0800

The 0800 Sunday Mass Choir Director works under the direction of the Catholic Chaplain or designee and shall be responsible to lead the choir and community singing for the 0800 Sunday Mass and any other liturgical services as needed such as Days of Obligation, Special Seasonal Liturgies, Penance, Benediction, and Stations of the Cross.

1.1. BASIC SERVICES:

1.1.1. Collaborate with the 0800 Musician to plan the music and singing according to Catholic liturgical seasons, in coordination with the Catholic Chaplain or his designee. All music and singing will be in accordance with the Catholic Church directives on Sacred Music.

1.1.2. Direct rehearsals once a week and before 0800, Sunday Mass and any other liturgical services as needed.

1.1.3. Shall be responsible for recruiting new choir members and musicians to sing/play for the 0800 Sunday Mass.

1.1.4. The contractor is accountable for the security and cleanliness of all facilities utilized in conjunction with their programs and is responsible for the use of the facility.

1.1.5. Maintain professional standards of conduct and public decorum, including but not limited to dress and appearance.

1.1.6. Shall attend liturgy meetings as scheduled and work with other Mass Choir Directors to improve the quality of music. Shall attend music planning meetings as scheduled on an as-needed basis. These meetings will last a minimum of 30 minutes.

1.2 SPECIAL REQUIREMENTS:

1.2.1 The Mass Choir Director will conform to all Catholic Church Teachings, Archdiocese of

Military Service (AMS) Policies, the Liturgical renewal of the Second Vatican Council and subsequent norms, and practices approved by the American National Conference of Catholic Bishops as given in Directives on Music on Liturgy and in the National Catechetical Directory, Sharing the Light of Faith, and Air Force Chaplain Corps policies and guidance.

1.2.2 A positive self-sufficient individual with extensive knowledge of the Catholic Church.

1.2.3 A Catholic of good standing and can demonstrate a familiarity of Catholic Liturgical requirements, rites, and practices, as articulated by the documents of the Second Vatican Council and subsequent statements of the American National Conference of Catholic Bishops.

1.2.4 Documented proof of the following is preferred: A degree or certification by appropriate professional organization in music; minimum of three years formal training in a music related field such as instrument, voice, and/or conducting; OR minimum of three-year experience leading a choir and community singing for a Catholic Mass.

1.2.5 Ability to sight-read hymns in the Oregon Catholic Press Music Issue maintaining appropriate tempo, note accuracy, rhyme, and appropriate registration.

1.2.6 Ability to work unsupervised in a stressful pluralistic environment; maintain healthy interpersonal relationships with colleagues, parishioners, and senior leadership.

2. SERVICES SUMMARY.

The Contractor service delivery requirements are summarized into performance objectives that relate directly to standards of performance required to meet mission essential needs. For the Performance Objective to be met, service delivery must be in substantial compliance with applicable performance standards. The Performance Threshold describes the minimum overall levels of service delivery required for acceptable quality control. Failure to meet these Performance Thresholds means that contractor Quality Control is unacceptable. The following is a list of the key performance objectives that will be verified as contractually compliant by government personnel; however, inspection of any contract requirement is authorized.

This position will be paid by the unit, an estimated 117 units per year; a unit equals one rehearsal or liturgical service. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the government.

1. DESCRIPTION OF SERVICES: Choir Director for Contemporary Worship Service

The contractor shall provide all management and labor necessary to operate and maintain the position of Choir Director, Contemporary Worship Service.

1.1. BASIC SERVICES.

1.1.1. Provide weekly vocal performance services in the contemporary Christian worship style for the Contemporary Worship Service. Services consist of a weekly practice (1 unit) and a weekly performance (1 unit), practice and performance each for Easter Sunrise and Christmas Eve with all related preparations for those events. Total number of units is 106.

1.1.2. The Contractor must be a highly skilled vocalist.

1.1.3. Contractor must be able to read and perform written music. Contractor must have strong sight-reading skills as necessary for rehearsal and performance in the Contemporary Worship Service. Contractor must be able to perform music in all major and minor keys.

1.1.4. Contractor should have basic understanding of microphones, placement of monitors and soundboard equipment.

1.1.5. Contractor must be skilled at directing, training and employing other vocalists in conjunction with musical instruments to create a well-balanced band.

1.1.6. Recruit, organize and train vocalists to present the highest quality vocal team available.

1.1.7. Ability to play electronic keyboard or lead guitar is highly preferred.

1.1.8. Contractor shall understand the importance of chaplains' requests and deadlines. The contractor must good organizational skills. The Contractor must be able to work with and cooperate with chaplains, chaplain assistants, other contracted lay people and volunteers.

1.1.9. Use chapel CCLI.com (Church Copyright Licensing International) as the primary source to select music and obtain sheet music and lyrics. Ensure unlicensed music/lyrics are not used personally or by volunteers.

1.1.10. Contractor will work with the chaplain and lead musician to select appropriate music in a timely manner and provide it to the chaplain and all band members no later than 2 days prior to practice.

1.2. SPECIAL REQUIREMENTS.

1.2.1. Credentialing as a music minister is preferred.

1.2.1.1. Contractor must be an adherent to the Protestant Christian faith and be living a life consistent with the morals and ethics of the Protestant Christian faith.

1.2.1.2. Contractor must be comfortable verbally engaging and guiding the audience in the contemporary Christian worship tradition

1.2.1.3. Experience in a worship context is required. Length and type of experience will create a preference

1.2.2. Position requires 2 years of experience singing or playing in an organized band.

Additional years of experience are preferred.

1.2.3. Experience in a worship context is required.

1.2.4. The ability to perform on multiple instruments is preferred.

1.2.5. Formal training in vocals/public performance is preferred.

1.2.6. Contractor must understand copyright laws regarding the printing, copying and projecting of music and lyrics. All sheet music used by musicians or projected on screen must comply with copyright laws.

1.2.7. Background Checks: The applicant must be able to submit the following items

1.2.7.1. Provide all information necessary for background investigation to include an Installation Records Check (AF Form 2583), proof of a completed Child Care National Agency Check and Inquiries (CNACI), and/or completed.

1.2.7.2. Criminal History- In accordance with DODI 1402.5, a Criminal History Background Check must be accomplished for all individuals working with children.

Consent to the background check is mandatory. Failure to consent to the background check will be grounds for immediate cancellation of the contract at no further cost to the Government. In the event that a criminal history is found, the contract will be terminated at no further cost to the Government.

1.2.7.3. Maintain and provide a list of specified volunteers who are over the age of 18 and will be working with children under 18 years of age. These volunteers are defined as those volunteers whose contact with youth is extensive, frequent, and over a period;

to include, but not limited, to, one-one interaction, extended travel, and/or overnight activities.

The contractor shall provide all management, tools, supplies, equipment, and labor necessary to operate and maintain the position of Musician/Accompanist Contemporary Worship Service.

1.1. BASIC SERVICES.

1.1.1. Provide weekly musician services in the contemporary Christian worship style for the

Contemporary Worship Service. Services consist of a weekly practice (1 unit) and a weekly performance (1 unit), practice and performance each for Easter Sunrise and Christmas Eve with all related preparations for those events. Total number of units is 106.

1.1.2. The Contractor must be a highly skilled electronic keyboard player (preferred) or lead guitar player.

1.1.3. Contractor must be able to read and perform written music, lead sheets and chord symbols. Contractor must have strong sight-reading skills as necessary for rehearsal and performance in the Contemporary Worship Service. Contractor must be able to perform music in all major and minor keys.

1.1.5. Contractor must be skilled at how to direct and employ other instruments/musicians to create a well-balanced band.

1.1.6. The Contractor shall understand the importance of chaplains' requests and deadlines. The Contractor must good organizational skills. The Contractor must comply with the guidance of the service chaplain and cooperate with chaplain assistants, other contracted lay people and volunteers.

1.1.7. Use chapel CCLI.com (Church Copyright Licensing International) as the primary source

1.2.1. Position requires 2 years of experience playing in an organized band. Additional years of experience are preferred.

1.2.2. Contractor is highly preferred to be an adherent to the Protestant Christian faith and be living a life consistent with the morals and ethics of the Protestant Christian faith.

1.2.3. Experience in a worship context is preferred. Length and type of experience will create a preference

1.2.4. The ability to perform on multiple instruments is preferred.

1.2.5. Strong vocal abilities in support of the musician skills are preferred.

1.2.6. Formal training in musical instruments is preferred.

1.2.7. Contractor must understand copyright laws regarding the printing, copying and projecting

1.2.9. Background Checks: The applicant must be able to submit the following items

1.2.9.2. Criminal History- In accordance with DODI 1402.5, a Criminal History Background Check must be accomplished for all individuals working with children.

Consent to the background check is mandatory. Failure to consent to the background check will be grounds for immediate cancellation of the contract at no further cost to the Government. In the event that a criminal history is found, the contract will be terminated at no further cost to the Government.

1.2.9.3. Maintain and provide a list of specified volunteers who are over the age of 18 and will be working with children under 18 years of age. 1.1.2. Be available for one rehearsal (1 unit), and one worship service (1 unit) per week; with choir, volunteers, and/or other contractors. Additionally provide a rehearsal and performance for the Christmas Eve Service. Total number of units is 104.

1.1.3. Provide special services for special/exceptional chapel functions, i.e. holiday programs, funerals, memorial, etc.; as requested/needed. Request for special services should not exceed six (6) times a physical year, contractor has right of refusal up to four (4) requests.

1.1.4. The Contractor should possess ability to lead/direct a choral/choir in rehearsal and performance. This ability should include proficiency in breaking out parts (Bass, Tenor, Alto, and Soprano) and teaching parts to choral/choir members, and ability to bring all aspects of music and vocal performance together for a Christian worship service.

1.1.5. Contractor must be able to read written music, lead sheets and chord symbols. Contractor must have strong sight-reading skills as necessary for rehearsal and performance in the Traditional Worship Service. It is preferred, that contractor is able to perform music in all major and minor keys.
