About this file

This document contains questions and answers from a site visit related to federal contract solicitation number FA524023R0020. The solicitation seeks a contractor to upgrade and standardize direct digital control systems for HVAC at various buildings on Andersen Air Force Base in Guam to one vendor platform. The project aims to modernize operating systems and implement managed switches at all sites. Questions covered compatibility of control equipment from different vendors, appropriate cabling, existing uninterruptible power supplies, preferred brand of switches given space constraints, potential downtime, and cybersecurity requirements to be followed. Robbie Hayes will oversee cybersecurity as the chief information officer for the project.

FA524023R0020 - HVAC DDC SYSTEMS UPGRADE 09 June 2023 Amendment 002 – Site Visit Q&A

Q1: Is the CAT 6 cable the appropriate cable used?

A1: It is preferred.

Q2: Are there any issues with compatibility?

A2: whoever wins the solicitation will need to provide one vendor equipment for all of the sites such as Alerton, Johnson Controls, or Carrier. The controllers themselves are not interoperable as far as communication goes so the winner of solicitation will have to work the solution on a case-by-case basis depending on what exists at that facility.

Q3: What is the intent of the contract?

A3: Intent of the contract is to standardize/modernize our DDC systems to all one vendor, have updated operating systems, and managed switches for all sites.

Q4: Are there existing Ups?

A4: Yes, but they won’t be required within this new construct as the laptops that act as the DDC workstation will be located at the HVAC shop vs within the mechanical rooms.

Q5: Is there a preferred brand of switches – IE 4000 vs CISCO 4000?

A5: Any authorized switch would work, however dependent on the size of the switch, some may be easier to fit into the DDC cabinet. For example, if we tried to install a full sized 24/48 port switch into these cabinets, they would not fit which means an entirely new closure would be required. If the industrial 4000 series is used, it would be a much closer match to size within the cabinet.

Q6: Are there any downtime concerns?

A6: No concerns because they run in hand. Normal duty hours still apply.

Q7: How involved is cybersecurity and who will apply it?

A7: Robbie Hayes will be the CIO for the project. The project should follow the below guidance as all USAF Control system projects follow:

• UFGS-25 05 11, Cybersecurity for Facility-Related Control Systems

• UFC 4-010-06, Cybersecurity of Facility-Related Control Systems
