Answers to questions regarding solicitation number FA5270-15-T-0089

1. What is the required recording time of the DVR’s.

No required recording time, there is only a minimum disk drive size.

2. During the site visit, the Government mentioned that the DVR’s need to have at least 6TB of HD storage to support the

16 camera inputs? Can a Contractor offer a 32-input ports DVR and what is the required storage capacity?

At the site visit it was mentioned that the current model at building 758 has a 6TB hard drive supporting 16 cameras.

However, this particular requirment only requires that the minimum storage capacity be 4TB. Each building will need 2

DVRs.

3. Will the Government identify the propose location of the cameras on the new drawings that will be provided?

Exact camera locations will be finalized once the contract is awarded. However, we have included a drawing that gives a visual for where we believe the cameras will give the best coverage for security purposes.

4. Will the Government provide the specifications of the existing Cameras and the DVR unit that was installed at B758?

No. Contractors were only allowed to see the setup of building 758 to give them an idea of how the project can be setup and executed.

5. What is the preferred connection between the 46” Monitor and the DVR, RF or HDMI?

HDMI is the connection method that will be used.

6. Is the Government going to sponsor the awarded Contractor on the processing of Base passes for the workers to perform the project implementation?

The contractor who is awarded the contract will request base access for the duration of the project with base pass applications. Once the passes are approved, the contractor will have the ability to enter and exit the base without escorts or incident.

7. Who is responsible for the disposal or storage of dismantled cables and equipment from the buildings that were identified for security camera upgrade?

The government will keep the existing parts/whole system.

8. What are the requirements if a concrete wall needs to be core drilled to run a video cable to a camera location identified by the Government?

All drill work will need to be done using methods enabling the most minimal structural cost. 18 CEG structural inspectors will need to inspect any drilling prior and post work as well as 18 CEG Fire Inspectors for fire code (paths sealed if wall acts as fire wall), etc. Asbestos containing material may be present in any and all walls that require drilling and will require abatement. Submission of abatement cost estimate should be included in bid.

1. Is 2 Megapixel resolution available instead of 3 Megapixel?

2 MP resolution is the minimum resolution acceptable.

2. Is it acceptable if the camera supports only H.264?

Camera to DVR support can be H.264 only, however, recording video format as recorded to compact disc or USB drive

MUST be supported by Windows Media Player for playback on government PC’s.

3. What does GFM stand for?

GFM as listed in the requirements was meant to be LCD or LED type monitor. GFM was a typo.

4. Do we need brackets and parenthesis to fill out as our information?

Any information submitted with your offer should be legible, neat, and clear to understand. There is no required format for offers as long as the SF1449 is completely filled out with all pertinent information that pertains to your offer and your company.

5. What is the specific dimension (Width / Height / Depth) for the new Shelf to be installed?

The surface area of the shelf should be 19” X 19”. The purpose of the shelf is to hold the DVR unit(s). Contractors have the liberty of offering shelves that are free standing or shelves that can be mounted to the wall.

6. Please provide the specific location for external camera to be installed.

Exact camera locations will be finalized once the contract is awarded. However, we have included a drawing that gives a visual for where we believe the cameras will give the best coverage for security purposes.

7. We will use wires for connecting camera to DVRs, how much length should wire be?

It is up to the contractor to decide how much wire to acquire and use.

8. According to the DVR specification, it is required to support 16 Channel Video and Audio in one screen. So, that means two DVRs will support 32 Videos. On the other hand, 34 cameras are required in this solicitation. Do we need only 32 active cameras?

We will only need 32 cameras. The price exhibit has been updated with the correct amount.

9. Please provide the New Site Plan that shows the dimension of each cable between monitoring room and each new security camera to be installed?

There is no requirements for how much cable should be used to connect the cameras to the monitoring room systems. It is up to the contractor to decide how many cables to acquire and use.

10. Referencing External Camera, is high light mask necessary because it is not available according to a manufacturer’s product spec.

All manufacturers may not identify the high light mask feature the same way; some companies may call this feature something different. A manufacturer equivalent to a high light mask feature is acceptable. However, a feature that enables the external cameras to reduce glares from images, handle high contrast images, and have the ability to set areas within the camera or DVR box to choose areas to ignore for motion sensing purposes is required.3

11. Is it acceptable if we provide fixed-type camera for external use?

Yes, stationary external cameras are acceptable.

12. Could we use Japanese manufactured products?

As long as the products match the specifications listed in the solicitation, japanese products are acceptable.

13. Please advise how to submit the bid package, physcially in hard copy or electronically by email?

Email is the preferred method, however, physcial copies are equally acceptable.

1. Does the size of HDD in the DVR required 4TB or above?

Size of HDD is 4TB minimum per 16 cameras.

2. Does the resolution of the interior dome camera required 2 megapixel or above?

Minimum resolution for cameras is 2 megapixel.

3. How many of the interior dome camera required? 24?

24 interior cameras are required.

4. How many of the exterior camera required? 8?

8 external cameras are required.

5. Would like to have the camera and recorder installing position stated on the floor plans for calculate the cost of accurate length of cables for estimate. Would you provide it?

6. We would prefer to deliver the products directly to you from the USA. Would you advise the shipping address so we can calculate the shipping cost?

8. We cannot find the submittal instruction page. Would be there any necessary documents other than page 60 and 61?

1. Per the Price Exhbit document on page 5 of 5, installation, it states, “See attached Performance Work Statement for further guidance.” Attachment was not found-Please provide the PWS.

PWS is now included with the solicitation.

2. Please clarify the required camera system configuration (HD-SDI or IP- H.264, MPEG-4, JPEG).

IP H.264

3. Please clarify the required DVR system configuration (4 eSATA ports).

Four eSATA connections are required. It doesn’t matter if they are internal or external.

4. According to the specs-the total camera quantity for each bulding is 34, but only two DVRs. A standard DVR supports up to 16 cameras (total of 32 cameras with 2 DVRS). Is a 3rd DVR required to support all 34 cameras or are any of these cameras spares?

We will only need 32 cameras (24 interior cameras, 8 exterior cameras, 2 DVRs). The price exhibit has been updated with the correct amount.

5. Please provide a typical floor plan that shows all new camera (interior and exterior) locations.

Please see attached plans.

1. Is it part of requirement for asbestos test? Or any record of asbestos test result for ecah building?

If funded, any current ACM results will be pulled, however if current results are out of date or aren’t applicable to proposed required drilling locations, new testing will need to be accomplished. There is reasonable evidence to suggest that most of the solicited buildings do contain ACM in the concrete of the walls.

1. Can you please dimensions for the outside camera cage 12"x18"? Cage should have 3 dimensions. 12"x18"x?

The cage specs should be custom fitted to the necessary size to house the included external camera for protection against weather elements.
